JEFFERSONVILLE CITY COUNCIL SPECIAL SESSION
Meeting Memorandum -Monday, April 23, 2007 - 5:30 P.M.
City Hall Mayor's Conference Room
Council President Keith Fetz called the meeting to order at 5:40 P.M., and on call of the
roll those members present were: Councilpersons Keith Fetz, Connie Sellers, Barbara
Wilson, Ron Grooms, Phil McCauley, and John Perkins. Also present were Clerk
Treasurer Peggy Wilder, Deputy Clerk Treasurer Barbara Hollis, City Council Attorney
Greg Fifer, Fire Chief Clark Miles, Assistant Fire Chief Tony Decker, Vehicle
Maintenance Director Mike Drury, IT Director Roger Hardy, Police Major Kevin
Morlan, Patrolman Chris Martin, and Police Administrative Assistant Anne Langley.
Councilperson Perkins made the motion to approve the claim for ILMCT conference
registration in the Clerk Treasurer's budget, second by Councilperson Sellers, passing on
a vote of 6-0.
Vehicle Maintenance -Vehicle Replacement Requests
Vehicle Maintenance Director Mike Drury presented an estimate of repairs for the current
department vehicles. Director Drury reviewed the research and pricing to buy used
trucks. He feels the City should buy new. Councilperson McCauley said Director Drury
has done his homework and he is inclined to accept the proposal to buy new.
Councilperson Wilson made the motion to accept the Carriage Ford bid for two trucks in
the amount of $52,444.52 to be paid from the Major Moves Fund, second by
Councilperson Perkins, passing on a vote of 6-0. Councilperson Perkins then made the
motion to pass Resolution No. 2007-R-19, A Resolution To Advertise For An Additional
Appropriation (Major Moves Fund), second by Councilperson Sellers, passing on a vote
of 6-0.
Fire Department Truck Leases
Fire Chief Clark Miles presented a request to purchase two 2007 fire engines in the
estimated amount of $920,000. (Written request attached). He explained one current
truck lease will be paid off this year and the other will be paid off next year. No
payments would have to be made on new equipment for a least a year. Councilperson
McCauley asked if truck purchases were included in the fiscal plan. City Council
Attorney Greg Fifer believes the Council could amend the fiscal plan to include the
purchases. Assistant Fire Chief Tony Decker feels there would be a discount if two
were ordered at one time. Annexation is not an issue. The newest back-up truck is 19
years old. The specs are complete and there is a need to get the process started.
Councilperson Perkins asked if these engines are a stock type. Chief Miles answered
stock types are smaller or more for rural departments. Council President Fetz inquired
about adding this purchase to the fiscal plan. Attorney Fifer will research.
Councilperson Grooms has some reservations about adding to the fiscal plan. He would
like to see the difference between buying one or two. Chief Miles will get financial
options and the difference between buying one or two. Councilperson Grooms made the
motion to have the Fire Department report back with the difference in ordering one or
two and at lease two or more financing options, second by Councilperson McCauley,
passing on a vote of 6-0.
Annexation Update
Attorney Fifer presented copies of the public hearing notice explaining this follows State
Statute. He also presented a target schedule. The public hearing will be July 5, 2007.
The notices will be mailed before May 4, 2007. L & D Mail Masters will be enlisted to
handle the approximately 6,800 notices. They will check for duplicates. The postage
alone is $40,000. The cover letter was discussed with the general agreement being to use
Attorney Fifer's letterhead.
Police Department Software Upgrades
Police Major Kevin Morlan introduced Mr. Robert Bryant, a representative of WTH. Mr.
Bryant demonstrated a laptop computer. Information Technology Director Roger Hardy
has reviewed the software quotes. He then reviewed the advantages of the laptop
demonstrated over a regular laptop. Major Morlan said the current police software is
"headed south". It has been in service since 1993. The advantage of being able to
communicate with other agencies was discussed. One advantages of laptops in the cars is
to keep officers in their cars. Council President Fetz asked about the Dictaphone system.
Major Morlan explained it is not being used, as it is not set up. It will be compatible with
the new system. A laptop in each patrol car would be needed. Director Hardy suggested
a pilot project. Major Morlan presented a software demonstration. Council President
Fetz would like to consider new software first and look at laptops at budget time.
Councilperson McCauley agrees with Director Hardy's suggestions to try a pilot
program. The number of 10 was agreed upon. Council President Fetz asked Major
Morlan to present a proposal of 10 laptops installed with stands. Director Hardy thanked
the Council for their support. Major Morlan expressed his appreciation to the Council for
taking the time to listen. He would like to visit others cities and observe the software.
Councilperson Sellers made the motion to adjourn at 7:40 P.M., second by Councilperson
