RE: Electrical Expense for 2002-2003
This letter is being submitted on behalf ofEMC's annual calculations for Flows and
Loadings compared to the total electrical expenses for the contract year. During the
2002-2003 contract year the electrical expenses were as follows:
Total expense for 2002-2003 contract year -$183,127.30
Electrical Cap - $160,320.00
$183,127.30 - $160,320.00 = $22,807.30 (overage)
In addition to the aforementioned electrical information, the following is a summary of
the Flow and loadings associated with the 2002-2003 contract year:

As you are aware, in the contract it states; "if during any twelve-month period the average
flow and/or loadings increase or decrease by 10% or more, the compensation to EMC
shall be adjusted upward or downward to reflect the change in EMC's costs". As
indicated above the increase for Total Suspended Solids (TSS) was greater than 10%.
We have calculated the increase in operational cost associated with the increase in TSS
loadings during the 2002-2003 contract year to be $19,053.87. On the attached pages you
will find our justification including calculation for which we have used to arrive to the
increase in cost.
We are asking from the $22,807.30 in electrical cost overrun, that $19,053.87 be
deducted from that amount. This will leave EMC owing the City of Jeffersonville a total
r~fund of$3,753.43. After you have reviewed the submitted information, I will instruct
EMC to issue a check immediately.

Annual Operation and Maintenance Report
2002-2003 Contract Year
Following are summaries for operation and maintenance at the wastewater treatment plant,
and maintenance of the collection system and lift stations for the 2002-2003 contract year.
Plant
. Effluent quality was within NPDE5 permit limits.
. There were a total of 143 dry days with an average flow of 4.4 7 MGD.
. There were a total of 223 wet days with an average flow of 6.07 MGD. A wet day is
defined as any day with greater than 0.1" of rain, plus the three days immediately
following. Total rainfall for 2002-2003 was 47.96 inches.
. The facility treated approximately 1.989 billion gallons, with an average flow of 5.45
MGD.
. The average CBOD concentration was 4.68 mg/l, T55 was 6.66 mg/I, with removal
efficiencies of 96.9% and 97.4% respectively.
. The average monthly effluent fecal concentration was 605.26 colonies/ I 00 ml, with
permit levels being 2000 coloniesl I 00 ml.
. The average monthly effluent E-Coli concentration was 78.09 ctl 100 ml per day, with
permit levels being 125 ctl I 00 ml per day.
. The Jeffersonville WWTP generated, and disposed of a total of 1,077 metric tons to
Waste Management's Outerloop landfill facility. This is an increase of 122 metric tons
from 2001-2002 contract year.
Pretreatment
. All Permitted Industries were sampled over a 24-hour period with a full metal analysis,
0& G, CBOD, T55, Ph and NH3-N run on all samples. All results were within City
ordinances.
. In early 2002, the IWR treatment facility closed down. The City authorized over
500,000 gallons of their solids residuals brought into our # I digester for final
disposal.

Lift Stations and Collection System
. There were 31 S unscheduled work orders completed for the 2002-2003 contract year.
o Pulled and rebuilt #2 pump at Mill Creek Lift Station
o Cleaned and TV' ed Lentzier Trace for feeders in Old Stoner Subdivision
o Completely vactored and TV' ed Pleasant Run area.
o TV'ed Meadows Subdivision for inflow/infiltration to solve excess flow to
Crums Lane I Lift Station during rain events.
o Vactored and flushed Rolling Fields Subdivision
o Total footage cleaned for the 2002-2003 contract year was 153,040 (29
miles)
o 357 Catchbasins vactored and cleaned
Capital Improvements
During 2002-2003, the Repair & Replacement budget was $1,000,000.00 with actual
expenditures being $43,876.53; cumulative contract surplus $93,027.02.
. Purchased camera locator.
. Purchased an emergency egress manlift.
. Purchased new push cable and winch for small TV Camera (4" - 8" sewer lines).
. Installed new carpeting in Administration Building.
. Stem g guide replaced on sluice gate at loth Street Lift Station.
. Refurbished old vactor truck.
. Rebuilt sludge feed pumps.
. Replaced auto-valve on waste line.
. Repair #2 pump at lOth Street Lift Station.
. Rebuilt 20 hp pump at Magnolia Lift Station.

