1.0 EFFLUENT QUALITY
During February, effluent quality was within NPDES permit limits for CBOD
and TSS concentrations. Table 1.1 summarizes, theefflue,nt quality data.
Attachment A contains Time Series" l?l()t~gf4aily Carbonaceous Biochemical
Oxygen Demand (CBOD) and Total Suspended Solids (TSS) values.
Attachment B contains Time Series Plots of Aeration Mixed Liquors Suspended
Solids (MLSS) and Sludge Volume Index (SVI).

found in Attachment C.
3.0 FACILITY OPERATIONS
Jeffersonville Wastewater 'Treatment Facility
Monthl 0 erations Report
Attachment D contains a listof septic haulers that discharged at the facility
during the month of February.
During February the treatment processes
performed well. The fac:ility did experience
several high peak flows events ciuring the
month. The high peak flows are a result of
rainfall events during the month.
The poor sludge settleability, high Sludge
Volume Index's (SVI's) and foaming in the
treatment process is still a concern at the
wastewater treatment facility. We continue
to work with the local industries tq elirl1inate th~tg}(ic ~i~c:harges, that create the
high SVI's and foaming. The influent loadings at the head works of the facility
are also still relatively high and are also a concern. The exc~ssiye l()aciings at the
influent structure are causing an increase in sludge production and electrical
consumption at the facility. Our continued efforts to reduce the influent loadings
and oils and greases should help in reducing this concern.
3 .1 PRETREATMENT
Pretreatment activities for the m()nthoLF~1:>,rtlary include:
There were no NOV's issued for the month of February.
fi
Intermittent yearly industrial sampling of
Philadelphia Quartz and Wyandot was
performed. IWR was permitted to resume
their discharge, to the city sewer system.
IWR will be required to meet a 3.50 lbs of
chemical oxygen demand (COD) per day
and to increase theirclaily monitoring of
MBAS until d~emeclntrf~s~ary by the city.
An attempt to inspect Custom Plating
failed due to the business doors were
closed. Continued attempts resulted in the
same.
The Annual Report to the state was finalized and sent out on February 24,
1998.

5. 0 FACILITY SAFETY & TRAINING
A safety inspection was conducted. on Fepll.@ry 27, 1998. The rating was a 98%.
The deficiencies reported were:
~ Paint thinner left out on work bench in the
Maintenance Garage.
Safety training for the month was conducted by the
Susan Tomasallo on First Aid & .CPB,... A. SOpy of
the Safety Inspection report is included as

During the month there were 16 sewer calls. Thecalls\V~rerelate~..t()~rH~f()ll()wing:

~ Eight were related to residential problems.
~ Two were due to odors
~ Five were due blockages in the City's main line.
~ One was caused by roots.
Collections system personnel are still working in the Meadows Subdivision checking
homes for illegal sump pumps connections. They
have completed cleaning all troubled sewer spots
around the city. At Crums 2 lift station we pulled
and unstopped No. 1 pump. The crew also
helped the City to clean snow off of the streets.
Table 6.1, on the next page, details the data on
February's sewer projects.
