L.c~ 1.0 EFFLUENT QUALITY During May, efl1uent quality was within NPDES permit limits for CBOD and TSS concentrations. Efl1uent ammonia (N.H3) concentration, TSS and NH3loading limits were exceeded in May, Table 1.1 summarizes the effluent quality data. Attachment A contains Time Series Plots of daily CBOD and TSS values. High flows were experienced throughout the month due to the heavy rains and the high elevation of the Ohio River. The high river elevation causes backwater to enter the Tenth Street lift station and the treatment facility. Along with this, the high water elevation of the Ohio River caused inflow and flooding of the Meigs Avenue, Spring Street, and Graham Street Combined Sewer Overflows (CSO's). All of this excess water enters the sewer system and gravity flows to the Tenth Street lift station and is then pumped to the facility for treatment. This problem causes excessive wear of equipment, increased electrical usage which creates extra cost, and hydraulic overload of the lift station and treatment facility. The hydraulic overload does have an adverse effect on the treatment processes and effluent quality. As discussed previously, The NH3 concentration, NH3 and TSS loading limits were exceeded during May. The NH3 concentration excursion was created by the high peak flows and the need to run the aerators at reduced speed. Running the aerators in the low or off position, allows the operators to control sludge blankets and potential bulking of the final clarifiers during the high peak flow events. This procedure left limited time for increased aeration to recover biological nitrification, which is necessary for NH3 removal. The NH3 and TSS loading limits were exceeded due to treating flows in excess of our design daily average flow of5.2 MGD. The actual daily average was 8.169 MGD. The loading limits are not attainable when the monthly average flow exceeds the 5.2 MGD design average flow. The loading limit should be calculated from the design peak flow of 22.8 MGD. This issue has been discussed with IDEM officials and they agree that this limit should be changed. PRETREATMENT During May, all of the industries were in compliance with their discharge permit. Custom Plating was sampled and inspected and found to have minor deficiencies. Some of the deficiencies were, improper sampling procedures and handling of samples, inadequate access to the sample point for compliance sampling, lack of solids removal, and housekeeping. As a result of the deficiencies, they have agreed to a compliance plan to address the problems within 90 days. EMC will continue to work with all industries, to ensure compliance with their industrial discharge permit limits. MOR JEFFERSONVILLE. IN 3.0 PREVENTIVE AND UNSCHEDULED MAINTENANCE Preventive maintenance was performed on all equipment as scheduled in May. There were 58 unscheduled maintenance tasks performed. All were minor except for: ~ Replace trunnion on #2 sludge transfer pump ~ Grit cyclone cone replacement ~ Relay replacement at Louise St. lift station ~ Repair of#3 Bunton mower ~ Replaced Power monitor at Silver Creek lift station ~ Unplugged pumps and cleaned wetwell at Magnolia St. and Louise St. lift station. A list of unscheduled maintenance work orders is included as Attachment C. Maintenance and repair expenditures for the month of May are detailed in Attachment D. Table 3.1 represents the total amount expended in May, and for the year. Table 3.2 includes the same information for repair and replacement expenditures. Attachment E contains a detail of repair and replacement expenditures for the year. 'lJ D 4.0 FACILITY SAFETY & TRAINING Safety inspections were conducted on May 23, 1996. The rating was 98%. The deficiencies reported were: .. Materials have not been stored properly. .. Trip hazards are present at maintenance building inner doorways. .. All employees have not received first-aid and CPR training A copy of the Safety Inspection report is included as Attachment G. On May 22, 1996 CPR training was conducted by a representative of Red Cross at the facility. 5.0 Sewer Collection System During the month there were 39 sewer calls. The calls were related to the following: .. Twenty- seven were related to heavy rain. .. Nineteen reported sewer backup's. .. Six were due to blockages within the City's main line 2 were caused by roots. .. Fifteen were related to blockages within the residents line Three were due to odor complaints.
