JEFFERSONVILLE CITY COUNCIL SPECIAL SESSION
Meeting Memorandum - Monday September 10, 2007 - 5:30 P.M.
City Hall Council Conference Room
Council President Keith Fetz called the meeting to order at 5:45 P.M., and on call of the
roll those members present were: Councilpersons Keith Fetz, Connie Sellers, Barbara
Wilson, Ed Zastawny, and John Perkins. Also present were Chief Deputy Suzy Bass and
1st Deputy Barb Hollis. Councilperson Nathan Samuel arrived at 6:15 and Councilperson
Ron Grooms arrived at 6:25.
Council President Fetz said that he is writing a letter to the DLGF concerning the recent
$3,000,000.00 bond issue from the County Commissioners. He is asking the DLGF to
deny this request. He said that this will affect the circuit breaker. He feels this needs to
. be looked at in more depth. He is asking all Council members to sign the letter but will
send it with only his signature if no one else agrees to sign.
Shirley Hall Park
. Council President Fetz introduced 2007-0R-47, an ordinance replacing 2007-0R-26,
which rescinds the additional appropriation of $175,000.00 previously designated for the
shelter house and restrooms at Shirley Hall Park. Fetz feels that some newly elected
officials have new ideas. This will put the money back into the fund balance. Both Fetz
and Zastawny feel that the park has been outgrown. Perkins feels that we should consider
smaller facilities for the Park. He would like to come up with a committee to design a
. scaled down version of the facility at this Park. The motion was made by Councilperson
Perkins to suspend the rules in anticipation of passing the ordinance on all three readings,
seconded by Councilperson Wilson, passing on a vote of 5-0. The motion was made by
Councilperson Perkins to pass 2007-0R-47 on all three readings, second by
Councilperson Wilson and passing on a vote of 5-0.
. Vehicle Stickers
Council President Fetz introduced an ordinance requiring all City Vehicles to display the
approved vehicle identification sticker on the vehicle. He said the ordinance was
originally introduced by then Councilperson Ron Ellis. The motion was made by
Councilperson Perkins to pass 2007-0R-45, an Ordinance requiring City Owned
. Vehicles to Display Vehicle Identification Stickers, seconded by Councilperson
Zastawny, passing on a vote of 5-0.
District 5
Councilperson Wilson made the motion to pass 2007-0R-46, an Ordinance assigning the
newly annexed area to District 5, second by Councilperson Perkins, passing on a vote of
5-0.
Salary Ordinance
The motion was made by Councilperson Perkins to pass 2007-0R-48 on the 1 st reading,
an Ordinance fixing basic salaries of appointed officers and City Employees for 2008,
seconded by Councilperson Zastawny, passing on a vote of 5-0.
Riverstage Authority
Discussion was held on establishing a Riverstage Authority. No one seems to really
. know what is going on with the Riverstage. This Ordinance would put one person in
charge of the actual Riverstage. Councilperson Grooms said that he feels the Mayor or
Council should not be on the Authority but a member of the Parks Board should be on it.
Councilperson Zastawny agreed. After further discussion, the motion was made by
Councilperson Perkins to pass 2007-0R-49, seconded by Councilperson Zastawny,
passing on a vote of7-0.
Councilperson Grooms said that he does not like advertising an agenda for the regular
meeting and then addressing the items at a workshop.
Fireworks
. Councilperson Wilson introduced an ordinance regulating legal fireworks within the City
of Jeffersonville. The event "Thunder Over Louisville" is exempt from the Ordinance.
The motion was made by Councilperson Wilson, second by Councilperson Perkins,
passing on a vote of7-0.
