Improving the knowledge base of our workforce is critical to EMC's ability to stay abreast ofthe ever changing water quality criteria. This ongoing improvement in our staff capabilities is essential to meet our goal to provide outstanding customer service. Wastewater professionals will continuously be challenged to find new and better ways to improve the efficiency and effectiveness of the wastewater collection system and treat- ment facility. Let me assure you that the staffis dedicated and determined to put forth the effort needed to improve operation in the future. EMC's focus will be to provide a higher level of customer service. EMC Annual Report 2 aGANIZATION EMC Annual Report The Director of Operations oversees Contract Compliance within EMC's Clark County operations and provides support to the Facility and Regional Managers with technical and administrative issues. He is responsible for insuring EMC's business philosophies are followed in each of the Clark County Operations. The Regional Manager, the Plant Supervisor/Pretreatment Coordina- tor, and the Collections System Supervisor are responsible for the day-to-day operations ofthe wastewater treatment facility and collection system, the enforcement of the industrial pretreatment program, the capital improvement program, cost control, and client service. The Plant Supervisor/Pretreatment Coordinator, and the Collections System Supervisor report directly to the Regional Man- ager and the Regional Manager reports directly to Mayor Galligan and the Board of Public Works & Safety. The Laboratory/Pretreatment Supervisor is responsible for the supervision of the laboratory procedures and quality assurance/ quality control (QNQC), industrial pretreatment program, process control procedures, day-to-day operations ofthe lab, monitoring and making necessary adjustments to the treatment processes, and the monitoring and enforcement ofthe industrial pretreatment program. He also insures all federal and state reporting requirements are met (DMR's, MRO'setc.). The Administrative Assistant's duties include maintaining the effi- ciency ofthe office, payroll, accounts payable, personnel re(X)rds, reports, insurance and personnel benefits. She provides administra- tive support to Management and staff Plant operators are responsible for making decisions in process control, making necessary adjustments, completing preventive and correctIve work assignments, and responding to potential problems originating from the treatment processes. The operators assist in the lab, collection system and pretreatment program on an as needed basis. ' ~ j " r1 ....J: .." [ f1 tJ [ n t~ EMC Annual Report 3 aGANIZATION EMC Annual Report Co llection system maintenance personnel are responsible for customer service as it relates to utility locates, sewer cleaning, sewer televising, removing blockages, system map updating, preventive maintenance of lines, manholes, combined sewer overflows, lift stations, response to emergency calls and complaints, inspection of new construction, and line installation. WSTEWATER TREATMENT & COLLECTION EMC Annual Report Operations The Jeffersonville Wastewater Treatment Facility is a two-cell oxidation ditch extended aeration activated sludge plant consisting of the following treatment process units. n L.~ r L Secondary Treatment Final Clarification Disinfection & Dechlorination Solids Disposal to LandfiD n n The facility treated approximately 1.906 billion gallons from May 1, 2001 toApril30, 2002 for an average flow of 5.22 million gallons per day (mgd). The higher strength sewage was a result of an increase in discharge concentration from the industries that discharge to the City's sewer system and the continued growth and development of residential aI).d commercial properties. The opera- tors worked diligently to ensure that these challenges had no impact on the quality ofthe effluent discharged to the Ohio River. The average daily effluent Carbonaceous Biochemical Oxygen Demand (CBOD) concentration was 4.66 milligrams per liter(mgIL) per day. The e:ffluent Total Sus- pended Solids (TSS) average 6.41 mgIL per day. The annual average removal effi- ciency was 96.7% for TSS and 97.4% for CBOD and 98.3% for NH3-N. The graph on the following page depicts the monthly effluent average ofCBOD and TSS from May 2001 through April 2002. Statistics for the period April 1994- May 2002 are detailed on the following pages. We currently have approximately 157 miles of sanitary sewer line, 25 miles of combined sewer line, 32 lift stations, and 15 combined sewer overflows (CSO's). The collection system is a vital part of the City's infrastructure in providing safe and efficient transportation of wastewater to the treatment facility. As the connnunity continues to grow, we must always look at implementing new technologies to insure excellent service is provided to the City's residents and businesses. The majority of our efforts this past year focused on compliance with the United States Environmental Protection Agency combined sewer overflow regulations; upgrade of various pump stations; and converting our Lift Station Alarm system from the old telemetric alarm system which utilized telephone lines, to the new SCADA system which utilizes radio connnunication This project should be completed in late summer, 2002. We continue to improve and enhance the preventive maintenance program as related to the collection system Our goal is to clean an average of15,000 linear feet per month. This past year we averaged 6, 169linerar feet per month, or 74,024 linear feet per year (14 miles). During