City Hall Room 101 Council President Keith Fetz called the meeting to order at 10:00 A.M., and on call of the roll those .members present were: Councilpersons .Keith Fetz, Connie Sellers, Ron Grooms, Ed Zastawny, Nathan Samuel, and John Perkins. Also present was Deputy Clerk Treasurer Barbara Hollis. Councilperson Grooms gave the invocation. Council President Fetz led the pledge of allegiance to the flag. Councilperson Perkins made the motion to approve the agenda, second by Councilperson Zastawny, passing on a vote of 6-0. Deputy Hollis presented and explained tvvo claims (Adrienne and Company and Corps of Engineers). Councilperson Perkins made. the motion to approve the claims as presented, second by Councilperson Sellers, passing on a vote of 6-0. There was no public comment. Ordinance of Appropriations and Tax Rates Council President Fetz announced the. opening of the public hearing for the 2008 Budget (Ordinance of Appropriations and Tax Rates). No comments were voiced. Deputy Hollis explained the Ordinance and attached papers. Councilperson Grooms made the motion to amend Ordinance No. 2007-OR-55 with.. the removal from the Fire Pension budget the appropriation for DROP in the amount of $269,790, second by Councilperson Perkins, passing on a vote of 6-0. Councilperson Perkins made the motion to amend Ordinance No. 2007-OR-55 by changing the General Fund Mayor's Promotion to $20,000, second by Councilperson Sellers, passing on a vote of 5-1. Councilperson Grooms voted against passage. Councilperson Perkins made the motion to pass Ordinance No. 2007-OR-55 as amended on the second and third readings, second. by Councilperson Sellers, passing on a vote of 6-0. The budget committee was thanked for taking the time and going through the budgets. Serenity House Annexation Planning and Zoning Attorney Jack Vissing introduced Ms. Sharon Algood with Serenity House. Ms Algood explained the plans to build a 3 million dollar complex. This will. be the only one of its kind in the State. It will be a combination of Serenity and Token House. Ms. Algood explained the program, which has been here more than 30 years. No Jeffersonville funds have been requested. _Councilperson Zastawny said there is no debate of the good works. Council President Fetz asked Attorney Vissing to work with Clarksville to "clean up the lines" between Jeffersonville and Clarksville. Attorney Vissing stated he would be glad to open the dialogue. Councilperson Sellers made the motion to pass Ordinance No. 2007-0R-52, An Ordinance Annexing Serenity House on the third reading, second by Councilperson Zastawny, passing on a vote of 5-1. Councilperson Perkins voted against passage. Temporary Loan Deputy Hollis explained the need for passage of Ordinance. No. 2007-OR-56, An Ordinance Authorizing a Temporary Loan. Councilperson Perkins made the motion to suspend the rules for Ordinance No. 2007-OR-56, second by Councilperson Sellers, passing on a vote of 6-0. Councilperson Perkins then made the motion to pass Ordinance No. 2007-OR-56 on all three readings, second by Councilperson Sellers, passing on a vote of 6-0. Council Comments Councilperson Samuel suggests a summary sheet or thumbnail of each new Ordinance to be introduced. He would like to know the reasons for vehicle replacement and the plan for decommission of the vehicle to be replaced. Councilperson Samuel is also concerned the Council supports the same projects each year, suggesting these be reviewed and new ones considered. Councilperson Sellers agrees. Councilperson Grooms thanked the budget committee, noting the Animal Shelter and Animal Control budgets have been combined.. He also agrees with Councilperson Samuel suggesting a budget guide or roadmap. Councilperson Perkins noted the work Diane Swank and Cindy Gardner have done on the asset inventory. He noted Mayor Waiz did sign the Riverstage Ordinance. Councilperson Perkins said the audio/visual system is unbelievable.
