Coleman Facilities Manager 1.0 EFFLUENT QUALITY During December, effluent quality was within NPDES monthly permit limits for CBOD and TSS limits. The Facility did exceed weekly limits of TSS concentration and loadings for the week of December 8, 1996 through December 14, 1996. Table 1.1 summarizes the effluent quality data. Attachment A contains Time Series Plots of daily CBOD and TSS values. .-- ! This excessive amount of rain water co-mingles with the residential and commercial waste streams throughout the system, and is eventually pumped to the facility for treatment and final disposal. This excessive amount of water causes an excessive hydraulic load on the facility and adversly effects the treatment processes. , L, r f , To determine the source of the excessive TSS and CBOD loadings, personnel are conducting investigations throughout the system. The high TSS and CBOD loadings are having an effect on the settleability of solids within the secondary treatment process. The poor settleability and the excess flow created a washout of solids from the final clarifiers, thus causing the excursion. 2.1 PRETREATMENT During December, a meeting was held with representatives of Wyandot Inc. The pupose of the meeting was to discuss the high TSS, CBOD and Oil and Grease loadings being discharged from their pretreatment facility. Personnel informed Wyandot that the excess loadings are having an adverse effect on the City's treatment facility. Wyandot was asked to look at ways of reducing the loadings being discharged from their facility. Wyandot has obtained the services of A.W.Goodman & Assosiates to assist them with this project. r ..- r ~ EMC will continue to work with all industries, to ensure compliance with their discharge permit limits. 3.0 PREVENTIVE AND UNSCHEDULED MAINTENANCE Preventive maintenance was performed on all equipment as scheduled in December. There were 25 unscheduled maintenance tasks performed. All were minor repairs except for: ~ ~ ~ ~ ~ ~ ~ ~ r r , k~ I Replaced No.2 motor at the non - potable water pump station. Rebuilt No. I and No.2 pumps at Middle School lift station. Replaced all doctor blades on belt filter press No.1. Repaired power supply and electrical controls at the preliminary treatment process. Replaced contacts and motor starter at Cedarview lift station. Replaced motor starter at Landsburg Cove lift station. Repaired No.2 motor at Colonial Park lift station. Assisted Crider & Crider with repair of the No.1 pump base plate at Riverport 2 lift station. n l'l 'i -J [ n ; i 11..0. A list of unscheduled maintenance work orders is included as Attachment. C. Maintenance and repair expenditures for the month of December are detailed in Attachment D. Table 3.1 represents the total amount expended in December, and for the year. Table 3.2 includes the same information for repair and replacement expenditures. Attachment E contains a detail of repair and replacement expenditures for the year. Year-to-Date $133,253 $118,120 ($15,133) (EST.) 4.0 FACILITY SAFETY & TRAINING Safety inspections were conducted on December 12, 1996. The rating was 98%. The deficiencies reported were: ~ We have openings at the grit landing area that need covered. ~ We have walk ways and routes blocked in the maintenance garage. ~ Flammable liguids not stored properly in the maintenance garage. A copy of the Safety Inspection report is included as Attachment G. 5.0 SEWER COLLECTION SYSTEM During the month there were 49 sewer calls. The calls were related to the following: ~ Forty reported sewer backup's ~ Thirty-six were related to blockages within the resident's line ~ Four were due to blockages within the City's main line. ~ Three were related to catch basis drainage. ~ Five were caused by storm related back-ups. ~ One was due to odor complaints. Collection systems personnel are conducting investigations in attempting to locate Infiltration/Inflow (1&1) problems at the Middle School Lift Station area. Smoke test were performed in the Foxboro subdivision. Manholes were found infiltrating excessive amounts of surface water. Collection system personnel are working with the City Engineers Office in sealing and raising the manholes.
