January 10, 2005 Review of EMC WWTP operations - November 2004 We have completed our monthly review of EMC's operations. The following items summarize the attached memo: The WWTP received the following percentage of design flows and loadings during November and the previous 12 months: November 112% -126% 76% 93%' 139% 12-month rollin 107% 109% ,69% 93% 117% One Weekly TSS permit limit violation occurred during November. TSS levels were elevated for one: day as the result of solids backing up from the RAS plJmpstation into the chlorine contact tank effluent. ',' No other effluent permit violations occurred. The activated sludge process is operating well. Activated, sludge settling steadily declined during the November. EMC should monitor this trend closely and be prepared to add polymer to assist settling during peak flow periods. All, other process parameters are within acceptable ranges. Summary of EMC's Activities: Pretreatment · Annual Inspections were performed at Voss-Clark and Cargo Clean · Industrial User permits were revised and reissued following the IDEM inspection. Lift Stations and Collection System · EMC cleaned 7,495 feet of sanitary sewer and 7,919 feet of stormlCSO sewer. EMC televised 1,774 feet of sanitary sewer lines. All 21 trouble spots were cleaned. · EMC Vactor-cleaned 3 catch basins and hand cleaned 304. EMC vactored out 7 pump stations. · A total of 35 service calls were made in November (4 main back-ups and 31 residential service line back- ups). The main back-up calls resulted in minor property damage to one or possibly two residences. · All pump station floats, switches, and pumps were cleaned and exercised per EMC's contract. · All pump station generators and CSO gates were exercised. · Minor repairs were made at four pump stations. · There were a total of four CSO events. '&15 - January 10,2005 Review of EMC WWTP OperatiQns - November 2004 We have completed our monthly review ofEMC's operations. The purpose of our review was to evaluate plant data and operation strategies to verify that EMC is operating the wastewater treatment plant in the ~est interest of the City of Jeffersonville. We reviewed the following to complete our review of oper~tions for the month of November: · Current contract between EMC and the City of Jeffersonville. · EMC's DMR and MaR for November 2004 (received by e-mail 12/16/04). Strand Associates, Inc. discussed operating conditions with EMC during the month. Our review focused on EMC's monthly operation report (MaR). We have produced five pages of graphs from the monthly data provided (consistent with past monthly reviews). WWTP Loadings The first page of graphs presents influent mass loadings and influent flows compared to design values. We have also included a historical trend chart showing the monthly average and 12-month rolling average. · Influent BOD loading averaged 112% of the design loading (10,581 lbs/d). The highest peak loading event of 54,364 lbs/day was observed on November 11th, which coincided with a 2.S-inch rainfall event. There were no violations of effluent BOD limits during November. The 12-month rolling average loading for BOD is at 107% of design. The influent BOD graph shows daily, 7-day, and 28-day moving average mass loadings for the month. · The TSS loading averaged 126% of design loading (10,105 lbs/d). The highest peak loading event of 40,773 lbs/day was observed on November 11th, which coincided with a 2.S-inch rainfall event. On November 11, 2004, a Weekly TSS permit violation occurred due to a heavy rainfall and the MAS:das\S:\@PEH\901--950\944\002\WRD\Review ofEMC\Review ofEMC Operations. The 12-month rolling average loading for TSS is at 109% of design. The influent TSS graph shows daily, 7-day, and 28-day moving average mass loadings for the month. · The NH3~N loading averaged 76% of the design loading (867 lbs/d). The highest peak loading event of 2,702 lbslday was observed on November 11th, which coincided with a 2.5-inch rainfall event. There were no violations of effluent limits during November. The 12-month rolling average loading for ammonia is at 69% of design. The influent ammonia graph shows daily, 7-day, and 28- day moving average mass loadings for the month. · The influent flume data has been reported to IDEM as the plant flow since April 1, 2001. The peak flow capacity of the WWTP is 22.8 mgd and the peak sustained flow capacity is 16 mgd. The average flow during dry weather days in November was 4.82 mgd or 93% of the plant capacity (5.2 mgd). The average flow during the entire month of November was measured to be 7.23 mgd or 139% of the plant capacity (5.2 mgd). The peak daily flow reached 19.17 mgd on November 11th, which exceeded the "rated" capacity of 16 mgd. This coincided with a 