During the 2002-2003 contract year the electrical expenses were as follows: Total expense for 2002-2003 contract year -$183,127.30 Electrical Cap - $160,320.00 $183,127.30 - $160,320.00 = $22,807.30 (overage) In addition to the aforementioned electrical information, the following is a summary of the Flow and loadings associated with the 2002-2003 contract year: Benchmarks established in 2001-2002 contract year: Flow-5.19 MGD CBOD -7,9371bs/day TSS - 8,583 lbs/day NH3 - 5411bs/day Total Flow and loadings for 2002-2003 contract year: Flow- 5.45 MGD CBOD - 8,827.03 lbs/day TSS - 10,044.39 Ibs/day NH3 - 591.28 lbs/day Flow and loadings minus Industrial flow and loadings for 2002-2003 contract year: Flow -'- 5.40 MOD CBOD - 8,706.03 lbs/day TSS -9,938.05 lbs/day NH3 - 588.04 lbs/day Twelve-month increase, minus industrial flows and loading: Flow-3.9% CBOD - 8.8% TSS -13.6% NH3 - 8.0% As you are aware, in the contract it states; "if during any twelve-month period the average flow and/or loadings increase or decrease by 10% or more, the compensation to EMC shall be adjusted upward or downward to reflect the change in EMC's costs". As indicated above the increase for Total Suspended Solids (TSS) was greater than 10%. We have calculated the increase in operational cost associated with the increase in TSS loadings during the 2002-2003 contract year to be $19,053.87. On the attached pages you will find our justification including calculation for which we have used to arrive to the increase in cost. We are asking from the $22,807.30 in electrical cost overrun, that $19,053.87 be deducted from that amount. This will leave EMC owing the City of Jeffersonville a total r~fund of$3,753.43. After you have reviewed the submitted information, I will instruct EMC to issue a check immediately. Plant . Effluent quality was within NPDE5 permit limits. . There were a total of 143 dry days with an average flow of 4.4 7 MGD. . There were a total of 223 wet days with an average flow of 6.07 MGD. A wet day is defined as any day with greater than 0.1" of rain, plus the three days immediately following. Total rainfall for 2002-2003 was 47.96 inches. . The facility treated approximately 1.989 billion gallons, with an average flow of 5.45 MGD. . The average CBOD concentration was 4.68 mg/l, T55 was 6.66 mg/I, with removal efficiencies of 96.9% and 97.4% respectively. . The average monthly effluent fecal concentration was 605.26 colonies/ I 00 ml, with permit levels being 2000 coloniesl I 00 ml. . The average monthly effluent E-Coli concentration was 78.09 ctl 100 ml per day, with permit levels being 125 ctl I 00 ml per day. . The Jeffersonville WWTP generated, and disposed of a total of 1,077 metric tons to Waste Management's Outerloop landfill facility. This is an increase of 122 metric tons from 2001-2002 contract year. Pretreatment . All Permitted Industries were sampled over a 24-hour period with a full metal analysis, 0& G, CBOD, T55, Ph and NH3-N run on all samples. All results were within City ordinances. . In early 2002, the IWR treatment facility closed down. The City authorized over 500,000 gallons of their solids residuals brought into our # I digester for final disposal. There were 31 S unscheduled work orders completed for the 2002-2003 contract year. o Pulled and rebuilt #2 pump at Mill Creek Lift Station o Cleaned and TV' ed Lentzier Trace for feeders in Old Stoner Subdivision o Completely vactored and TV' ed Pleasant Run area. o TV'ed Meadows Subdivision for inflow/infiltration to solve excess flow to Crums Lane I Lift Station during rain events. o Vactored and flushed Rolling Fields Subdivision o Total footage cleaned for the 2002-2003 contract year was 153,040 (29 miles) o 357 Catchbasins vactored and cleaned Capital Improvements During 2002-2003, the Repair & Replacement budget was $1,000,000.00 with actual expenditures being $43,876.53; cumulative contract surplus $93,027.02. . Purchased camera locator. . Purchased an emergency egress manlift. . Purchased new push cable and winch for small TV Camera (4" - 8" sewer lines). . The Plant Supervisor is responsible for the supervision of the laboratory procedures and quality assurance/quality control (QNQC), industrial pretreatment program, process control procedures, day-to-day operations of the lal? and plant, monitoring and making necessary adjustments to the treatment processes, and the monitoring and enforcement of the i.ndvstrial, pretreatment program. He also emiUres all federal and state reporting requirements are met (DMR's, MRO's, etc.). The Collection System Supervisor oversees. tile.. I:Jety-to-day operations of the collection system. He coordinates .'lll s<:l1edyleSLClUd"emergency work orders to ensure the continuity of the flow to the plant.
