1.0 EFFLUENT QUALITY
During April, effluent quality was within NPDES permit limits for CBOD, TSS and NH-3. Table
1.1 summarizes the effluent quality data. Attachment A contains Time Series Plots of
Carbonaceous Biochemical Oxygen Demand (CBOD) and Total Suspended Solids (TSS) values.
Attachment B contains Time Series Plots of Aeration Mixed Liquor Suspended Solids (MLSS) and
Sludge Volume Index (SVI).

3.0 FACILITY OPERATIONS

Attachment D contains a list of septic haulers that discharged at the facility during the month of
April.

During April, the treatment processes performed very well. All effluent parameters were well
within range. Operations changes were made to improve settleability, which included chlorination
ofRAS, and mixer speed changes. Some of the highlighted Facility Operations are as follows:
. Soft Start for blowers.
. Polymer Machine replacement bids were requested.
. Annual inspection of CL2 and S02 equipment performed by Chlorination Corporation.
. Annual inspections on all hoist & cranes performed by Crane America.
. Dodge Ram taken out of service due to maintenance and safety issues.
. Wood chips hauled out of plant.
. Annual maintenance performed on all lawn equipment.
. Cross training of Collection System personnel and Maintenance/Lab personnel.
3.1 PRETREATMENT
Pretreatment activities for the month included the following:
. Annual composite sampler was put out at Wyandot on April 18th.
. Met with representatives of Altec on the possibility of ceasing operation of their
wastewater treatment plant. They are to gather and present more information.

5.0 FACILITY SAFETY & TRAINING
A safety inspection was conducted on April 30, 2003. The rating was 99%. There were no
deficiencies reported. Our plant is still in excellent shape.
A copy ofthe Safety Inspection Report is included as Attachment G.
6.0 SEWER COLLECTION SYSTEM AND PREVENTATIVE MAINTENANCE
During the month, there were 33 sewer calls. Please see table 4.1, Monthly Sewer Call Report and
table 6.1, Monthly Collection Analysis Report, for a more detailed breakdown of monthly sewer
maintenance.
During the month of April trouble spots were cleaned. Crews spent a week vactoring out catch
basins, storm lines, and boxes at the Eastern Blvd. Viaduct. To get better drainage, the City will
clean out the ditch near the Eastern Blvd. Viaduct. Crews cleaned and TV'ed to locate five taps
for the City and cleaned and vactored out ten catch basins. Crews cleaned and TV' ed Grubbs Ave.
and found that several taps have root problems. Middle School, Colonial Park6, Crums Lane I,
Creek Stone, East Brook, and Ewing Lane wet wells were vactored for grease on the preventive
maintenance program. New controller for generator backup at 10th Street lift station has been
installed. A rebuilt soft start has been installed on the #3 pump at the 10th Street lift station.

Review of Combined Sewer System Operations - April 2003
We have completed our review of EMC's Combined Sewer System (CSS) operations. The purpose of
our review was to evaluate CSS data and operation strategies to verify that EMC is operating the CSS in
accordance with the approved CSOP and in the best interest of the City of Jeffersonville.
To complete our evaluation, we have reviewed EMC's CSO DMR. PEH Engineers also met with EMC
to discuss CSS operation and implementation status of the CSOP.
A total of 5.5-inches of rain feel during April. The historic average total rainfall for April is 3.25-inches,
thus April 2003 would be considered above average for rainfall. During the month of April there were
two rain events that resulted in CSO discharges. Table 1 provides a summary of the rainfall events and
the discharges that occurred during the month, The CSO events that occurred on April 17th began mid
morning and lasted for about 1 hour, while the April 20th CSO event occurred overnight and lasted for
approximately 1 hour. The peak flow received at the treatment plant on April 17th was 25.0 mgd and on
April 20th was 23.0 mgd, which were above the rated 3-hour peak flow capacity of 22.8 mgd for the
facility. During these CSO events, EMC was able to avoid a CSO from the separate sanitary system
pump stations (Spring Street, Mill Creek, Arctic Springs, Ewing Lane and Louise Street). "
EMC inspected the CSOs on a daily basis throughout the work week and documented the overflow
status on inspection logs. There were no dry weather CSO discharges in the month. EMC also checked
the condition of CSO notification signs in April and replacement of ten signs identified to be in
unacceptable condition will be completed by the beginning of June. In the future, EMC will check
these at least monthly and replace missing or damages signs as necessary.
A meeting was held at the beginning of May with EMC to discuss several CSO related matters. A
status report on the identified action items is provided in bold.
1. EMC will contact Significant Industrial Users discharging to the Tenth Street Pump Station to
see if they have the ability to hold back wastewater in their pretreatment systems when the Tenth
Street pump station is overflowing. Any such reduction in industrial flow will reduce the CSO
volume and will keep industrial pollutants out of the overflow. EMC will contact PQ
Corporation, Gerge Pfau, and Alumnitec (now called Altech). EMC has sent letters: to these
three industries. One industry has already placed a protocol into service. The other two
industries are working on developing a protocol.