the upcoming year, one of our primary goals is to increase the total footage cleaned. We have begun with cleaning the older sections of the city, such as Rolling Fields, and will continue along this path throughout the 2002-2003 fiscal year. Collection system personnel have performed several upgrades to improve equipment efficiency and reduce emergency callouts. Evaluations of the older lift stations have been completed. The biosolids were disposed of at the Outer Loop Recycling & Disposal Facility lo- cated in Louisville, Kentucky. EMC continues to look at alternative disposal methods that may be more cost effective and environmentally beneficial to the corrnnunity. Some of the alternatives being considered are land application, composting and/or pasteurization. The graph on the following page depicts the total monthly biosolids removed from the :facility. By the use of our computer- ized:MP2 programs, we are able to prioritize work tasks, track the work to completion and develop a historical record of the equipment. Preventive maintenance work orders are generated daily, weekly, monthly quarterly, etc. and assigned to the appropriate personnel. Corrective or immediate maintenance work orders are given top priority. Operators and maintenance personnel have done an excellent job and have been very effective in completing work orders in a timely manner. There were 253 unscheduled worked orders completed for 2001-2002 as compared to 190 unscheduled work orders in 2000-2001; 228 unscheduled work orders in 1999-2000; 279 unscheduled work orders in 1998-1999; and 314 unscheduled work orders in 1997-1998. In 200 1- 2002 there was 1 reported injury. This rryury was among the collections system maintenance personneL The rryury resulted inno lost time. The EMC safety program has been very success- ful for the year with a 100% safety rating at the wastewater treatment facility. EMC provides an annual safety training schedule to the Indiana Department of Environmental Managment (IDEM) for approval of continuing educationcredits(CEU). We are proud that our facility offers our employees the chance to receive 41 CEU s each year. During 2001- 2002, EMC operators received training in several safety areas, includ- ing confined space entry, :first aid/cardiopulmonary resuscitation (CPR), lockoutltagout procedures, personal protection, hazardous communi- cations and electrical safety. Operations personnel have also received specific technical training in lab safety procedures, computers, process control and process opera- tions theory. All ofthese training sessions were conducted on-site by in-house staffwith the exception of chlorine safety, sulfur dioxide safety, and self contained breathing apparatuses (SCBA) safety. The First Aid/CPR course was held at the Parks & Recreation Depart- ment and was provided by Joseph Hembree. Chlorine and sulfur dioxide training was held at the Jeffersonville Wastewater Treatment Facility and was provided by PB&S ChemicaL SCBA safety was held at the Jeffersonville Wastewater Treatment Facility and was provided by Mac Kirschner ofthe Jeffersonville Fire Department.. Several members of the staffreceived additional training through off-site seminars, workshops, and short courses. For the contract year of2001-2002, employees earned a total of 32 continuing education credits. The Jeffersonville Wastewater Treatment Facility takes great pride in our record of no lost-time accidents. In this year the total lost-time accident free days passed the 2,700 consecutive day mark. EMC Annual Report 23 r INDUSTRIAL PRETREATMENT & LABORATORY r. t ..- t ; r ~ ,,"' n 01 i .J r: t~ Laboratory The Jeffersonville Wastewater Laboratory provides qualitative and quantitative data for the use in effluent limitations, monitoring requirements, and to determine the extent of compliance of a permitted industry with discharge standards. In wastewater analyses, the laboratory data identify the characteristics ofthe treatment plant influent and the final load imposed upon receiving water resources. Decisions on process changes and plant modifications may be based upon the results of laboratory analyses. Industrial Pretreatment EMC Annual Report EMC's Industrial Pretreatment Program intent is to recycle and reclaim industrial and municipal wastewater and sludge. Also, the Pretreatment Program helps prevent the introduction of pollutants that will interfere or pass through the treatment process. EMC monitors ten industries under the Industrial Pretreatment Program, Alumnitec, Brinley- Hardy, Indiana American Water Corporation, George pfau's, Voss Clark, Cargo Clean Inc., Dallas Group, Wyandot, PQ Corporation, and Edward Vogt Valve Company. These permitted industries are monitored through sampling, inspections, and self-monitoring reports. No enforcement actions took place in 2001-2002. There were no Significant Industrial User's (SID) put on compliance schedules. We continue to work with all of the industries to insure compliance with the Industrial Pretreatment Program and assist with their commitment towards their own pollution prevention programs. During the past year, EMC has contributed money to the Clark County FOP, American Red Cross, GRC Little League Baseball, YMCA, Lin- coln Heritage Council Boy Scouts of America, Fund for the Arts, March of Dimes, Center for Lay Ministries and the Juvenile Diabetes Foundation, Thomas Jeffersonv Spring Festival, Jeffersonville Bicentenial Celebration and the Taste ofJeffersonville. EMC is also a member ofthe Southern Indiana Chamber of Commerce, as well as the Indiana Chamber of Commerce.