2.5-inch rainfall event. Rainfall in the month of November was 7.8 inches, which is well above the typical November rainfall of 2.9 inches. The 12-month rolling average dry-weather flow is at 93% of design. The 12- month rolling average of all-weather flow is at 117% of design. The influent flow graph shows ,.daily,T-day; arid 28-..;day moving average influent flows'for the month. '. When the Anoxic zone project iscompletecl, the rated capacity of the treatment plant will be increased. The following table reflects the increase in capacity. . .. . ,. The 7 -day moving average (MV A) effluent concentration is used to compare the weekly permit limit, and the 28-day moving average effluent limit is used to compare to the monthly average effluent limit. November is the last month of 'more stringent' summer effluent limits. . Effluent CBOD concentrations were below permit limits during November. On November 11, 2004, there was an unexpected discharge of solids that caused a violation of the weekly TSS permit limit. The discharge was caused by a back-up in the RAS pump station causing solids to flow out of the scum decant pipes in the chlorine contact tank. The monthly average effluent concentrations were below the permit limits during November. · Effluent NH3-N concentrations were below the permit limits during November. Activated Sludge Process The third page of graphs presents typical activated sludge parameters. . The first graph shows the food to mass of volatile organisms (F:Mv) ratio. For extended aeration activated sludge wastewater treatment plants, the target F:Mv is typically between 0.08 and 0.1. The activated sludge plant averaged 0.13 for the month of November due to the' extreme loadings resulting from the first flush phenomenon in your combined sewers. This is reasonable but higher than typicaL The next graph shows the sludge volume index (SVI). SVI is an indicator of settleability of the - mixed liquor. SVls below 150 are not cause for concern. SVI above 150 suggests poor settling characteristics. SVI levels for the month averaged 218. The SVI increased during November. EMC ,should continue to monitor SVI very c10selyand be. prepared to add polymer to aid settling in the final clarifiers d~ringpeakflow events.. . : The next graph shows the organic loading rate for the oxidation cijtch activated sludge, process. . Your activateci sludge process was designed with ~OLR:of' 15-lb BOp/clayllOOO cf. The 28-day running. average OLR varied between 12.8 and 16.6 throughout the month. The maximum day OLR of 77 lb BOD/day/WOO cf was due to heavy rainfall experienced on November 11th resuspending settled matter from the combined sewers aftera dry period. The average OLR was 16lb BOD/day/WOO cf which is slightly higher than the design rate due to the extreme influent loadings resulting from rain events. The next graph includes the solids loading rate (SLR), a measure of the mass of solids in the influent to the clarifiers. "Ten States Standards" limits the solids loading rate to less than 35 lb/d/sf of clarifier surface area. The chart shows the daily, 7-day MV A and 28-day MV A SLR. The SLR averaged approximately 17-lb/d/sf with a daily peak of 28-lb/d/sf during the month. We have included a chart that shows the daily SVI and SLR data versus the curve from WEF MOP 8 and a curve specific to the Jeffersonville plant. This Jeffersonville curve was created by reviewing data from peak wet weather events over a three-year period as part of the CSOP update. Operation above this curve has resulted in effluent TSS violations. The chart d~monstrates that the plant is operating below the "textbook" and Jeffersonville curves. The data points that fall on the 'textbook' curve did not cause a solids washout. The next plot is for mixed liquor suspended solids (MLSS in mg/L). The MLSS concentration of the activated sludge plant varied between 1,900 and 3,400 mg/L averaging about 2,900 mg/L. Typically, MLSS ranges from 2,500 to 4,500 mg/L for the extended aeration process. EMC no longer targets a MLSS concentration to control the process; they now target a constant sludge age. ... . . . . N E F.: P, 8 ...