HomeMy WebLinkAbout09-19-2007 SPECIALJEFFERSONVILLE CITY COUNCIL SPECIAL SESSION Meeting Memorandum -Wednesday, September 19, 2007 - 7:30 P.M. City Hall Room 101 Council President Keith Fetz called the. meeting to order at 7:30 P.M., and on call of the roll those members present were: Councilpersons Keith Fetz, Connie Sellers, Barbara Wilson, Ron Grooms, Ed Zastawny, Nathan Samuel, and John Perkins. Also present were City Attorney Les Merkley, and Deputy Clerk Treasurer Barbara Hollis. Council President Fetz -made the motion to approve the agenda, second by Councilperson Perkins, passing on a vote of 7-0. Deputy Hollis presented and explained three claims (Highland Products Group - $1,784.52, IN Department of Transportation - $5,000.00, and Jeffersonville Main Street - $1,750.00). Councilperson Perkins made the motion to approve the claims as presented, second by Councilperson Wilson, passing on a vote of 7-0. Serenity House Annexation Planning and Zoning Director Chester .Hicks presented and explained the need for passage of Ordinance No. 2007-OR-52, An Ordinance Annexing Serenity House. Council President Fetz asked if any consideration had been given to the border areas to clean up the lines. Director Hicks said there would have to be an agreement. Councilperson Perkins suggested asking Clarksville to annex. Council President Fetz asked for public comment. Councilperson Sellers made the motion to suspend the rules for Ordinance No. 2007-OR-52, second by Councilperson Grooms, failing on a vote of 6- 1. Councilperson Perkins voted against suspension. Councilperson Sellers then made the motion to pass Ordinance No. 2007-OR-51 on the first and second readings, second by Councilperson Zastawny, passing on a vote of 6-1. Councilperson Perkins voted against passage. Director Hicks questioned why the vote to suspend failed. Councilperson Perkins stated his reason is that all the not-for-profits are in Jeffersonville and he feels Clarksville should have it. Director Hicks explained this is a time-frame issue. Other discussion followed with Director Hicks saying this is the. first he has heard of any objections. Ordinance No. 2007-OR-52 will be placed on the agenda for the September 29 agenda. Police Software Deputy Hollis read portions of State Statutes. explaining a bid is not necessary for police software.. Councilperson Samuel asked, Police Detective Todd Hollis if the software is working today. Detective Hollis explained the problems. Councilperson Perkins reviewed a meeting held with IT Director Roger Hardy, Police Major Kevin Morlan, and Page 2 September 19, 2007 Councilperson Wilson. The software will hold up a little longer. Virus updates are causing problems. Councilperson Sellers said the radios were an emergency that should have been taken care of earlier. She also spoke with Director Hardy. The system goes down all the time. Council President Fetz said all agree there is a need. He did speak with Sheriff Rodden regarding Sisco Software. There are no problems with Sisco. There is a need to look at several options. A sub-lease could be considered. Councilperson Sellers noted the Council needs to consider the needs of the City as opposed to the County. Councilperson Perkins asked if the County has one system and the City another, could they talk? They answer is yes with terminals. They would -not be totally interactive. Councilperson Grooms also talked with the County Sheriff. The County system does have limitations. They can add only two departments. They may be able to upgrade. Councilperson Zastawny said alI agree there is a need. The question being is this the best? He cannot vote for this now as he feels it is not fair to implement this before a new Mayor and new Police Chief. Councilperson Perkins said the prime reason is timing. Councilperson Samuel feels this is a critical emergency. Director Hardy, Major Morlan, and Chief Monihon have said it is possible to have to go back to paper. Councilperson Samuel noted the $40,000 expenditure for audio/visual equipment for this room. Councilperson Grooms does not understand what the upcoming election has to do with this decision. Councilperson Samuel agrees. Council President Fetz feels it is more important to have tasers and cameras. Also, he feels only a select few in the department have been consulted. Councilperson Perkins made the motion to have the Clerk Treasurer advertise for an additional appropriation from EDIT in the amount of $247,000. The motion was then withdrawn. Councilperson Samuel made the motion to accept the quote from New World for Police Department software with lease payments to come from Cumulative Capital Development, second by Councilperson Grooms, failing on the following roll call vote: Ayes: Councilpersons Samuel, Grooms, and Sellers: Nays: Councilpersons Wilson, Fetz, Zastawny, and Perkins. 2008 Budget Public Hearin Council President Fetz announced a public hearing for Ordinance No.2007-OR-54, An Ordinance Of Budgets And Tax Rates For 2008, asking for public comment. No comment was heard. Councilperson Perkins then made the motion to approve Ordinance No. 2007-OR-54 on the first reading, second by Councilperson Zastawny, passing on a vote of 7-0. Councilperson Grooms feels a freeze is not justice to taxpayers. He is not opposed to the 4% increase in salaries and PERF. He .feels many appropriations are underutilized. Several areas of discussion should be insurance, district council projects, vehicle maintenance as well as others. Council. President. Fetz feels the tax system is broke, as the Council does not know where they are financially. A budget review committee of Councilpersons Grooms, Perkins, and Wilson will meet Wednesday, September 26 at 8:30 A.M. in the Council Conference Room. Page 3 September 19, 2007 Veto Override Councilperson Perkins made the motion to override the Mayor's veto of Ordinance No. 2007-OR-45, second by Councilperson Sellers, passing on a vote of 6-1. Councilperson Grooms voted nay. Councilperson Perkins noted the traffic signals for the new firehouse would cost between $135,000 to 137,000. There being no further business to come before. the Council, the meeting adjourned at 8:50 P.M. (a) A purchasing agent may make a special purchase when there exists, under emergency conditions, a threat to public health, welfare, or safety. (b) The counterterrorism and security council established by IC 10-19-8-1 may make a purchase under this section to preserve security or act in an emergency as determined by the governor.
