MONTHLY OPERATION AND MAINTENANCE REPORT

Following are summaries for operation and maintenance at the wastewater treatment plant, and maintenance
of the collection system and lift stations for the month of March, 2006

Plant
,......,
~ Effluent quality was within NPDES permit limits.
~ Settleable solids averaged 602 for the month; construction activity may be contributing to the
increase.
~ There were 17 wet days (defined as a day having at least 0.1 inch of rainfall and three days
afterward) resulting in an average plant flow of7.93 MGD, and 14 dry days with an average flow of
5.09 MGD. The percentages of design flow for the plant were 153% wet weather and98% dry
weather average. The total average influent flow for the month was 6.08 MGD, which is 117% of
design.
~ The facility received an average influent BOD loading of 12,469lbs/day; this is 118% of the design.
~ The facility received an average influent TSS of 14,213 lbs/day; this is 141 % of the design.
~ The facility received an average influent Ammonia of 616.9lbs/day, this is 71 % ofthe design
~ The maximum rainfall event during the month was on March 11 th at 2.25".
~ Contractor. is awaiting completion of electrical work to finish installation of recirculation pumps in
the oxidation ditches, blowers, and UV system.
~ Clean up of construction area's has begun, and back-fill around anoxic tanks.
~ We replaced the center gasket on the number 4 clarifier.
~ ADM is replacing the base to number one RAS pump, which will begin the first of April.

~ Dallas Group is installing a lamella clarifier to run the water coming off of their presses through to
try and capture the solids. Preliminary tests have been favorable. This will greatly diminish their
discharge TSS.
~ Quarterly pre-treatment report was submitted to IDEM.

. 913 Cherry St. crews cleaned 138' to remove blockage.
. 220 Mockingbird Dr. crews cleaned 500' to remove blockage.
. 1713 Jonquil Dr. crews cleaned 300' to remove blockage.
. 1518 Lynndale Dr. crews cleaned and root cut 800' to remove roots in line at MlH.
. 213 Kopp Ave. crew cleaned 400' to remove the build up of solids, Drain Busters only caned after
rodding resident line 2 times.
. 44 Artie Springs Dr. crews had to work on station pumps became air locked.
. 731 Wall St. a crew had to clean and vactor 1 C/B.
Collection crews worked with different departments of the city on various projects and a few businesses
jobs around town.
. Crews cleaned 1,994' to televise line on St. Andrews Rd. before being paved for Mike L.
. Crews televised 1,874' to inspect line before being paved.
. Crews televised 441' at 2407 Crums Ln. from MIH to M/H to inspect line put on tape for Bob M.
. Crews televised 396' at 2817 Veterans Pkwy. To see if resident was tied to sewers for Laura L. with
. the board of health.
. Crews televised 625' at 1035 Avondale Ct. to locate tap city installing new CIO.
. Crews televised 10' in storm line at 1413 Fallow Dr. to look in line, Bob G. was repairing.
. Crews televised 195' on Meigs Ave. from Court Ave. to inspect line for Bob M. put on tape.
. Crews cleaned 15' at animal shelter to remove build up of solids for Harry W.
. Crew vactored line and M/H on Poppy St. and Holly St. for Bob G.

. Crews cleaned and vactored 1,300' on Riverside Dr. from Rocky's to Kingfish down Riverside Dr.
. Crews cleaned and vactored 2,000' on Kopp Ave to Riddle St. to National Dr. to Spring St.
. Crews cleaned and vactored an additional 1,845' of sewer lines throughout the city.
. Crews televised 1,480' to locate 11 taps for residents.
. Trouble spot list was completed 6,470'ofsewer lines cleaned and vactored.
. A crew vactored out 3 wet wells due to solids and build up of grease.
. CSO gates were exercised and greased.
. 2 dye tests were done to locate lines.

. Grass at the lift stations were cut as needed.
Collection crews lift station pre-maintenance schedule
. All lift stations floats, switches, pumps, alarms, electrical and mechanical components were cleaned,
exercised, and inspected for proper operations.
. Generators at 10th St., Mill Creek, and Spring St. were operated, inspected, and exercised for proper
operations.
. Bar screens were cleaned as needed.
. Crews installed low level float at Riverport #2.
. Crews pulled valute and motor off pump #1 at Camp Powers for repairs.
. Crews painted new gantry installed in 10th St. station.
. Crew found loose coupling on pump #1 at Power House station and tightened.
. Crews filled generator at 10th St. with oil and water.
. Crews installed pump #2 back in at Georgia Crossing after repairs.
. Crews cleaned line going to thickeners in plant.
Repairs in the collection system
. A new radiator was put in dodge pickup at vehicle maintenance.
. Steps were welded that bolt on side of ditches.
. Pump #2 at Riverport #2 was pulled for minor repair and put back on line was under warranty.
. Crew replaced blown fuses on MCC on presses.
. Crew replaced blown fuses at Crums Ln. #1 lightening strike.
. Crew replaced blown fuses on influent sampler.
. Crew replaced the wiring, alarm float, and low level float at Artic Spring station.
. Vehicle maintenance repaired PTO leak, wiper motor and replaced wiper blades on ford vactor truck.
. Crew replaced burnt contacts on the plants #1 water plum.
. Vehicle maintenance installed strobe lights on new Chevy pickup truck.

1.0 EFFLUENT QUALITY
During March, effluent quality was within NPDES permit limits for CBOD, TSS and NH-3. Table
1.1 summarizes the effluent quality data. Attachment A contains Time Series Plots of
Carbonaceous Biochemical Oxygen Demand (CBOD) and Total Suspended Solids (TSS) values.
Attachment B contains Time Series Plots of Aeration Mixed Liquor Suspended Solids (MLSS) and
Sludge Volume Index (SVI).

2.0 DESIGN LOADINGS LIMITS
The Flows and Loadings report for May 1994 through March 2006 can be found in Attachment C.
3.0 FACILITY OPERATIONS

During March, the treatment processes performed very well. All parameters were will within
IDEM limits. Average influent flow was 117% of plant design capacity. Removal rates for the
month were BOD removal - 97%, TSS removal - 96%, Ammonia removal - 99%. Settleability
has improved throughout the month. Contractor is awaiting completion of the electrical work to
finish up installation of recirculation pumps in oxidation ditches, blowers and UV system. Clean-

up of construction areas, and back-fill around the anoxic tanks have begun. The gasket on #4
clarifier fill line was replaced in mid-March. ADM is going to replace the base of the #1 RAS
pump beginning in April.

3.1
PRETREATMENT
Pretreatment activities for the month included the following:
. Dallas Group is installing a lamella clarifier to run the water coming off of their presses
through to try and capture the solids. Preliminary tests have been very favorable. This will

5.0 FACILITY SAFETY & TRAINING

A safety inspection was conducted on March 6, 2006. The rating was 99%. There were no
deficiencies reported. Our plant is still in excellent shape.
A copy of the Safety Inspection Report is included as Attachment E.
