March 2005
Following are summaries for operation and maintenance at the wastewater treatment plant, and
maintenance of the collection system and lift stations for the month of March, 2005
Plant

Effluent quality was within NPDES permit limits.
Settleable solids averaged 406 for the month, which is trending back down.
There were 23 wet days (defined as a day having at least 0.1 inch of rainfall and three days
afterward) resulting in an average plant flow of 6.89 MGD, and 8 dry days withan average flow of
5.05 MGD. The percentages of design flow for the plant were 132.5% wet weather and 97.1% dry
weather average. The total average influent flow for the month was 6.41 MGD, which is 123.2%
of design.
~ The facility received an average influent BOD loading of 12,122.6 this is 114.57% of the design.
~ The facility received an average influent TSS of 13,009.3lbs/day; this is 128.7% of the design.
~ The facility received an average influent Ammonia of 582.3 lbs/day, this is 67.2% of the design
~ The maximum rainfall event during the month was on March 27 at 2.2".
~ All RAS pumps were in service during the month.
~ Board approved purchase of new polymer unit (Stranco).
~ Still awaiting new impellers and pump for RAS station.

Pretreatment
)- Quarterly reports on the industries have been submitted to IDEM.
~ Continue to work with Cargo Clean on coagulant to use for settling out zinc.
~ Two industries, PQand Cargo Clean, have environmental contact/operators who are leaving their
companies in the near future.
Lift stations and Collection System
Lift stations and collection system
. Crews cleaned 6,700 ft. of sanitary sewers, (84,529 feet I contract YTD).
. Crews cleaned 6,797 ft. ofstorm/CSO sewers, (75509 feet I YTD).
. Crews televised 2,440 ft. of sewer lines, (15,993 feet I YTD).
. Crews hand -cleaned 0 and vactor-cleaned 5 C/B.
. All 23 trouble spots cleaned and or checked during the month.
In the month of March the collection crews made 48 sewer calls 45 being residents or
other problems and 3 being city's main lines.
. 1763 E. 8th St. line was danlaged from C/O out to main line, Bob G.crew dug and fixed
line.
. 826 E. Larkspur Dr. collection crews worked several days here cleaned 1,000' and
televised 330' residents were on a Y, lateral full of roots. Bob G. crew dug and fixed
line.
. On the comer of 421 Jackson St. and Charlestown Ave. collection crews worked several
days trying to locate residents taps found that 4 houses are tied on a community line that

runs through the yards and ties in to a CIO on Charlestown Ave. Bob G. dug and
repaired the line.
. Collection crews cleaned 1,282' of sewer lines to try and help residents on there sewer
calls.
Collection crews worked with different departments of the city on various city projects,
and a few businesses jobs around the area.
. Crews worked cleaning lines in the old flood control building for Mike L.
. Crews cleaned 300' of storm line from ditch line on Wall S1. by R.R. tracks for drainage
crew. ~.
. Crews televised 60' from CIB at 10th and Kehoe LN for Bob G. to check for damage.
. Crew televised 45' at 120 Park Place found root problem called Bob G. for repair.
. Crews televised 270' at 1568 10th St. to locate tap for contractor marked in green.
. Crews worked with Bob G. to get the M/H tops off air release valves at Pleasant Run.
Collection crews street pre-maintenance schedule
. Trouble spot list was completed 5,230' of sewers cleaned and vactored throughout city.
. 3 wet wells were vactored out due to solids and build up of grease.
. Collection crews cleaned and vactored 5 CIB due to poor drainage or repair.
. Collection crews cleaned and vactored 1,600' on River Side Dr. from Rocky's to
Kingfish.
. Collection crews televised 600' and used root cutter 640' on the trouble spot at Roma
Ave.
. Collection crews cleaned and vactored 3,445' of sewer lines throughout the city.
. Collection crews televised 1,135' of sewer lines throughout the city for damages or
feeders.
. CSO gates were exercised and greased also blocks of wood and chalk lines were
maintained on the CSOweirs to help determine by-passing. r
. CSO- M/H's were cleaned and vactored out.
. CSO signs were checked and pictures taken.
. 1 M/H was cleaned out due to build up of solids.
Collection crews lift station pre-maintenance schedule
. All lift stations floats, switches, pumps, alarms, electrical and mechanical components
were cleaned, exercised and inspected for proper operations.
. Crews placed arc flash placards on motor control centers.
. Crew ..worked on electric~l ground survey.
. Crew put up signs at the new stations.
. Crew pulled pump #1 at Crums Ln. #2 to remove rags put backoD line.
. Crew pulled pump #2 and it's valute at Louise St. forrepair.
. Bar screens were cleaned ~s needed. ... .
. Generators at loth St., Spring St., and Mill Creek stations were operated, inspected, and
exercised for proper operations.
. Collection crews replaced 5 old air release valves with 5 new ones at Pleasant Run.
Repairs in the collection system
. Crew installed new cutting blade and shredding ring in pump #1 at Utica #2 station.
. Crew installed new braking assembly, oil drain, and oil level gage on man lift system at
Mill Creek station.
. . Crew fixed loose wire connection on ac-dcconverter at Louise St. station
. Crew installed brand new pump #1 at Utica #1 station.
Crew installed newly rebuilt pump #2 and valute atLouise St. station.

EFFLUENT QUALITY
During March, effluent quality was within NPDES permit limits for CBOD, TSS and NH-3. Table
1.1 summarizes the effluent quality data. Attachment A contains Time Series Plots of
Carbonaceous Biochemical Oxygen Demand (CBOD) and Total Suspended Solids (TSS) values.
Attachment B contains Time Series Plots of Aeration Mixed Liquor Suspended Solids (MLSS) and
Sludge Volume Index (SVI).

2.0 DESIGN LOADINGS LIMITS
The Flows and Loadings report for May 1994 through March 2004 can be found in Attachment C.
3.0 FACILITY OPERATIONS
A.tt~chment D contains a list of septic haulers that discharged at the facility during the month of
... March.
During March, the treatment processes performed very well. All parameters were well within
IDEM limits. Average influent flow was 115% of the plant design capacity. BOD removal was

97.9%, TSS removal was 96.2%, and ammonia removal was 99.3%. Solids settelability has
continued to improve throughout the month. The Board approved purchase of a Stranco polymer
blending unit for the filter press. Weare still awaiting the new impellers for the RAS pumps to be
delivered.
3.1 PRETREATMENT

5.0 FACILITY SAFETY & TRAINING

A safety inspection was conducted on April 4, 2005. The rating was 100%. There were no
deficiencies reported. Our plant is still in excellent shape.
A copy of the Safety Inspection Report is included as Attachment E.
