1.0 EFFLUENT QUALITY
During April, effluent quality was within NPDES permit limits for CBOD and TSS
concentrations. As reported at the May 20th Public Works Board meeting, effluent ammonia
loading limits were exceeded in April. The excursion was a result of the increased flows
due to the heavy rains throughout the month. This is an item that has been addressed with
IDEM in the past and should be corrected with the issuance of the new permit. Table 1.1
summarizes the effluent quality data. Attachment A contains Time Series Plots of daily
CBOD and TSS values.

L. Attachment B contains a list of septic haulers that discharged during the month of April.
During the month of April, the treatment processes continued to perform excellent. We
did experience high flows throughout the month due to the heavy rains and the high
elevation ofthe Ohio River causing backwater to enter the Tenth Street lift station. This
problem has been discussed previously with the City and will be addressed with this years
Capital Improvement submittal. This problem does create excessive wear on equipment,
increased electrical useage and the potential for hydraulic overload of the lift station and
treatment facility.
PRETREATMENT
During April, two industries received Notice of Violations. Wyandot and Philadelphia
Quartz Inc. reported Ph limits outside their Industial permit discharge limits. As a result
of the violations, the industries are required to report why the violations occurred and the
procedures they expect to put in place to prevent any reoccurance.
EMC will continue to work with all industries, to ensure compliance with their industrial
discharge permit limits.
3.0 PREVENTIVE AND UNSCHEDULED MAINTENANCE
C Preventive maintenance was performed on all equipment as scheduled in April. There
were 51 unscheduled maintenance tasks performed. All were minor except for:
~ Rehab of 6" portable pump
~ Installation of 24 manhole risers at Rolling Fields
~ Rebuild of No. 2 pump at Powerhouse lift station
~ Repair of pump motors at Sunset Mobile Home lift station
~ Installation of new motor at Ewing Lane lift station
~ Upgrade of alarm monitoring system
A list of unscheduled maintenance work orders is included as Attachment C.
Maintenance and repair expenditures for the month of April are detailed in Attachment D.
Table 3.1 represents the total amount expended in April, and for the year. Table 3.2
includes the same information for repair and replacement expenditures. Attachment E
contains a detail of repair and replacement expenditures for the year.

4.0 FACILITY SAFETY & TRAINING
Safety inspections were conducted on April 19, 1996. The rating was 97%. The
deficiencies reported were:
~ Materials have not been stored properly.
~ Trip hazards are present at maintenance building inner doorways.
~ All employees have not received first-aid and CPR training
A copy of the Safety Inspection report is included as Attachment G.
On April 22, 1996 CPR training was conducted by a representative of Red Cross at the
facility.
5.0 SEWER COLLECTION SYSTEM
During the month there were 45 sewer calls. The calls were related to the following:
~ Twenty- two calls were related to heavy rain

~ Twelve were due to blockages within the City's main line
2 were caused by roots
3 were related to the line colapse at Kehoe Lane
4 required rehab or repair of existing lines
~ Eleven were related to blockages within the residents line