The Regional Manetger oversees the operations of the wastewater treCitment f"c:ility
and collection system, the enforcement o(theiJ}!i!oJjtrtCiI pretreatment program, the
capital improvement program, cost control, and client service. The PlaQt
Supervisor/Pretreatment Coprdinator, and the Collecfions System Supervisor report
directly to the Regional Manager and the Regional Manager reports directly to
Mayor Galligan, Chairman of the Jeffers~mvill~.SeWeL~Q~[4:..,Ihe,.s'e~~L~ft~!Q%_,..~,,,_..~y,,,,.,W
meets on the second a ndfo!oJ.n:ll. Mi2lJrtay of each month., PEHEngineers monitor
the Waste Water TreatrlJent Pla!1t operations and report directly to the
Jeffersonville Sewer Board.
The Plant Supervisor is responsible for the supervision of the laboratory procedures
and quality assurance/quality control (QNQC), industrial pretreatment program,
process control procedures, day-to-day operations of the lal? and plant, monitoring
and making necessary adjustments to the treatment processes, and the monitoring
and enforcement of the i.ndvstrial, pretreatment program. He also emiUres all
federal and state reporting requirements are met (DMR's, MRO's, etc.).
The Collection System Supervisor oversees. tile.. I:Jety-to-day operations of the
collection system. He coordinates .'lll s<:l1edyleSLClUd"emergency work orders to
ensure the continuity of the flow to the plant. He oversees the, mailJlenCiI1c'e.
personnel in the cleaning, locating and televising of the City's main lines, and the
maintenance, repair and upgrades of the3~liftstaJiQIJ~JJ~rpughoutthe City.
The Administrative ~sistant' S dllties.in~l!!g,e,.!ll~tll~!ning the efficiency of the
office, payroll, accounts payable, personnel recQrds, reports, insurance and
personnel benefits. She provides' administrative support. to the Management and
staff.
Plant operators are responsible for making decisions in process control, making
necessary adjustments, completing preventive and corrective wQrkassignments,
and responding to potential problems originating from the treatment processes.
The operators assist in the lab, collection system, and pretreatment program On an
as needed basis.

2002-20Q3, there were no inciden~es Whe!e_!be. permitted, limits QfCI?QD, TSS or

and arejust to keep in touch with operational personnel at the industry. There are
sevenindustri~s wbicb_have pre-treatment faciliti~~,Jhey are Brinley-Hardy, Wyandot,
Cargo Clean, Vogt Valve, Voss-Clark, Pfau and Alumnitec, Staying in touch with the

plants' operation.
Early in 2002, the IWR treatmentfacility on 9th Street closed dOWIJ"Ih(''c'ity
authorized over 500,000 gals of their solidsJ('sidl,l?lll!r9ught into our #1 digestor for
final disposal.
Vogt Valve ceased operations in December, 2002. At thistime, the facility is still
vacant.

have approximately 189 miles of sanitary and combined sewer line, 35 lift statiQns,
and 14 combined sewetQyerflQ,ws (CSO's).The coUection system is a vital part of the
City's infrastructure in providing. safe transp()rtation of wastewi;lterJo. theJrgi3.JI!I~!IL,,_,_. ~"""""""'I
facility. As the community continues to grow, we must (ilways look atimplementing
new technologies to ensuree)(cel!enj:,$g!yj~j~, provided lothe City's residents. and
businesses.
The majority of our efforts this past year focused on the upgrading of various pump
stations and cOnverting our lift Station Alarm system from the old telemet.ri~i;l!(lrm
system, which utilized telephone lines, to the .new SCAOA system, which utilizes radio
communication. This project was completed in early December 2002, The project has
been financed by the Jeffersonville Sewer. .BQi;lrd"i;l$.,~1eparate contract with Delta
Electric and utilizing City forces in conjunction with EMC personnel. EMC collection
system personnel provided City forces and DeltaElectror1i~s witQJhes~t points at the
three major pump stations, Spring Street, Mill Creek, and I Om Street, measured CSO
wiers, and provided inform(ition.onJiftsti;lligD panel wiring. EMC collection system
personnel then assistedwitll~hed<ll1g the integrity of SCADA backup and the SCADA
system.
We continue to improve and enhance the preventive maintenance program as related to
the colle.ction system. Our goal is to clean an average of 1 00,000 linear feet per year.
This past year we averaged 9,959 liner feet per month, or 153,040 linear feet this
year (29 miles). We also cleaned and ~bef.ked~~2IfEtcJL~'!~Ws. t~!:Q!Ighout the City.
