Miller ~ February 9, 2004 Contractor Cost Proposals To: From: Re: This memorandum summarizes analysis of the cost proposals submitted by the four qualified contractors in the City of Jeffersonville's RFQ/RFP process for the selection of a contract operator for its sewer treatment and collection system for the period beginning May 1, 2004 and ending April 30, 2007. 1. Cost Proposals. All of the contractors submitted cost proposals on the form developed by the City and its Sewer Board. a. The Louisville and Jefferson County, Kentucky, Metropolitan Sewer District (MSD) declined to propose or estimate any cost for utilities, proposing instead a simple pass-through of those costs, whatever they might prove to be. MSD also reserved the right to adjust its estimate for Collection System fleet cost b. AquaSource, while providing an estimate of all costs, proposed a pass-through to the City of actual costs of utilities, chemicals, materials and supplies, biosolids removal and disposal, Collection System fleet costs and Repair and Replacement. c. Environmental Management Corporation (EMC) and American Water Services, Inc. (American Water) estimated all costs, and pass-through to the City only of those electricity cost increases associated with utility rate increases. Both provided a formula (in their specimen contracts) for guaranteeing an electricity utilization baseline. 2. Specimen Contract Provisions. Three of the contractors submitted specimen three-year contracts, as requested in the RFP. Contract Operator Selection Committee February 9, 2004 Page 2 a. AquaSource proposed a 5-year contract, renewable in five-year increments over a term of 20 years. This structure appears to have been designed to permit "recapture" of an unquantified "investment" AquaSource proposes, because its proposal also alludes to a City buyout of AquaSource's investment if the City should not renew the contract at the end of the first five-year term. It is impossible, from the contractor's submission, to evaluate the economics of this proposal. b. Of the three specimen contracts submitted, two (EMC and American Water) provide formulas for CPI adjustment of the contract price. MSD's contract does not contain a formula for adjustment, but its cost proposal implies an inflationary adjustment in some categories of expense - most notably personnel cost. 3. Scope of Services. a. FTEs: In response to the RFP's request for a count of FTEs each contractor would employ in carrying out the scope of work, the contractors responded: i. EMC: 15 ii. American Water: 12 iii. USO: 15.6 explicitly allocated (proposal implies use of additional staff on as-needed basis). iv. AquaSource: unclear from the proposal. b. Plan of Operation i. EMC proposes continuation of its plan of operation under the current contract, a plan substantially in conformity with the scope of work outlined in the RFP. ii. American Water adheres to the basic outline of the plan of operation contemplated in the RFQ/RFP scope of work, but its specimen contract proposes significant "Excluded Services, several of which (e.g., attendance of contractor's employees outside of regular weekday hours; shipping and receiving materials and supplies) essential elements of the scope of work. Presumably, these items have not been factored into American Water's cost proposal. iv. AquaSource, as previously noted, includes in its proposed plan of operation services which were excluded explicitly from the RFQ/RFP scope of work. 4. Attachments: The attachments provide a comparative analysis of the cost proposals. Schedule I presents the as-read cost proposals, categorized by major function. Schedule II presents the cost proposals by line item. The following items summarize the attached memo: The WWTP received the following average flows and loadings during the month: o 118% of design BOD loading, o 95% of design TSS loading, o 70% of design ammonia loading, o 96% of design flow (dry weather data only) o 113% of design flow (all flow data). The WWTP did not have any permit violations during December. The activated sludge process is operating well. Settling appears to be rising, consistent with past cold weather operation. No correlation between poor settling and higher sludge age is observed this year. All other process parameters are within acceptable ranges. Status of Current Projects: SCADA system - Delta has been working on the installation of the three new rain gauges. The project is scheduled for completion in January. Lift stations - Skyline Acres Lift Station was put into operation during the month. Some controls problems are being worked out. EMC Cleaned seven wet wells. Minor maintenance was performed at several lift stations Amp draw readings wee taken at five major lift stations. Pretreatment Program - Annual TTO sampling was preformed on the influent, effluent and sludge. Everything tested very well. Preventive Maintenance - All collection system trouble spots were cleaned. A total of 11,644 feet of sewer lines were cleaned (9,098 feet in the CSO area). 