DATE: NOVEMBER 7, 2005 JEFFERSONVILLE SANITARY SEWER BOARD JEFFERSONVILLE, INDIANA REQUEST FOR QUALIFICATIONS (RFQ) DOWNTOWN WASTEWATER TREATMENT PLANT EXPANSION PROFESSIONAL ENGINEERING SERVICES I. INTRODUCTION The Sanitary Sewer Board of the City of Jeffersonville, Indiana, will accept Statements of Qualifications for Professional Engineering Services related to the design, permitting, preparation of construction documents, assistance in bidding, and resident inspection services of an expansion to its Wastewater Treatment Facility, located at 701 Champion Road. The downtown WWTP is currently being expanded to a dry weather capacity of 6.0 mgd, and has an ultimate potential expansion capability of 12.0 mgd (dry weather flow). The project includes an expansion of the existing treatment plant from 6 mgd ADF to 9 mgd ADF and 25 mgd PHF to 34 mgd PHF. Expansion envisions improvements to mechanical screening, grit removal, final clarifiers, RAS pumping, UV disinfection and post aeration. facilities, and a new effluent sewer. The proj ect also will address minor modifications to the existing facilities including odor control, equipment upgrade and administration facilities expansion. Questions regarding this project and the RFQ shall be directed to Robert E. Miller, City Engineer, at 812-285-6476. The WWTP is operated by EMC , Timothy L. Crawford, Regional Manager, 812-285-6451, who can be contacted to schedule visits to the facility. Unscheduled site visits will not be allowed. SOQ's will be evaluated solely by the Jeffersonville Sewer Board and ranked on the basis of written materials only. The city may select an engineer on the basis of written materials only, or may choose to conduct interviews of the two to three highest ranking firms. Once the evaluation process has been completed, the City will enter into negotiations with the highest ranked firm. Ifthe parties are unable to negotiate a satisfactory agreement, the second ranked firm will then be contacted. REQUIREMENTS No prospective individual, firm, or group is permitted to contact any of the Sewer Board members or any of the elected officials in regard to this proposal. Any inadvertent or scheduled meeting must not contain any discussion of this proposal. Any questions regarding the proposal shall be directed to the City Engineer. Respondents shall comply with all requirements identified in this Request for Qualifications. Noncompliance with all requirements may be grounds for disqualification. ITI. SCOPE OF SERVICES The scope of services to be provided by the Consultant shall include the following: 1. Design of the wastewater treatment plant expansion. 2. Preparation of any and all required regulatory agency applications, and approvals for construction. 3. Preparation of construction plans, specifications and contract documents. 4. Assist during bidding, evaluate bids, make recommendations for award, prebid conference. . 5. Construction observation (inspection) services (general & resident). IV. STATEMENTS OF QUALIFICATIONS Statements of Qualifications are limited to 25 pages, not including appendix material, and shall include the following information in the following format: · COVER SHEET ( Not included in Page Count) · COVER LETTER - addressed to Mayor Robert L. Waiz, Jr., President, Jeffersonville Sewer Board (not included in the page count). . TABLE OF CONTENTS - inCluding page numbering. . EXECUTIVE SUMMARY . EXPERIENCE - list only relevant experience. · PROJECT TEAM AND QUALlFICATIONS - include an organization chart with proposed roles, relevant experience, education, and other qualifications. · MBEIWBE UTILIZATION - attach firms AAP and a statement of local office's. diversity. · PROJECT UNDERSTANDING - brief description of firms' degree of familiarity with the project and proposed treatment process. · REFERENCES - include for similar projects only, phone number, address, contact name. · APPENDIX - a briefprofile of the firm, resumes for proposed project personnel, and other information which is pertinent to this proj ect. November 6, 2005 Review of EMC WWTP Operations - September 2005 We have completed our monthly review of EMC's operations. The following items summarize the attached memo: The WWTP received the following percentage of design flows and loadings during September and the previous 12 months: Se tember 107% 121% 70% 92% 100% 12-month roUin 105% 125% 70% 95% 120% No permit limit violations occurred during September. Rainfall in the month of September was 1.6-inches, which is lower than the typical September rainfall of 2.8-inches. The activated sludge process is operating well and settling has remained good. Process parameters are within acceptable ranges. Summary of EMC's