Coleman Facilities Manager KSC:dmk 1.0 EFFLUENT QUALITY During June, effluent quality was within NPDES permit limits for CBOD and TSS concentrations. Effluent weekly ammonia (NH3) concentration and NH3loading limits were exceeded the first week of June. Table 1.1 summarizes the effluent quality data. High flows were experienced throughout the first half of the month due to heavy rains and infiltration of water into the collection system. This does have an adverse effect on the treatment processes and effluent quality. As discussed previously, The NH3 concentration excursion was created by the high peak flows and the need to run the aerators at reduced speed. Running the aerators in the low or off position, allows the operators to control sludge blankets and potential bulking of the final clarifiers during the high peak flow events. This procedure left limited time for increased aeration to recover biological nitrification, which is necessary for NH3 removal. The NH3loading limits were exceeded due to treating flows in excess of our design daily average flow of 5.2 MGD. The actual daily average was 5.74MGD. The loading limits are not attainable when the monthly average flow exceeds the 5.2 MGD design average flow. The loading limit should be calculated from the design peak flow of 22.8 MGD. This issue has been discussed with IDEM officials and they agree that this limit should be changed. PRETREATMENT During June, Wyandot Inc. received a Notice of Violation (NoV) for exceeding their Oil & Grease (o&G) permitted discharge limit of 100 mg/l. Wyandot reported an 0 & G result of 103 mgll in their discharge on June 26, 1996. Wyandot has been asked to provide a report on how they plan to reduce o&G concentrations limits in their effluent. EMC will continue to work with all industries, to ensure compliance with their industrial discharge permit limits. 3.0 PREVENTIVE AND UNSCHEDULED MAINTENANCE Preventive maintenance was performed on all equipment as scheduled in June. There were 27 unscheduled maintenance tasks performed. All repairs were minor. n L: A list of unscheduled maintenance work orders is included as Attachment C. Maintenance and repair expenditures for the month of June are detailed in Attachment D. Table 3.1 represents the total amount expended in June, and for the year. Table 3.2 includes the same information for repair and replacement expenditures. Attachment E contains a detail of repair and replacement expenditures for the year. MOR JEFFERSONVillE. IN c 4.0 FACILITY SAFETY & TRAINING Safety inspections were conducted on June 26, 1996. The rating was 96%. The deficiencies reported were: .. Materials have not been stored properly. .. Trip hazards are present at maintenance building inner doorways. .. All employees have not received first-aid and CPR training. .. A fuel leak is present on Vehicle #4307. A copy of the Safety Inspection report is included as Attachment G. On June 5, 1996 review of Material Safety Data Sheets (MSDS) was conducted at the facility. 5.0 SEWER COLLECTION SYSTEM During the month there were 25 sewer calls. The calls were related to the following: .. Eleven were related to heavy rain and drainage problems. .. Five reported sewer backup's. .. One was due to a blockage within the City's main line. .. Four were related to blockages within the residents line. .. Two were due to odor complaints. [1 lU Table 5.1, on the next page, details the data on June's sewer projects.