1,286 feet of sewers were televised during the month. 43 catch basin tops were cleaned and 10 catch basins in the CSO area were vactored. Preventive flushing at five locations was performed. EMC greased, cleaned, and operated all CSO gates. EMC notes the riverside drive main continues to accumulate a large build up of grease each month. Routine grease trap inspections must be conducted. The purpose of our review was to evaluate plant data and operation strategies to verify that EMC is operating the wastewater treatment plant in the best interest of the City of Jeffersonville. To complete our review ofthe December operation, we have reviewed the following: . Current contract between EMC and the City of Jeffersonville; EMC's DMR and MOR for December 2003 (received bye-mail 01128/04). . Strand Associates, Inc. - PEH Division discussed operating conditions with EMC during the month. Our review focused on EMC's monthly operation report (MOR). We have produced four pages of graphs from the monthly data provided (consistent with past monthly reviews). WWTP Loadings: The first page presents influent mass loadings and influent flows compared to design values. . Influent BOD loadings are averaging 118% of the design loading (10,581 Ibid). Four peak loadings of 30,618, 20,818, 24,714 and 22,718 lblday were observed on December loth, 16th, 23rd, and 29th respectively. These peak-loading events coincided with rain events. There were no violations of effluent limits as a result of these loadings. . The TSS loading averaged about 95% of design (10,105 Ibid). Three peak loadings of 30,235, 18,463 and 20,811 Iblday were observed on December 10th, 23rd and 29th respectively. These peak-loading events coincided with rain events. There were no violations of effluent limits as a result of these loadings. . The influent ammonia graph shows daily, 7-day, and 28-day moving average mass loadings. The NH3-N loading averaged 70% of the design loading (867 Ibid). Peak loadings of 927, 868 and 1,301 lblday were observed on December 16th, 23rd and 29th, respectively. There were no violations of effluent limits as a result of the~e lQagings. . The influent flume data has been reported to IDEM as the plant flow since April 1, 2001. The peak flow capacity of the WWTP is 22.8 mgd and the peak sustained flow capacity is 16. The average flow during dry weather periods for the month of Dec:;eIllber was 5.00 rngd or 96% of the plant capacity (5.2-mgd). Effluent Quality: The second page of graphs show the plant performance for effluent CBOD, TSS, and ammonia compared to the weekly average and monthly average effluent limits. The 7-day moving average (MV A) effluent concentration is used to compare to the weekly permit limit and the 28-day moving average effluent limit is used to compare to the monthly average effluent limit. December is the first month of 'less stringent' winter effluent limits, The WWTP did not violate any conventional permit limits during December. · Effluent CBOD concentrations were below permit limits. · Effluent TSS concentrations were below the permit limits. · Effluent NH3-N concentrations were below the permit limits, Activated Sludge Process: The third page of graphs shows typical activated sludge parameters. · The first graph shows the food to mass of volatile organisms (F:Mv) ratio. For extended aeration activated sludge wastewater treatment plants, the target F:Mv is typically between 0,08 and 0.1. The activated sludge plant averaged 0.12 for December. · The next graph shows the sludge volume index (SVI). SVI is an indicator of settleability of the mixed liquor. SVIs below 150 are not cause for concern. SVI above 150 suggests poor settling characteristics. SVI levels for the month of December averaged 209 and is on an increasing trend. This is on the high side and should be monitored. The increase in SVls is characteristic of winter-time operation. EMC remains prepared to add polymer to their final clarifiers if necessary. Ii The next graph shows the organic loading rate for the oxidation ditch activated sludge process. Your activated sludge process was designed with an OLR of 15-lb BOD/dayll 000 cf. The 28- day running average OLR varied between 8.4 and 43 throughout the month, The high end is attributed to the high influent BOD following rain events. The average OLR was 18 lb BOD/day/lOOO cfwhich is higher than usual due to the extreme loadings noted. · The next graph includes the solids loading rate (SLR), a measure of the mass of solids in the influent to the clarifiers. "Ten States Standards" limits the solids