Coleman Facilities Manager KSC:dmk 1.0 EFFLUENT QUALITY During October, effluent quality was within NPDES permit limits for BOD and TSS concentrations. Table 1.1 summarizes the effluent quality data. Attachment A contains Time Series Plots of daily BOD and TSS values. Flow 5.2 2.7 (MGD) 2.0 FACILITY OPERATIONS Attachment B contains a list of septic haulers that discharged during the month of October. During October, the treatment processes continued to perform excellent. We have started to raise the mixed liquor concentrations (MLSS) at the oxidation ditches. The higher MLSS is needed to operate the ditches more efficiently during the winter months. We have been experiencing problems the past few months with high oil and grease MOR ~ JEFFERSONVillE. IN r""" I . concentrations entering the facility and causing excessive amounts of foam to appear on the surface of the oxidation ditches. We will be contacting local industries in the near future to discuss this problem and to ask for their assistance in reducing the amount of oil and grease discharged from their facilities. With the help of the industries, we hope to realize a significant reduction of foam in the oxidation ditches. Once again, grass seed and straw has been spread over the various bare spots located throughout the facility's grounds. We hope to have grass growing in these areas in order to improve appearance and reduce erosion at the facility. 2.1 PRETREATMENT During October, one industry reported a violation of their discharge permit. Voss Clark reported a violation for accedence of arsenic limits on October 12 and October 13, 1995. This has been a chronic problem with Voss Clark's discharge for the past fifteen months. Voss Clark has received Administrative Compliance Orders and Fines previously for the same violations. At this time, Voss Clark has been ordered to determine the source of the problem and significantly reduce the arsenic concentration in order to eliminate this problem permanently. We will continue to work with all industries, to ensure compliance within their industrial discharge permit limits. 3.0 PREVENTIVE AND UNSCHEDULED MAINTENANCE Preventive maintenance was performed on all equipment as scheduled in October. There were 19 unscheduled maintenance tasks performed. All were minor except for: ~ Replacement of diaphram disk to No.1 sludge transfer pump. ~ Replaced 4" gate valve to both pumps and repaired motor to No.2 Pump at Camp Powers lift station. ~ Repair exhaust system to Tenth Street lift station Emergency power generator. ~ Replaced No. 2 Pump and rehabed motor at Mill Creek lift station. A list of unscheduled maintenance work orders is included as Attachment C. Maintenance and repair expenditures for the month of October are detailed in Attachment D. Table 3.1 represents the total amount expended in October, and for the year. Table 3.2 includes the same information for repair and replacement expenditures. Attachment E contains a detail of repair and replacernent expenditures for the year. MOR JEFFERSONVILLE. The rating was 96%. The deficiency MOR JEFFERSONVILLE, IN reported were: ~ Non-sparking tools are not available. ~ All trash cans were not covered as required. ~ Electrical control panels were not free of dust. ~ All employees have not received first-aid and CPR training These deficiencies have been addressed and corrected. First-aid and CPR training for all . employees should be completed by December. A copy of the Safety Inspection report is included as Attachment G. On October 18, 1995 Fire Extinguisher and Fire Protection Safety Training was conducted by Lesher Fire Protection for all employees of the facility. 5.0 SEWER COLLECTION SYSTEM During the month there were 14 sewer calls. Five of these calls were the result of blockages within the residents lateral lines and four of the calls were due to blockages within the City's main lines. Four of the calls were due to heavy rainfall on October 5, 1995 and the flooding of residential basements along Charlestown Pike. The flooding was caused by the installation of new sewer lines in the Elk Point Subdivision. A seal installed by the contractor failed during the rain storm, and as a result excessive amounts of water entered into the existing sewer system on Charlestown Pike and created a surcharge of the system. The contractor was notified, and they immediately corrected the problem and assisted the affected property owners in cleanup and repair of damage. We do not expect this problem to occur again in this area. Table 5.1, on the next page, shows the data on the months sewer projects.