Activities: Plant · Rehabilitation work was completed on plant bar screens. · The Ennix program used in the digesters performed well during the month. · RAS pump #3 and Rails were removed from the RAS station for repair. Pretreatment · Annual samples were taken at Brinly Hardy. · Annual inspections were made at Cargo Clean and Brinly Hardy. Lift Stations and Collection System · EMC cleaned 8,136 feet of sanitary sewer and 6,252 feet of stormlCSO sewer. · EMC televised 1,066 feet of sanitary sewer lines. · All 23 Trouble Spots were cleaned and checked. · A total of 15 service calls were made in September (all 15 were residence service line back-ups). · Televising was performed to locate taps and check for damage or root problems. · EMC vactored out twelve wet wells due to solids and grease buildup. · Minor repairs were made at five Lift Stations. · Maintenance was performed on one Vactor truck and one sludge truck. . All Lift Station major components were cleaned, exercised, and inspected for proper operation in accordance with the PM schedule. · There was one CSO event in September. · CSO gates were greased and exercised. The purpose of our review was to evaluate plant data and operation strategies to verify that EMC is operating the wastewater treatment plant in the best interest of the City of Jeffersonville. We reviewed the following to complete our review of operations for the month of September: II Current contract between EMC and the City of Jeffersonville. . EMC's D.MR and MaR for September 2005 (received by e~maillO/17/05). Strand Associates, Inc. discussed operating conditions with EMC and visited the plant during the month. Our review focused on EMC's monthly operation report (MaR). We have produced five pages of graphs from the monthly data provided (consistent with past monthly reviews). WWTP Loadings The first page of graphs presents influent mass loadings and influent flows compared to design values. We have also included a historical trend chart showing the monthly average and 12-month rolling average. . Influent BOD loading averaged 107% of the design loading (10,581 lbs/d). The highest peak loading event of 22,255 lbs/day was observed on September 9th, which coincided with a O.4-inch rain event on the September 8th. There were no violations of effluent BOD limits during September. The 12-month rolling average loading for BOD is at 105% of design. The influent BOD graph shows daily, 7-day, and 28-day moving average mass loadings for the month. . The TSS loading averaged 121% of design loading (10,105 lbs/d). The highest peak loading event of 23,0031bs/day was observed on September 23rd. The 12-month rolling average loading for TSS is at 125% of design. The influent TSS graph shows daily, 7-day, and 28-day moving average mass loadings for the month. No violations of effluent limits occurred during September. . The NH3-N loading averaged 70% of the design loading (867 lbs/d). The highest peak loading event of 983 lbs/day was observed on September 25th. The influent ammonia graph shows daily, 7-day, and 28-day moving average mass loadings for the month. · The influent flume data has been reported to IDEM as the plant flow since April 1, 2001. The peak flow capacity of the WWTP is 22.8 mgd and the peak sustained flow capacity is 16 mgd. The average flow during dry weather days in September was 4.8 mgd or 92% of the plant capacity (5.2 mgd). The average flow during the entire month of September was measured to be 5.2 mgd or 100% of the plant capacity (5.2mgd). The peak daily flow reached 7.6 mgd on September 25th, which was below the "rated" capacity of 16 mgd. This coincided with a O.2-inch rain event that occurred the same day and contributed to the total September rainfall of 1.6-inches. The 12-month rolling average dry-weather flow is at 95% of design. The 12-month rolling average of all-weather flow is at 120% of design. The influent flow graph shows daily, 7-day, and 28-day moving average influent flows for the month. When the anoxic zone project is completed, the rated capacity of the treatment plant will be increased. TheJollowing table, reflects the increase'in capacity. The 7-day moving average (MV A) effluent concentration is used to compare to the weekly permit limit, and the 28-day moving average effluent limit is used to compare to the monthly average effluent limit. September is within the window for 'more stringent' summer effluent limits. . Effluent CBOD concentrations were below permit limits during September. Effluent TSS concentrations remained below permit limits during September. Effluent NH3-N concentrations were continuously below the permit limits during September. Concentrations did increase slightly at the