During February, effluent quality was within NPDES permit limits for CBOD and TSS concentrations. Table
Ll sumlllarizes the effluent quality data. Attachment A contains Time Series Plots of daily Carbonaceous
. Biochemical Oxygen Demand (CBOD) and Total Suspended Solids (TSS) values. Attachment B contains Time
Series Plots of Aeration Mixed Liquor Suspended Solids (MLSS) and Sludge Volume Index (SVI).

3.0 FACILITY OPERATIONS
Attachment 0 contains a list of septic haulers that discharged at the facility during the month of February.
During February the treatment processes performed very well. The facility experienced above normal rainfall for
the month which caused the plant effiuent flow to be higher then normal.
the sludge settleability and Sludge Volume Indexes (SVls) in the secondary treatment process are back to
normal.

3.1.PRETREA TMENT

Pretreatment activities for the month of February include:
One NOV was issued to Wyandot, Inc. for pHviolations of 12.0 on January 8, 1999, pH of 11.4 on
January 18, 1999, pH of 12.0 on January 25, 1999, and pH of 11.5 on January 28, 1999.
One NOV was issued to IWR for discharging 371 pounds of COD on January 15, 1999. The daily
limit is 350 lbs/ day of CO D.
Annual sampling was performed at Wyandot, Ine. and The Dallas Group of America. .
4.0 PREVENTIVE AND UNSCHEDULED MAINTENANCE
Preventive maintenance was performed on all equipment as scheduled for February. There were 28
unscheduled maintenance tasks performed. All were minor repairs except for:

Replaced pipe work in the process water basement.
Repaired force main at Camp Powers lift station.
Rebuilt pump No 2 at Ewing In lift station.
Rebuiltpllrnp No 2 at Colonial Park lift station.
Repaired both pumps at Sunset lift station.
Repaired out side plant lights.
Repaired No 1 process water pump.

Maintenance & Repair expenditures for the month of February are detailed in Attachment F. Table 4.1
presentsrhe amount expended in February. Table 4.2 includes the same information for Repair &

5.0 FACILITY SAFETY & TRAINING
A safety inspection was conducted on February 24, 1999. The rating was 100%. There were no deficiencies
reported. A copy of the Safety Inspection report is included as Attachment 1.

Safety training was provided by our Safety Coordinator and by the Red Cross on CPR and First Aid for the month

Collection system personnel continued working iri the Meadows Subdivision investigating homes for illegal sump
pump connections. All trouble spots in the collection system have been cleaned and catch basins have been checked
ind cleaned each week. Collection system personnel also televised several sections of sewer lines in the City, Park and
Main, 8th and Graham and 300 block of Main St. High Meadows subdivision lift station was started up February
12, 1999.