-' " , Review of EMC WWTP Operations - November 2004 Page 4 January 10,2004 In the past, when the MLSS concentration dipped below 2,000 mgIL the nitrification process was affected. · The next graph shows the mixed liquor volatile suspended solids (ML VSS in mgIL). The ML VSS concentration of the activated sludge plant varied between 1,300 mgIL and 2,300 mgIL averaging about 2,000 mgIL. This range is acceptable. The MLVSS shows the same trending as the MLSS graph. The historical minimum ML VSS to sustain complete nitrification appears to be 1,800 mgIL based on previous operational data. The effluent ammonia concentration was only slightly affected on the days when the MLVSS concentration dropped below 1,800 mgIL. No process upset occurred. · The next graph shows the yield of solids from the activated sludge process. The yield is defined as the pounds of TSS produced per pound of BOD removed. For an extended aeration activated sludge plant, a yield between 0.8 and 1.1 is reasonable. Your plant had the 28-day moving average yield of 0.7, an artificially low number due to the loss of solids that resulted from the RAS pump station backing up into the chlorine contact tank scum troughs. · The last graph shows the Sludge Age, a measure of the average time a microorganism spends in the activated sludge system. We recommended that the activated sludge process be operated to maintain a constant sludge age rather than a constantMLSS. 'Such a tank could be added during a major reconstruction process, due to the need to disrupt process flow. The proposed anoxic zone (or selector tank) project has received IDEM approval and can be bid in the next few months now that the Council approved the proposed rate increase. EMC's Monthly Proiect Status Report (According to EMC's November Executive Summary) Plant · One Weekly TSS permit violation occurred during the month. All other effluent quality parameters were within permit limits. The high effluent TSS on November 11 was due to the RAS pump station backing up and causing solids to run out of the scum troughs in the chlorine contact tanks. The possibility of installing valves on each of the scum lines at the CCT is being discussed. The RAS pumps are being refurbished. . . The generators at 10th Street, Spring Street and Mill Creek Pump Stations were exercised. CSO gates were cleaned and exercised. Minor repairs were made at four pump stations. WWTP is operating well; settling has declined, and should be monitored closely. . November review will be presented at the January 10 Sewer Board meeting. . Two items need attention at the WWTP; shut-off valves should be installed in the chlorine contact tank scum pipes and the RAS pump capacity needs to be restored. These improvements will prevent solids from entering the effluent through the scum pipes as a consequence of the RAS pump station backing up. 2. Executive Summary Monthly Operation and Maintenance Report November 2004 Following are summaries for operation and maintenance at the wastewater treatment plant, and maintenance of the collection system and lift stations for the month of November 2004. Plant ~ ~ Effluent quality was within NPDES permit limits. There was one violation during the month. It steamed from a large rain event on the 11 th and the fact that we had one RAS pump out of service for maintenance. Settleable solids averaged 673 for the month; it is the same time of year that the satiability increases each year. There were 23 wet days (defined as a day having at least 0.1 inch of rainfall and three days afterward)resulting in an average plant flow of7.96 MGD, and 7 dry days with an average flow of 4.82 MGD. The percentages of design flow for the plant were 153.0% wet weather~nd 92.7% dry weather average. The total average influent flow for the month was 7.226 MGD, which is 138.8% of design. The facility received an average influent BOD loading of 11,834.2 this is 111.8% of the design. The facility received an average influent TSS of 12,729.3 lbs/day; this is 125.9% of the design. The facility received an average influent Ammonia of659Ibs/day, this is 76.0% of the design The maximum rainfall event during the month was on November 11 at 2.5". The high TSS reading on the twelfth was due to theRASline being overloaded, therefore causing the solids to run out of the scum troughs in the chlorine contact tanks. We have been discussing .. the possibility of installing valves on each of the scum lines. We have one of the four pumps left to be rebuilt, at that point we will be performing draw down test to see what the rates are. ~ ~ ~ ~ ~ ~ Pretreatment ~ Annual sampling has been completed for the year. ~ Per IDEM Pretreatment audit, most permits were re-written. ~ Annual inspections were preformed at Voss-Clark and Cargo Clean. All parameters were well within State and EP A limits. Average influent flow was 134% of the plant design capacity. Abnormally high effluent TSS was experienced on 11.12 due to the back-up of the RAS station into the chlorine contact tanks. A solution to this problem has been discussed and approved by the Board. 3.1 PRETREATMENT Pretreatment activities for the month included the following: . Yearly inspections were made at Voss-Clark and Cargo Clean. . A N.O.V was issued to Voss-Clark for non-testing of permitted metal parameters. . Permits were renewed for Brinley-Hardy and Altec. .