end of the month. This is believed to be related to changes in the plant flow scheme required by construction activates. EMC should closely monitor effluent NH3-N concentrations and MLSS levels to control nitrification. . . The first graph shows the food to mass of volatile organisms (F:Mv) ratio. For extended aeration activated sludge wastewater treatment plants, the target F:Mv is typically between 0.08 and 0.1. The activated sludge plant averaged 0.14 for the month. This is slightly higher than the process was designed for, however, operations were stable at this higher loading. . The next graph shows the sludge volume index (SVI). SVI is an indicator of settleability of the mixed liquor. SVIs below 150 are not cause for concern. SVI above 150 suggests poor settling characteristics. SVI levels for the month averaged 76. The SVI remained low throughout the month. . The next graph shows the organic loading rate for the oxidation ditch activated sludge process. Your activated sludge process was designed with an OLR of 15-lb BOD/day/WOO fe. The 28-day running average OLR varied between 15 and 18 throughout the month. The.maximum day OLR of 31 lb BOD/day/lOOO ft3 occurred on September 9th and was the result of a O.4-inch rain event that occurred September 8th. The average OLR was 15.91b BOD/day/lOOOcuft, which is slightly higher than the design rate.', . The next graph includes 'the solids loading rate (SLR), a measure of'the mass of solids in the influent to the clarifiers. "Ten States Standards" :limits. the solids loadIng rate to less than 35 lb/d/sf of clari~ier surface area. The chart shows the daily, 7-dayMV A and 28-day MV A SLR.. The SLR averaged :approximately 22-lb/d/sf with a daily peak of 36-lb/d/sf during the month. We, have included a chart that shows the daily SVI and SLR data versus the curve from WEF MOP 8 and a curve specific to the Jeffersonville plant. This Jeffersonville curve was created by reviewing data from peak wet weather events over a three-year period as part of the CSOP update. Operation above this curve has previously resulted in effluent TSS violations. The chart demonstrates that the plant is operating below the "textbook" and Jeffersonville curves. . The next plot is for mixed liquor suspended solids (MLSS in mg/L). The MLSS concentration of the activated sludge plant varied between 900 and 5,400 mg/L averaging about 3,300 mg/L. Typically, MLSS ranges from 2,500 to 4,500 mg/L for the extended aeration process. EMC no longer targets a MLSS concentration to control the process; they now target a constant sludge age. In the past, the nitrification process was affected when the MLSS concentration dipped below 2,000 mg/L. MLSS dropped below 2000 mg/L for two days and effluent ammonia levels were slightly affected but not violated. . The next graph shows the mixed liquor volatile suspended solids (ML VSS in mg/L). The ML VSS concentration of the activated sludge plant varied between 550 mg/L and 3,300 mg/L averaging about 2,000 mg/L. The ML VSS shows the same trending as the MLSS graph. The historical minimum ML VSS to sustain complete nitrification appears to be 1,800 mg/L based on previous operational data. The ML VSS was slightly below 1,800 mg/L for several days during the month and nitrification was slightly affected but did not result in effluent limit violations. The yield is defined as the pounds of TSS produced per pound of BOD removed. For an extended aeration activated sludge plant, a yield between 0.8 and 1.1 is reasonable. Your plant had the 28-day moving average yield of 0.5, lower than typical. · The last graph shows the Sludge Age, a measure of the average time a microorganism spends in the activated sludge system. We recommended that the activated sludge process be operated to maintain a constant sludge age rather than a constant MLSS. The average sludge age during the month was 28 days with the targeted sludge age range of 22 days. Sludge age decreased throughout the month, and was close to the targeted age at the end of the month. In summary, the activated sludge process is performing well (BOD, TSS and NH3-N removal). SVI levels remained low throughout September. The percentages of design flow for the plant were 106.3% wet weather and 94% dry weather average. The total average influent flow for the month was5.18 MOD, which is 99.6% of design. The facility received an average influent BOD loading of 11 ,280.9 this is 111.6% of the design. The facility received an average influent TSS of 12,182.8 lbs/day; this is 115.1 % of the design. The facility received an average influent Ammonia of 607.8 lbs/day, this is 70.1 ~ of the design ! The maximum rainfall event during the month was on September 19 at .80".