2. EMC will meet with Wyandot foods and arrange for them to hold their wastewater flow in their
equalization tank if EMC notifies them. EMC will request a short duration stop in discharge if
they need to shut off pumps in the Tenth Street PS. The net effect will be a reduction in CSO
volume if Wyandot can accommodate the request. EMC has sent a letter to 'Nyandot.
Wyandot is looking into the feasibility and will develop a protocol if feasible.
3. EMC will keep track of the number of CSO catch basins and combined sewers c1e:med on a
monthly basis. EMC currently tracks these efforts, but does not differentiate between the CSS
and the rest of the system. Efforts are underway. Nearly all of the catch basins cleaned by
EMC are in the combined sewer system (CSS). Public works cares for the catt[:h basins
outside the CSS.
4. EMC will track and report any basement backups or property owner complaints in the CSS.
EMC currently tracks these efforts, but does not differentiate between the CSS and the rest of the
system. EMC will attempt to database all basement backups in the CSS. They will review
historical files to help start the database. Efforts are underway.
5. EMC will begin printing daily flow and level charts from the SCADA system for the pJimary lift
stations. EMC is working with the SCADA programmer to create a database or spreadsheet with
such critical information. EMC has implemented this recommendation. SCADA
programming is being modified to allow capture of flow and level information.
6. EMC will prepare a SOP for the routine inspection and preventive maintenance of the flood
control sluice gates. These gates protect the CSS from flooding when the Ohio River floods.
EMC will inspect these semi-annually. PEH will assist EMC in modifying their SOPs. for flood
gate operation to protect the CSS from backwater effects duJing an Ohio River flood. PEH and
EMC are working on this.
7. EMC will attempt to coordinate the Tenth Street PS wet well level with the flooding of the
lowest basement on Spring Street (Southern IN Pediatrics). In the future, wet well levels
approaching this critical elevation will be monitored and the Backflow prevention gate will be
lifted to reduce headloss and avoid backup into this basement. EMC reports the only time the
basement floods is when they have to shut off a pump at Tenth Street PS. Shutting off
pumps at Tenth Street PS is a critical to the flexibility of operating the CSS system. A
backwater or isolation valve should be installed to isolate this basement from flooding.
8. EMC will dye trace the Power House and Camp Powers lift stations to confirm their discharge
locations. EMC will also evaluate if roof drains are connected to the Power House lift station
and the discharge location for any overflow from the Power House lift station. Efforts are
underway.
9. EMC and PEH will meet with the City Attorney to discuss holding a meeting with the Falls of
the Ohio State Park regarding notification following CSO events that discharge into the upper
pool of the Ohio River. Meeting with City Attorney needs to me scheduled.
10. The ability to add three real-time rain gauges and connection to the SCADA system will be
investigated. Locations have been tentatively selected (Tenth Street PS, Spring Street PS,
and Ewing Lane PS). These locations would provide reasonably good coverage of the CSS.
EMC is asking the SCADA programmer to determine the feasibility of capturing the
information on a real-time basis.
11. The ability to add an inspection manhole for CSO confirmation at the Penn Street overflow will
be evaluated. Presently, the overflow structure is in a Flood Control structure and cannot be
routinely inspected. Will be looked at in the field.

Several new items have been added to the list based on a recent meeting with EMC. These indude:
12. EMC will televise a sewer on the Jeffboat property that may intersect the Market Street
interceptor between Penn and Graham. This sewer may turn out to be a storm sewer or, at worst
case, a new combined sewer overflow.
13. EMC confirmed the wetwell settings in the SCADA system for Tenth Street, Mill Creek and
Spring Street Pump stations. EMC has reprogrammed the SCADA settings and now has
confidence in the elevations required before an overflow occurs.
14. EMC and PEH attempted to dye trace the discharge from Louise Street and Ewing Lane Pump
station CSOs. It was confirmed that Ewing Lane does not have a combined sewer overflow and
the Louise Street PS CSO has been grouted full and cannot overflow. We recommend
eliminating these CSOs from the City's NPDES permit as part of the long term control plan.
15. EMC will attempt to provide some sort of visual evidence that can be checked and reset at
individual CSO weirs on the Market Street interceptor. The purpose of this will be to more
accurately assess if a CSO has overflowed from one day to the next.
The status of these items will be reported on in future monthly reports.

