From May 1, 1999, through December 31, 1999, EMC was responsible for both the plant electrical and the lift station electrical. From January 1,2000, through April 30, 2000, EMC was responsible for only the plant electrical. Because there were two different electrical cost responsibilities for the contract year, the determination of whether or not EMC was over the cap is more complex than in previous years. From May 1, 1999, through December 31, 1999, the Board-approved annual electrical cap on the electrical for both plant and lift stations was $191,027.40. Dividing the annual cap by 12 results in an average of $15,918.95 per month. Multiplying this monthly cap by eight (8), for this eight-month period, the cost cap was $127,351.60. The actual cost for this period was $134,256.80. Therefore, EMC was over the (".ap by $6,905.20. From January 1,2000, through April 30, 2000, the annual electrical cap for the plant (approved in the new contract) was $155,432, or $12,952.67 per month. For this four-month period, the cost cap was $51,810.68. The actual cost for this period was $54,109.33. Therefore, EMC was over the cap by $2,298.65. The total over-the-cap cost is the sum for the two periods, or $9,203.79. This amount would normally be compared to any increases in operation and maintenance costs incurred by EMC due to increases in flows and loadings based on the numbers established in the base year, May 1, 1994, to April 30, 1995. Based on the difference in these two costs, a mutually agreeable payment would then be negotiated either to the City or to EMC. Because it has been recognized that the plant primary flow measurement device, the effluent Parshall flume, was incorrectly installed, the flows are not accurate now and have not been since the plant was built. Therefore, flows and loadings have not been accurately esfi1lhlished. PEH, the City's engineer, has devised a plan to install a temporary weir to accurately measure 1lhe plant flow and to calibrate the existing Parshall flume. During the first months of the new contract, lI1ew baseline flow and loadings will be established for the subsequent years of the contract. Annual Electricity Costs August 17,2000 Page 2 A meeting was held with Mayor Galligan on July 25~ 2000~ to discuss this situation. It was decided at that time that EMC will reestablish the baseline nwnbers~ and for contract year 1999-2000 there~ will be no money owed either the City or EMC. Please find enclosed a table that details electri~ity costs for which EMC is responsible for the period of May 1~ 1999 through April30~ 2000. The total cost for this period was $188~366.07.
