JEFFERSONVILLE CITY COUNCIL SPECIAL SESSION
Meeting Memorandum - Monday; July 30, 2007 - 7:30 P.M.
City Hall Council Conference Room
Council President Keith Fetz called the meeting to order at 7:30 P.M., and on call of the
roll those members present were: Councilpersons Keith Fetz, Connie Sellers, Barbara
Wilson, Ron Grooms, Ed Zastawny, Nathan Samuel, and John Perkins. Also present
were Clerk Treasurer Peggy Wilder and Deputy Clerk Treasurer Barbara Hollis.
2008 BUDGETS
Clerk Treasurer Wilder presented and explained the binder of budgets. The binder does
not include the City Court and Probation User budgets. These will be presented later.
The Council will have to prepare the Council, EDIT and Board of Public Works budgets.
Clerk Treasurer Wilder explained the City does not have an official maximum levy, as
the 2007 budget order has not been received. An estimate using the last budget order for
2006, adding 3.9% for 2007 and then adding 2.9% for 2008 would allow for an increase
of $331,841 for 2008 over the 2007 estimate. There followed a discussion regarding the
timing application of an excess levy for annexation. This will be researched.
The meeting was recessed at 7:40 P.M.
The meeting reconvened at 7:45 P.M.
An excess levy discussion continued. Council person Perkins and Clerk Treasurer Wilder
will call the State Board of Accounts. Clerk Treasurer Wilder noted she would have to
start the procedure for tax anticipation borrowing. The Police and Fire contracts allow
for a 4% pay increase for 2008. Following discussion, Councilperson Grooms made the
motion to approve the 2008 Council budget the same as 2007 including all additional
appropriations, second by Councilperson Wilson, passing on a vote of 7-0. Council
President Fetz feels the Council has been too "hands on" with budgets noting the need to
listen to the Department Heads.
