Monthly Operation and Maintenance Report

Following are summaries for operation and maintenance at the wastewater treatment plant, and
maintenance of the collection system and lift stations for the month of January, 2005
Plant

Effluent quality was within NPDES permit limits.
Settleable solids averaged 561 for the month_ .
There were 20 wet days (defined as a day having at least 0.1 inch of rainfall and three days
afterward) resulting in an average plant flow of 10.83 MGD, and 11 dry days with an average flow
of 6.15 MGD. The percentages of design flow for the plant were 208.3% wet weather and 118.3%
dry weather average. The total average influent flow for the month was 9.17 MGD, which is
176.3% of design. .
The facility received an average influent BOD loading of11636;9 this is 109.97% of the design.
~ The facility received an average influeht TsS of 17735.4 Ibs/day; this is 175.5%ofthe design.
~. The facility received an average influent Ammonia of 542.5 Ibs/day,this is 63.37% of the design
~ The maximum rainfall event during the month was on January 2 at 1.25".
~ The number 4 RAS pump was reinstalled early in the month. To date all four RASpumps have
been refurbished and are in excellent condition. We continue to work with Mark Sneve and the
~oardtoimprove theperformance of the pumping station.

Prices have been received for replacements of the polymer units in the solids processing building.
We have requested and received prices to refurbish the parkson influent screens in the head-works
building. The screens are not in critical condition, but are at the end their excepted life cycle.

Pretreatment
~ . The annual industrial pretreatment report for 2004 was submitted, along with Quarterly report, to
',' IDEM. Two SIU's discharge permits expired the end of the month. Permits were renewed for
Brinly-Hardy and Indiana American Water Company. New permits were'written and delivered to
both industries. The annual industrial survey's were written and sent out to all SIU's during the
month. The surveys are due back by the end of February.

. Crews televised 1,202 ft of sewer lines.
. Crews hand-cleaned 14 and vactor-cleaned 9 CIB.

In nlOnth of January the collection system faced heavy rains, crews made 41 sewer calls 23 being residents
or other problems, 6 being drainage problems, 12 being city's main lines, with damages to one resident.

Crewshad 3 sewer calls to 816 Larkspur Dr. 2 during heavy rain events when the
system was over loaded, a 6" pump was in place at this time, and 1 after the system
went down crew's cleaned line 200' to remove the solids left behind.
2414 Crym's Ln. system was over loaded due to the heavy rains crews had a 3" pump
set up at Crum's Ln. #1 lift station to try and help relieve the system, there was damage
to this resident.
946E. 7th St. crew cleaned and vactored 65' to remove the build up of solids.
1612 Spring St. M/H on Smith Ave. had debris blocking line crew vactored and cleaned
300'.
943 Colonial Park crew cleaned from cia out to main line 35' line was full of grease,.
8th St. and Goyne Dr. crew cleaned line 400' to remove blockage
632 E.8th St at Veronica Place crew cleaned 100' from cia full of grease out to main
line. .

302 Williams St. crew found a type of community line, cleaned 600' to remove
blockage and notified John Toombs of the line found.

Industrial Park.
CSO gates were exercised and greased also blocks of wood and chalk lines were
maintained on the CSO weirs to help determine by-passing.

· Crews installed newly rebuilt pump #4 inRAS station.
· Crew reversed rotation on pump #2 at Louise 8t. station to unstop pump.
Repairs in the collection system:
· Crew called PSI Energy to fix wires on weather head at Power House
station.
· Crews pulled pump #1 at Utica #1 to be repaired.
· Crews replaced the transducer at Spring St. station.
· Crews pulled pump # 1 at Crum's Ln. #2 to be repaired.
· The dodge pickup trucks were taken to vehicle maintenance for service.,

1.0 EFFLUENT QUALITY
During January, effluent quality was within NPDES permit limits for CBOD, TSS and NH-3.
Table 1.1 summarizes the effluent quality data. Attachment A contains Time Series Plots of
Carbonaceous Biochemical Oxygen Demand (CBOD) and Total Suspended Solids (TSS) values.
Attachment B contains Time Series Plots of Aeration Mixed Liquor Suspended Solids (MLSS) and
Sludge Volume Index (SVI).

2.0 DESIGN LOADINGS LIMITS
The Flows and Loadings report for May 1994 through January 2004 can be found in Attachment
C.
3.0 FACILITY OPERATIONS
Attachment D contains a list of septic haulers that discharged at the facility during the month of
January.

Monthly Operations Report
During January, the treatment processes performed very well. All parameters were well within
IDEM limits. Average influent flow was 176.3% of the plant design. The #4 RAS pump was
installed in early January; all four pumps have now been re-built and are back in operation.
Influent flow was high early in the month due to rain. Plugs were put into the scum return drains
in the chlorine contact tanks to prevent the RAS station from backing up into the effluent. Prices
have been received on replacing the polymer machine for the sludge filter press and re-building the
Parkson influent screens.
3.1 PRETREATMENT
Pretreatment activities for the month included the following:
. The Annual Industrial Pretreatment Report for 2004 was submitted, along with the
Quarterly Report to IDEM.
. Two Sill's discharge permits expired at the end of the month.
. Permits were renewed for Brinley Hardy and Indiana American Water Company.
. New permits were written and delivered to both industries.
. The Annual Industrial Survey was written and sent out to all SID's in late January. They
are due back by the end of February/

4.0 SEWER MAINTENANCE CALLS

5.0 FACILITY SAFETY & TRAINING
A safety inspection was conducted on February 1, 2005. The rating was 100%. There were no
deficiencies reported. Our plant is still in excellent shape.
A copy of the Safety Inspection Report is included as Attachment E.
6.0 SEWER COLLECTION SYSTEM AND PREVENTATIVE MAINTENANCE
