Electrical Reimbursement:
According to the operations contract between the City of Jeffersonville and EMC, Emc agreed to refund any
expense for electricity, above the agreed cap for the wastewater treatment facility. You will recall during previous
discussions, the actual electrical expense for the 04-05 contract years was $197,425.15 and the agreed cap was
$165,663.38. You will also recall documentation of a rate increase incurred at the facility of 11.4% starting in May
2004, which increase the cap to $184,532.44.
Taking the actual expense of $197,425.15 and subtra~ting the increased cap of $184,532.44 would leave EMC owing
the city a refund of $12,892.71. Enclosed you will find a check in the amount of the aforementioned.
Power Share Program:
You will also recall the agreement with Cinergy regarding the power share program. In the program we agreed to
shed load at the facility during requested times by Cinergy. The speculated amount of savings at that time was
$16,000 over a four month period July 05 - October 05. Enclosed you will find supporting documentation for
$17,828.21 actual savings during the four month period. Below is a summary table I of the credits for each month.

Per the agreement between the City and EMC. we are requesting payment in the amount of $8,914.10 (half of the
6verall savings); I have included an invoice for this amount.

MONTHLY OPERATION AND MAINTENANCE REPORT
DECEMBER 2005
Following are summaries for operation and maintenance at the wastewater treatment plant, and maintenance of the collection
:system and lift stations for the month of December, 2005
Plant
:>- Effluent quality was within NPDES permit limits.
:>- Settleable solids averaged 540 for the month; construction activity may be contributing to the increase.
:>- There were 22 wet days (defined as a day having at least 0.1 inch of rainfall and three days afterward) resulting in an
average plant flow of 5.99 MGD, and 8 dry days with an average flow of 4.69 MGD. The percentages of design flow for
the plant were I 15.2% wet weather and 90.2% dry weather average. The total average influent flow for the month was
5.31 MGD, which is 102.1 % of design.
:>- The facility received an average influent BOD loading of 13,821 this is 136.8% of the design.
:>- The facility received an average influent TSS of 17,367.1 Ibs/day; this is 164.1 % of the design.
:>- The facility received an average influent Ammonia of 690.9 Ibs/day, this is 79.7% of the design
:>- The maximum rainfall event during the month was on December 8 at .60".
:>- Plant electric is at or below monthly electric budget, due to the Ennix and Titon programs.
Pretreatment
:>- General pretreatment activity's during the month, such as compiling industrial reports for the month. No problems
were detected.
Lift stations and Collection System
Lift stations and collection systems
. Crews cleaned 935ft of sanitary sewers (42,320 feet YTD contract).
. Crews cleaned 2,275ft of storm / C80 sewers (60,098 feet YTD contract).
. Crews televised 2,351ft of sewer lines (14,227 YTD contract).
. Crews vactor-cleaned 3 C/B.
. Due to some work being done for different departments of the city, the holiday's and a few employee's taking
vacations the 23 trouble spots were not able to be cleaned, but was the collection systems first priority of the
new year and has been completed.
In the month of December crews made 23 sewer calls 19 being residents or other problems and 4 being city's lines.
. 2024 Bluebird Dr. crews cleaned 150' to remove blockage in the line.
. 1507 Elwanger crew cleaned 1,300' to remove the build up of solids.
. 1616 E. 8th 81. crew cleaned 275' to remove blockage in the line.

Collection crews worked with different departments of the city on various city projects and a few business(~s jobs
around town.
. Crews did a sewer main locate for Stemlers Plumbing at Rentco Trucking.
. Crews televised 250' at 906 Poppy Place to locate tap for Bob M.
. Crews televised 182' to locate 2 taps at lot 52 and 53 in High Meadows subdivision for Jerry Coblb.
. Crews televised 97' at 826 W. Larkspur Dr. to locate tap for Jim over construction crew.
. Crews televised 200' at 1904 Larkspur Dr. to check tap and main line for the Mayor.
. Crews televised 150' at animal shelter to lookforfeeder for BobG.
. Crews televised 497' at 3608 Palmetto Dunes to locate tap, found buried M!H for Jim over construction crew,
televised residents lateral 40' to look for damage.
. Crews worked several days at 1030 Main St. crews televised 835' trying to locate sewers did several dye test
for Jim over construction crews.

