1.0 EFFLUENT QUALITY
During March, effluent quality was within NPDES permit limits for BOD and TSS concentrations.
Table 1.1 summarizes the effluent quality data. Attachment A contains Time Series Plots of daily
BOD and TSS values.

2.0 FACILITY OPERATIONS
Attachment B contains a list of septic haulers that discharged during the month of March.
During March, the treatment processes continued to perform excellent. We have started to lower
the mixed liquor suspended solids concentrations in anticipation of warmer weather and
increased activity with the biological treatment process. As a result, an increase in sludge
production and disposal at the landfill has occurred.
We have seen a significant improvement with the floating scum problem at the Tenth Street Lift
Station and the secondary treatment process at the facility. Through the efforts ofthe local
industries and increased monitoring through the pretreatment program, a decrease in oil and
grease concentrations discharged to the system has been noticed.

2.1 PRETREATMENT
~
During March, one industry reported a violation of their discharge permit. Wyandot Inc.
reported a violation of their oil and grease discharge limits. Wyandot has placed new equipment
in service and increased staffing of their pretreatment operation in an attempt to permanently
correct the problem.
EMC will continue to work with all industries, to ensure compliance with their industrial
discharge permit limits.
3.0 PREVENTIVE AND UNSCHEDULED MAINTENANCE
Preventive maintenance was performed on all equipment as scheduled in March. There were 28 .
repair work orders and 11 project work orders completed in March. All were minor except for
tires on semi's, jet truck, Rams, tow hooks on semi's, pump rebuilt at the Riverport II lift station
and Wilson School lift station, repaired hose onjet truck, diaphram on Transfer Pump #1,
replacement of sump pump on chlorine building.
A list of unscheduled maintenance work orders is included as Attachment C.
Maintenance and repair expenditures for the month of March are detailed in Attachment D.
Table 3.1 represents the total amount expended in March, and for the year. Table 3.2 includes
the same information for repair and replacement expenditures. Attachment E contains a detail of
repair and replacement expenditures for the year.

Due to the electric bills being one month behind, table 3.4 relates to electrical expenditures from
May 1995 through February 1996.

4.0 FACILITY SAFETY & TRAINING
Safety inspections were conducted on March 25,1996. The rating was 97%. The deficiencies
reported were:
~ Materials have not been stored properly.
~ All flammable liquids have not been stored properly.
~ Trip hazards are present at maintenance building inner doorways.
~ All employees have not received first-aid and CPR training
General housekeeping policy will be reviewed with the employees in an attempt to correct the
above mentioned problems. CPR training is scheduled for April. A copy of the Safety
Inspection report is included as Attachment G.
On March 20, 1996 Electrical Safety Training was conducted for all employees at the Facility by
a representative of PSI Energy.
5.0 SEWER COLLECTION SYSTEM
During the month there were 18 sewer calls. Seven of these calls were the result of blockages
within the City's main line and six ofthe calls were problems within the residential lines. Four
of the calls were due to drainage problems and one call was due to a manhole lid reported being
off at Market and Graham.
Table 5.1, on the next page, details the data on March's sewer projects.
