Monday, November 5, 2007 - 5:30 P.M.

Council President Keith Fetz called the meeting to order at 5:30 P.M., and on call of the
roll those members present were: Councilpersons Keith Fetz, Ron Grooms, Nathan
Samuel, and John Perkins. Also present were Deputy Clerk Treasurer Barbara Hollis.
Purchase Order Clerk Patti Smith, and Council Attorney Greg Fifer. Following
discussion, Councilperson Perkins made the motion to approve the agenda with the
removal of Agenda Items # 13, and # 14, move agenda item # 11 to the 7:30 meeting and
replace it with an interlocal agreement regarding spay/neuter, second by Councilperson
Grooms, passing on a vote of 5-0.
INTERLOCAL COOPERATION FOR SANITARY SEWER SERVICES
Council Attorney Greg Fifer reviewed Ordinance No. 2007-OR-64, An Ordinance
Approving Interlocal Cooperation Agreement With The Oak Park Conservancy District,
ET. AL. Attorney Fifer explained this is only effective when the City annexes Oak Park
Conservancy. It is important to commission a feasibility study. Councilperson Perkins
said future taps, if feasible, would be done by Jeffersonville. Attorney Fifer agrees. There
followed a discussion regarding "extend and upgrade" on page 2. Councilperson Grooms
would like to change the agreement from 30 years to 10 years. Following all discussion,
Councilperson Grooms made the motion to pass Ordinance No. 2007-OR-64 on the
second reading with the change from 30 years to 10 years, second by Councilperson
Perkins, passing on a vote of 4-0-1. Council President Fetz abstained.
1sT AMENDED CAMPAIGN FINANCE CODE
Council President Fetz explained Ordinance No. 2007-OR-56, ls` Amended Campaign
Finance Code. Councilperson Sellers made the motion to pass Ordinance No. 2007-OR-
56 on the third reading, second by Councilperson Perkins, passing on a vote of 5-0.
ORDINANCE ESTABLISHING SPECIAL NON-REVERTING FUND FOR
ANNEXATION COSTS
Councilperson Perkins explained the need for passage of Ordinance No. 2007-OR-63, An
Ordinance Establishing Special Non-Reverting Fund For Annexation Costs.
Councilperson Perkins made the motion to pass Ordinance No. 2007-OR-63 on the
second and third readings, second by Councilperson Sellers, passing on a vote of 5-0.

INTERLOCAL AGREEMENT ACCEPTING FUNDING ON BEHALF OF THE
CITY OF JEFFERSONVILLE SPAY-NEUTER FUND
Deputy Clerk Hollis explained Ordinance No. 2007-OR-67, An Interlocal Agreement
Accepting Funding On Behalf Of The City Of Jeffersonville Spay-Neuter Fund.
Following discussion, Councilperson Perkins made the motion to suspend the rules for
Ordinance No. 2007-OR-67, second by Councilperson Sellers, passing on a vote of 5-0.
Councilperson Perkins then made the motion to pass Ordinance No. 2007-OR-67 on all
three readings, second by Councilperson Samuel, passing on a vote of 5-0.
COMPREHENSIVE PLAN
Planning and Zoning Director Chester Hicks presented and explained the Jeffersonville
Comprehensive Plan 2030. Councilperson Perkins expressed his appreciation for all the
hard work. Councilperson Perkins made the motion to pass Ordinance No. 2007-OR-68
on the first reading, second by Councilperson Sellers, passing on a vote of 5-0.
Councilperson Grooms said the work is very good.
ELECTED OFFICIALS SALARY ORDINANCE
Councilperson Perkins explained Ordinance No. 2007-OR-69, An Ordinance Fixing
Basic Salaries Of Elected Officials Of The City Of Jeffersonville, Indiana For The Year
2008. Councilperson Perkins made the motion to pass Ordinance No. 2007-OR-69 on the
first reading, second by Councilperson Sellers, passing on a vote of 4-1. Councilperson
Grooms voted against passage. The public hearing for this Ordinance is scheduled for
Monday, December 10, 2007 at 5:30 P.M.
Councilperson Zastawny arrives at 6:05 P.M.
LETTER
Council President Fetz reviewed a letter regarding WAVG/AM-1450 decision to
discontinue the live broadcast of local news and sporting events. This will be copied to
the FCC.