. Crews cleaned and vactored 765' of sewer line throughout the city.
. Crews televised 100' on Riverside Dr. to check sewer line to see if it was a live line.
. CSO gates were exercised and greased.
. I M/H was vactored out due to build up of debris.

Collection crews lift stations pre-maintenance schedule
. All lift stations floats, switches, pumps, alarms, electrical and mechanical components were cleaned, exercised
and inspected for proper operations.
. Generators at 10th St, Spring St. and Mill Creek were operated, inspected and exercised for proper operations.
. Bar screens were cleaned as needed.
. Crews flushed Stillwell out at lOth St.
. Crews pulled pump # I at Creekstone for repairs.
. Crews removed debris from pump # I at Louise St. put back on line.
. Crews removed debris from pump #1 at Mill Creek full of rags put back on line.
. Crew pulled motor on pump #2 at Spring St. for repairs.
. Crew worked on motor pad on pump #2 at Spring St. refinished concrete pad.
Repairs in the collection system
. Crews installed pump #3 at lOth St. after being rebuilt put back on line.
. Crews installed new cutter blade and shedding ring on pump #1 at Gateway put back on line.
. Crews installed motor back on pump #2 at Spring St. with new bearings put back on line.
. Crew took Mac vactor truck to vehicle maintenance to have guards welded.

Table 1.1 summarizes the effluent quality data. Attachment A contains Time Series Plots of
Carbonaceous Biochemical Oxygen Demand (CBOD) and Total Suspended Solids (TSS) values.
Attachment B contains Time Series Plots of Aeration Mixed Liquor Suspended Solids (MLSS) and
Sludge Volume Index (SVI).

3.0 FACILITY OPERATIONS

During October, the treatment processes performed very well. All parameters were will within
IDEM limits. Average influent flow was 96% of plant design capacity. Plant efficiency was;
BOD removal - 98.2%, TSS removal - 98.4%, Ammonia removal - 99.6%. The contractor's

work on the anoxic zone is continuing with most of the concrete being poured on the # 1 tank,
modifications being started on the chlorine contact tanks

A safety inspection was conducted on December 4, 2005. The rating was 99%. There were no
deficiencies reported. Our plant is still in excellent shape.

. Crews cleaned 935ft, ofsa,nitary sewers.
. Crews cleaned 2,275ft. of storm / CSO sewers.
. Crews televised 2,351 ft. of sewer lines.
. Crews vactor-cleaned 3 C/B.
. Due to some work being done for different departments ofthe city, the holiday's
and a few employee's taking vacations the 23 trouble spots were not able to be
cleaned, but was the collection systems first priority of the new year and has been
completed.

In the month of December crews made 23 sewer calls 19 being residents or other
problems and 4 being city's lines.
. 2024 Bluebird Dr. crews cleaned 150' to remove blockage in the line.
. 1507 Elwanger crew cleaned 1,300' to remove the build up of solids.
. 1616 E. 8th S1. crew cleaned 275' to remove blockage in the line.
. 1616 E. 8th St. main line o.k. crew cleaned 200' to try and help resident, they
would need a plumber.
. 3608 Palmetto Dunes crews try to clean line hose got stuck in some damage in
line.
. 826 W. Larkspur Dr. main line o.k. crew cleaned 100' to try and help resident,
they would need a plumber.
. 207 E. ChestnutS1. main line o.k. crews cleaned 420' to try and help resident, they
would need a plumber.
Collection crews worked with different departments of the city on various city projects
and a few businesses jobs around town.
. Crews did a sewer main locate for Stemlers Plumbing at Rentco Trucking.
. Crews televised 250' at 906 Poppy Place to locate tap for Bob M.
. Crews televised 182' to locate 2 taps at lot 52 and 53 in High Meadows
subdivision for Jerry Cobb.
. Crews televised 97' at 826 W. Larkspur Dr. to locate tap for Jim over construction
crew.
. Crews televised 200' at 1904 Larkspur Dr. to check tap and main line for the
Mayor.
. Crews televised 150' at animal shelter to look for feeder for Bob G.
. Crews televised 497' at 3608 Palmetto Dunes to locate tap, found buried M/H for
Jim over construction crew, televised residents lateral 40' to look for damage.
. Crews worked several days at 1030 Main St. crews televised 835' trying to locate
sewers did several dye test for Jim over construction crews.