loading rate to less than 35 Ib/d/sf of clarifier surface area. The chart shows the daily, 7-day MV A and 28-day MV A SLR. The SLR has been averaging about 17-lb/d/sf with a daily peak of 23-lb/d/sf for the month of December. We have included a chart that shows the daily SVI and SLR data versus the curve from WEF MOP 8 and a curve specific to the Jeffersonville plant. This Jeffersonville curve was created by reviewing data from peak wet weather events over a three-year period as part of the CSOP update. Operation above this curve has resulted in effluent TSS violations. The chart demonstrates that the plant is generally operating below the "textbook" and Jeffersonville curves. · The next plot is for mixed liquor suspended solids (MLSS in mg/L). The MLSS concentration of the activated sludge plant varied between 3,160 and 3,980 mg/L averaging about 3,560 mg/L. Typically MLSS ranges from 2,500 to 4,500 mg/L for the extended aeration process and these results fall well within this range. EMC no longer targets a MLSS concentration to control the process; they now target a constant sludge age. In the past, when the MLSS concentration dipped below 2,000 mglL the nitrification process was affected. The next graph shows the mixed liquor volatile suspended solids (ML VSS in mg/L) ML VSS has been varying between 2,180 mg/L and 2,750 mg/L with an average of2,430 mg/L. This range is reasonable, The ML VSS shows the same trending as the MLSS graph. The historical minimum ML VSS to sustain complete nitrification appears to be 1,800 mg/L based on previous operational data, The next graph shows the yield of solids from the activated sludge process. The yield is defined as the pounds ofTSS produced per pound of BOD removed. For an extended aeration activated sludge plant, a yield between 0.8 and 1.1 is reasonable. Your plant had the 28-day moving average yield of 0,66, a lower number than typical. The last graph shows the Sludge Age, a measure of the average time a microorganism spends in the activated sludge system, We recommended that the activated sludge process be operated to maintain a constant sludge age rather than a constant MLSS. The average sludge age during the month was 20 days with the targeted sludge age being 22 days, . . In summary, the activated sludge process is performing well (BOD, TSS, and NH3-N removal). The average SVI levels began increasing in November. We recommend adding an anoxic zone preceding the oxidation ditch to improve the poor settleability of the sludge observed in early 2000, early 2001, late 2001, early 2002 and again in early 2003. Such a tank could be added during a major reconstruction process, due to the need to disrupt process flow. In the interim, EMC may be able to operate aerators at low speed for times to create anoxic conditions; this should be initiated with great caution as evidenced by the increasing effluent CBOD concentrations when attempted in mid-August 2000, The proposed anoxic one (or selector tank) is under design now. The crew replaced the spline coupling on the number one pump at the Ewing Lane lift station. . Transducers were cleaned and inspected at the three major lift stations. . Full load amps were checked at Mill Creek, Spring Street, High Meadows 2, Utica 1, and loth Street lift stations. All checked fine. Pretreatment Program . The rating was 100%. There were no deficiencies reported. Our plant is still in excellent shape. A copy ofthe Safety Inspection Report is included as Attachment G. 6.0 SEWER COLLECTION SYSTEM AND PREVENTATIVE MAINTENANCE During the month, there were 22 sewer calls. Please see table 4.1, Monthly Sewer Call Report and table 6.1, Monthly Collection Analysis Report, for a more detailed breakdown of monthly sewer maintenance. r' .. i t ,,-.., I 'Z....<' In the month of December the collection crews were doing preventive maintenance cleaning on the following streets; Kewanee, Chippewa, 700 block of Martha Ave., New Albany Charlestown Pike, from Wilson Elementary to Scott Road, and Riverside Drive in front of Rocky's down past Kingfish restaurant. A crew televised to locate one tap and they cleaned and vaced 10 catch basins. During rain events 43 catch basin tops were cleaned off. The 10th Street influent gates were cleaned as well. Golfview, Cedar view, Colonial Park, Middle School, Creek stone, Happy Valley and Louise Street lift stations wet wells were vacuumed out for solids and grease build up on a pre maintenance program. A new spine coupling was installed in the number one pump at Ewing Lane lift station. The FLA's were checked at Mill Creek, Spring Street, High Meadows #2, Utica #1, and 10th Street lift stations. The CSO gates were exercised and greased on their regular schedule in December and no problems were found and all 9 gates are working properly. fl ~.
