The following are a couple of Cost Savings Project ideas:
Ennix 120 day demonstration proposal - Ennix a company that is proposing the utilization of microbial formula
to the digesters to enhance electrical savings, by allowing a motor to be idled from operation. As a resul1: of this,
Ennix believes that we will realize a total savings of $39,000 a year in electricity,
The cost for the Ennix project will be $900/month. EMC strives to enhance the operational cost savings in
the Jeffersonville facility. The monthly expense during the 120 day period will not exceed $2,800.. The cost
of this program will be reevaluated after the 120 days to determine the long range expense basedl on actual.
savings. If the product does not perform as stated the additional cost of $7,600 will not be owed to the
Ennix Company.
With no risk to the city, EMC proposes to initiate the ENNIX project, with the understanding that the city
and EMC will share all riet electrical cost savings generated through the use of this technology, after
covering the cost of the material. The total net electrical- savings beyond the cost of the materials the city
will realize is estimated at $800 per month, or nearly $10,000 per year.
If performance is achieved during the demonstration period, EMC will continue the program with the
understanding we will share (50%) in the net electrical savings generated through this program.
I, Titon Energy - Titon Energy is a company that is proposing electrical savings through the use of the
capacitors in the plant on each of the mechanical aerators (4). With a one time capital cost of $10,342.80,
Titon is stating we should realize a total savings of $10,524 per year, which calculates to an eleven and a half
month payback.
EMC recommends the installation of the capacitors on each of the mechanical aerators. EMC will pay 50%
towards the cost for the capacitors, with the understanding that we share in the electrical savings.
Looking at the combination of both of the aforementioned projects;

actual savings and the future cost will be based on those numbers. As a matter of fact the lump sum
payment that will be due to Ennix after the 120 day period will be based on actual savings as well.
Titon cost if performance is achieved will be $10.324.80 up front. The savings they are saying that will be
achieved is $39,000 per year. We have an outside electrical company performing test to determine
performance of this equipment and will not be purchasing anything until the test are complete.

achieved).

Following are summaries for operation and maintenance at the wastewater treatment plant, and
maintenance of the collection system and lift stations for the month of June, 2005

);> Effluent quality was within NPDES permit limits.
);> Settleable solids averaged 342 for the month, which is still trending back down.
);> There were 16 wet days (defined as a day having at least 0.1 inch of rainfall and three days
afterward) resulting in an average plant flow of6.09 MGD, and 14 dry days with an average flow
of 4.90 MGD. The percentages of design flow for the plant were 118% wet weather and 95% dry
weather average. The total average influent flow for the month was 5.6 MGD, which is 114% of
design.
);> The facility received an average influent BOD loading of 10,963 this is 104% of the design.
);> The facility received an average influent TSS of I 1,606 lbs/day; this is 115% of the design.
);> The facility received an average influent Ammonia of 628.6 lbs/day, this is 73% of the design
);> The maximum rainfall event during the month was on June 10 at 1.35".

Lift stations and Collection Svstem

. Crews cleaned 5,728 ft. of sanitary sewers (11,221 feet!contract year).
. Crews cleaned 20,066 ft. of storm / CSO sewers (28,638 feet/contract year).
. Crews televised 3,430 ft. of sewer lines (5,740 feet/contract year).
. Crews hand cleaned 12 and vactor -cleaned 12 C/B.
. All 23 trouble spots were cleaned and or checked during the month.
In the month of June collection crews made 23 sewer calls 20 being residents or other problems
and 3 being city's main lines.
. 601 Kewanna Dr. crew cleaned line 170' to remove the blockage, this line was televised
and found to be blocked by roots, a root cutter was used to remove the roots. The
resident received some damage to basement, pictures were taken and a report was made.
. 1523 Elliott A ve. crew cleaned line 260' to remove the build up of solids.
. 1501 Sportsman Dr. crew cleaned line 110' to remove the blockage, this line was
televised and found to be blocked by roots also some damage to clay pipe a root cutter
was used to remove the roots. The resident received some damage to basement, pictures
were taken and a report was made.
Collection crews worked with different departments ufihe City oh various city projects, and a
few businesses jobs arolind the area.

exercised, and inspected for proper operations.
Stations grass was mowed as needed.
Bar screens were cleaned as needed.
Generators at 10th St., Spring St., and Mill Creek stations were operated, inspected, and
exercised for proper operations.
Crew worked on sump pump at Magnolia St. station.
Crew calibrated primco probe at Spring St.
Crews reinstalled pump in RAS station in plant.
Crews ran an electrical inspection of the stations.
Crews installed phone line at 10th St. station for PSI.

1.0 EFFLUENT QUALITY
During June, effluent quality was within NPDES permit limits for CBOD, TSS and NH-3. Table
1.1 summarizes the effluent quality data. Attachment A contains Time Series Plots of
Carbonaceous Biochemical Oxygen Demand (CBOD) and Total Suspended Solids (TSS) values.
Attachment B contains Time Series Plots of Aeration Mixed Liquor Suspended Solids (MLSS) and
Sludge Volume Index (SVI).

3.0
FACILITY OPERATIONS
r- During June, the treatment processes performed very well. All parameters were will within IDEM
r limits. Average influent flow was 114% of the plant design capacity. BOD removal was 97.8%,
TSS removal was 97.6%, and Ammonia removal was 99.3%. Guide bars for the #4 RAS pump
have eroded away. Pricing for replacements are being put together. Yearly calibrations of the
influent and effluent meters were performed.

3.1 PRETREATMENT
Pretreatment activities for the month included the following:
. Yearly industrial samplings were made at Indiana-American Water and Wyandot
. Yearly inspections were made at Altec, Pfau's and Wyandot. Notification was received
from IDEM that we have complied with our Inspection SummaryNiolation Letter of
September, 2004, and this matter is now closed.

5.0 FACILITY SAFETY & TRAINING
A safety inspection was conducted on July 1, 2005. The rating was 99%. There were no
deficiencies reported. Our plant is still in excellent shape.
A copy of the Safety Inspection Report is included as Attachment E.