Review of EMC Operations - April 2003
We have completed our monthly review of EMC's operations. The following items summarize the
attached memo:
The WWTP received the following average flows and loadings during the month:
o 91% of design BOD loading,
o 89% of design TSS loading,
o 65% of design ammonia loading, and
o 79% of design flow (dry weather data only)
o 108% of design flow (all flow data)
The WWTP did not have any permit violations during April. The activated sludge process is operating
well. All process parameters are within acceptable ranges. Settling is acceptable, but is higher than
desired. .
EMC's concerns are:
Clarifier Painting - Clarifiers 1,3, and 4 are planned for painting in June.
SCADA System - Only the record drawings remain to be received.
Maintenance - EMC completed many major maintenance tasks during April including:
. removal of accumulated grease in several lift stations
. installation of new transfer switch on the Tenth Street Pump Station Emergency Generator
. analysis of oxidation ditch aerator gear box oil
. installation and repair of soft start for Tenth Street Pump Station Pump No.3
. repair of soft start on blower no.2
. annual inspection for Ch and S02 chemical feed equipment
. annual inspection of all hoists and cranes
. annual maintenance on all lawn equipment
. cross training of collection system and plant personnel.
Lift Station Upgrades - Magnolia Lift Station upgrades will likely begin in May.
Polymer System - EMC soliciting quotes to replace old polymer system currently in operation at the
plant.
Pretreatment Program - EMC completed the annual sampling on Wyandot Foods.

Review of EMC
We have completed our monthly review of EMC's operations. The purpose of our review was to
evaluate plant data and operation strategies to verify that EMC is operating the wastewater treatment
plant in the best interest of the City of Jeffersonville.
To complete our review of the April operation, we have reviewed the following:
. Current contract between EMC and the City of Jeffersonville;
. EMC's DMR and MaR for April 2003 (received bye-mail 05/15/03).
PER Engineers discussed operating conditions with EMC during the month.
Our review focused on EMC's monthly operation report (MOR). We have produced four pages of
graphs from the monthly data provided (consistent with past monthly reviews).
WWTP Loadings: The first page presents influent mass loadings and influent flows compared to design
values.
o Influent BOD loadings are averaging 91% of the design loading (10,581 IbId). Two peak
loadings of 33,430 lb/day and 29,867 lblday were observed on April 17tlJ. and April 25th,
respectively. These peak loadings were a direct result of rain events resuspending solids from
the combined sewer system. There were no violations of effluent limits as a result of these
loadings.
o The TSS loading averaged about 89% of design (10,105 IbId). Two peak loadings of 37,144
lb/day and 19,7341b/day were observed on April17tlJ. and April 25tlJ., respectively. These peak-
loading events coincided with rain events. There were no violations of effluent limits as a result
of these loading.
o The influent ammonia graph shows daily, 7-day, and 28-day moving average mass loadings. The
NH3-N loading averaged 65% of the design loading (867 IbId). Peak loadings of 1,904 lblday
and 1,131 lb/day were observed on April 17tlJ. and April 25th respectively. There were no
violations of effluent limits as a result of this loading.
o The influent flume data has been reported to IDEM as the plant flow since April 1, 2001. The
peak flow capacity of the WWTP is 22.8 mgd and the peak sustained flow capacity is 16 mgd.
The average flow during dry weather periods for the month of April was measured to be 4.11

