Coleman Facilities Manager 1.0 EFFLUENT QUALITY During August, effluent quality was within NPDES permit limits for BOD andTSS concentrations. Table 1.1 summarizes the effluent quality data. Flow 5.2 3.75 (MGD) 2.0 FACILITY OPERATIONS Attachment B contains a list of septic haulers that discharged during the month of August. During August, we did experience problems within the secondary treatment process. The mixed liquor suspended solids (MLSS) concentrations dramatically reduced on August 18, 1995. We believe the reduction was caused by the recirculation of the facility's effluent through the tenth street pump station. The effluent backed up into the lift station, due to collapse of the discharge line at the Cane Run outfall. The recirculation of the effluent caused a decrease in the food/microorganism ratio which enhanced the sludge settleability within the process. The improved settleability caused more solids to be wasted from the system at normal sludge wasting volumes. Due to the immediate reaction by the operators and making necessary process control MOR JEFFERSONVILLE, IN adjustments, we were able to maintain effluent quality well within permit limits. Repair work at Cane Run Outfall has eliminated the problem. 2.1 PRETREATMENT During August, there were no industries in violation of their discharge permit limits with the City's pretreatment program. Industrial Water Recycling did request and receive an addendum to their current Administrative Compliance Order. The addendum was granted to help improve monitoring and operation of their treatment processes within the facility. We will continue to work with all the industries to ensure compliance within their permit limits. 3.0 PREVENTIVE AND UNSCHEDULED MAINTENANCE Preventive maintenance was performed on all equipment as scheduled during the month of August. There were 12 unscheduled maintemince tasks performed. All were minor repairs except for: ~ Reconditioning of pump No.2 at Crums Lane III lift station. ~ Installation of a water pump to the emergency power generator at the treatment facility. ~ Repair of the variable speed motor to belt filter press No. 1. A copy of the unscheduled maintenance work orders is included as Attachment C. Maintenance and repair expenditures for the month of August are detailed in Attachment D. Table 3.1 represents the total amount expended in August, and for the current contract year. Table 3.2 includes the same information for repair and replacement expenditures. Attachment E contains a detail of repair and replacement expenditures for the year. IN 4.0 FACILITY SAFETY & TRAINING Safety inspections were conducted on August 22, 1995, The rating was 94%. The deficiencies reported were: ~ All necessary non-sparking tools are not available. ~ All exits are not properly marked. ~ Store room was cluttered and unorganized. ~ Water hoses were not properly stored and were laying in the walkways. ~ Trash cans were not emptied regularly. ~ Electrical contacts at the control panels were not free of dust. ~ Two employees need first-aid training. The deficiencies will be addressed and corrected as soon as possible. All the necessary equipment has been ordered to resolve the deficiencies. A copy of the Safety Inspection report is included as Attachment G. On August 23, 1995 Electrical Lockout- Tagout training was conducted for all the employees of the facility. 5.0 SEWER COLLECTION SYSTEM During the month there were 14 sewer calls. Eight of the calls concerned sewer backups with three of the calls being blockages within the City's system. Four calls were due to odor complaints from catch basins and the remaining call was due to a locate of an existing line. Table 5.1, on the next page, shows the data of August sewer projects.
