Coleman Facilities Manager KSC:dmk cc: Greg Coboum, EMC 1.0 EFFLUENT QUALITY During March, effluent quality was within NPDES permit limits for BOD and TSS concentrations. Table 1.1 summarizes the effluent quality data. Attachment A contains Time Series Plots of daily BOD and TSS values. Chlorine Residual .02 daily .00 Ammonia 3.0/mo. 2. limo. Flow 5.2 2.9 (MGD) 2.0 FACILITY OPERATIONS Attachment B contains a list of septic haulers that discharged during the month of March. During March, the treatment processes continued to perform excellent. We have started to lower the mixed liquor concentrations (MLSS) at the oxidation ditches. The lower MLSS is needed to operate the ditches more efficiently during the summer months. The operators arenear completion with the seeding and strawing of the various bare spots located throughout the facility grounds. We hope to have grass growing in these areas in order to improve the appearance of the facility. ST. LOUIS, MO 2.1 PRETREATMENT Voss Clark Industries received an Administrative Show Cause Order and met with the Board of Public Works to discuss the violations. Joe Rhodea, Plant Manager, discussed the nature of the violations and the corrective action taken thus far to eliminate any future violations. He also informed the board that he expects the facility to be in 100% compliance from this point forward. The board agreed to wait until . May 15, 1995 before enacting any further action towards Voss Clark. Table 2.2 recognizes those industries who received Notice of Violation (NOV) for exceeding discharge permit limits during March. Table 2.2 INDUSTRIAL NOV's FOR MARCH Industrial Water Recycling Voss Clark Nickel Arsenic We will continue to work with the industries to insure compliance within permit limits. 3.0 PREVENTIVE AND UNSCHEDULED MAINTENANCE Preventive maintenance was performed on all equipment as scheduled in March. There were 18 unscheduled maintenance tasks performed. All were minor except for: ~ Repair of Crums Lane No. 1 lift station electric control panel. ~ Installed roadway to south side of emergency generator. A list of unscheduled maintenance work orders is included as Attachment C. Maintenance and repair expenditures for the month of March are detailed in Attachment D. Table 3.1 represents the total amount expended in March, and for the year. Table 3.2 includes the same information for repair and replacement expenditures. Attachment E contains a detail of repair and replacement expenditures for the year. MaR ST. The rating was 99%. The only deficiency reported was that employees have not covered all phases of the facility's safety program. A copy of the Safety Inspection report is included as Attachment F. On March 23, 1995, Bob Tackett, our Evansville Facility Manager, completed the confined space entry training for our facility employees and several personnel from various departments of the City. 5.0 SEWER COLLECTION SYSTEM During the month there were 15 sewer calls. Thirteen of these calls were regarding sewer backups. Seven of these backups were due to blockages of the City's main lines. One call was due to odors from the spring street lift station.