mgd or 79% of the plant capacity (5.2 mgd). The average flow during the entire month of March
was measured to be 5.59 mgd or 108% of the plant capacity (5.2 mgd). The peak daily flow
reached 13.92 mgd on April 17th, below the "rated" capacity of 16 mgd. April was an above-
average rainfall month, with 5.50 inches of total rainfall recorded.
Effluent Quality: The second page of graphs show the plant performance for effluent CBOD, TSS, and
ammonia compared to the weekly average and monthly average effluent limits. The 7-day moving
average (MV A) effluent concentration is used to compare to the weekly permit limit and the 28-day
moving average effluent limit is used to compare to the monthly average effluent limit. April is the last
month of less stringent effluent limits, which will change on May 1. The WWTP did not violate any
conventional permit limits during April.
o Effluent CBOD concentrations were well below permit limits.
o Effluent TSS concentrations were well below permit limits.
o Effluent NH3-N concentrations were well below permit limits.
Activated Sludge Process: The third page of graphs shows typical activated sludge parameters.
o The first graph shows the food to mass of volatile organisms (F:Mv) ratio. For extended aeration
activated sludge wastewater treatment plants, the target F:Mv is typically between 0.08 and 0.1.
The activated sludge plant averaged 0.09 for April.
o The next graph shows the sludge volume index (SVI). SVI is an indicator of settleability of the
mixed liquor. SVls below 150 are not cause for concern. SVI above 150 suggests poor settling
characteristics. SVI levels for the month of April averaged over 200. SVls appear to have
plateaud and may be reducing. EMC began chlorinating of the return sludge in April to reduce
the number of filaments. The average sludge age for this month was reduced to 19 days, but
overall EMC has conscientiously maintained their sludge age at or below the target of 22 days
when compared to previous winters where the sludge age was allowed to rise to compensate for
slower microbial activity in the colder weather. EMC should continue to watch microbial
populations/diversity and sludge age closely. EMC maintains the capability to place additional
clarifiers in service and enhance settling by polymer addition during days with high flows and
poor settling.
o The next graph shows the organic loading rate for the oxidation ditch activated sludge process.
Your activated sludge process was designed with an OLR of 15-lb BOD/day/WOO cf. The 28-
day running average OLR varied between 12 and 14 throughout the month. This is within a
reasonable range.
o The next graph includes the solids loading rate (SLR), a measure of the mass of solids in the
influent to the clarifiers. "Ten States Standards" limits the solids loading rate to less than 35
Ib/d/sf of clarifier surface area. The chart shows the daily, 7 day MV A and 28 day MY A SLR.
The SLR has been averaging about 16 Ib/d/sf with a daily peak of 29 Ibid/sf for the month of
April. We have included a chart that shows the daily SVI and SLR data versus the curve from
WEF MOP 8 and a curve specific to the Jeffersonville plant. This Jeffersonville curve was
created by reviewing data from peak wet weather events over a three-year period as part of the
CSOP update. Operation above this curve has resulted in effluent TSS violations. The chart
demonstrates the plant is operating below the "textbook" and Jeffersonville curves.
o The next plot is for mixed liquor suspended solids (MLSS in mgIL). The MLSS concentration of
the activated sludge plant varied between 2,640 and 4,240 mgIL averaging about 3,660 mgIL.
Typically MLSS ranges from 2,500 to 4,500 mgIL for the extended aeration process and these

results fall well within the parameters. EMC no longer targets a MLSS concentration to control
the process; they now target a constant sludge age. In the past, when the MLSS concentration
dipped below 2,000 mg/L the nitrification process was affected.
o The next graph shows the mixed liquor volatile suspended solids (ML VSS in mg/L) ML VSS has
been varying between 1,704 and 2,841 mg/L with an average of 2,441 mg/L. This range is
reasonable. The ML VSS shows the same trending as the MLSS graph. The minimum ML VSS
to sustain complete nitrification appears to be 1,800 mg/L based on previous operational data.
o The next graph shows the yield of solids from the activated sludge process. The yield is defined
as the pounds of TSS produced per pound of BOD removed. For an extended aeration activated
sludge plant, a yield between 0.8 and 1.1 is reasonable. Your plant had the 28-day moving
average yield of 1.03.
o The last graph shows the Sludge Age, a measure of the average time a microorganism spends in
the activated sludge system. We recommended that the activated sludge process be operated to
maintain a constant sludge age rather than a constant MLSS. A sludge age of 20 to 25 days is
typical. Your plant has an average sludge age of 19 days in April.
In summary, the activated sludge process is performing well (BOD, TSS, and NH3-N removal). The
average SVI levels appear to have peaked and now appear to be decreasing. We recommend adding an
anoxic zone preceding the oxidation ditch to improve the poor settleability of the sludge observed in
early 2000 and again in early 2001 and late 2001. Such a tank could be added during a major
reconstruction process, due to the need to disrupt process flow. In the interim, EMC may be able to
operate aerators at low speed for times to create anoxic conditions; this should be initiated with great
caution as evidenced by the increasing effluent CBOD concentrations when attempted in mid-July 2000.
EMCs Concerns (accordin2 to EMC's Mav 15.2003 letter):
Lift Station VFD Installation - The addition of VFDs to the main lift stations is recommended by EMC.
John Toombs I Jorge Lanz, (JTL) Engineers continues to work on the Spring Street, Mill Creek, and
Tenth Street Pump improvement projects. Nofurther progress has been made.
Clarifier Painting - Bids have been approved and painting is scheduled to begin in June for Clarifiers 1,
3, and 4.
SCADA System - Only the record drawings remain to be received.
Maintenance - EMC completed many significant maintenance tasks during April including: removal of
accumulated grease in several lift stations, installation of new transfer switch on the Tenth Street Pump
Station Emergency Generator, analysis of oxidation ditch aerator oil, installation and repair of soft start
for Tenth Street Pump Station Pump No.3, repair of soft start on blower No.2, annual inspection of Ch
and S02 chemical feed equipment, annual inspection of all hoists and cranes, annual maintenance on all
lawn equipment, and cross training of collection system and plant personnel.
Lift Station Upgrades -Magnolia Lift Station upgrades may begin in May.
Utility Vehicle - Due to maintenance and safety concerns the Dodge Ram is out of service. EMC
looking into replacement of plant vehicle.
