Coleman Facilities Manager r- , ~.. ; ~ r- l , ~ f i t . 1.0 EFFLUENT QUALITY During January, eflluent quality was within NPDES permit limits for CBOD and TSS concentrations. Table 1.1 summarizes the effluent quality data. Attachment A contains Time Series Plots of daily CBOD and TSS values. During January the treatment processes performed well. The facility did experience several high peak flow events throughout the month. The high peak flows are a result of rainfall events and the infiltration of the storm water into the collection system. However, due to operator attention and making the necessary adjustments, these events did not create any significant operational problems. ---I' JEFFERSONVILLE. IN r ; L~ ,...... f t r ' t r , , t Poor sludge settleability at the final clarifiers, continues to create some concern. The poor settleability can be attributed to the high influent and return sludge flow rates, experienced in recent months. The high flow rates reduces the detention time through the secondary treatment process and sheers the activated sludge floc particles. This, along with the high TSS and BOD influent loadings continues to create the settling problems. The operators have been instructed to monitor the return rates more closely and make more frequent adjustments. This along with our continued efforts to reduce the influent loadings, should help resolve this problem in the near future. 2.1 PRETREATMENT During January, we met with all the significant industrial users (Sill's) and the City Council, concerning the proposed amendment of the sewer surcharge ordinance. The City and the significant industrial users ( G. pfau's, Dallas Group; PQ; Wyandot, and IWR) that are contributors of high TSS and BOD loadings have agreed to collect flow, TSS and BOD data from their discharge, and at each of the City's three main lift stations. This data will help to determine and verify the effect of each industries discharge and if these loadings could be originating from another. Other activities during the month of January: ~ IDEM met with the lab superintendent in January and requested our assistance in the testing of dissolved and total copper in our influent and effluent. This will assist in the development of the NPDES copper discharge permit limits. ~ A new discharge permit was issued to Custom Plating, due to a change in ownership. ~ Investigative sampling and inspections were conducted at Wyandot and Louisville Barrel to determine loadings and verify compliance. The investigations resulted in a notice of noncompliance (NOV) to be issued to Wyandot. Wyandot exceeded their discharge limits of oil and grease. ~ Annual users' surveys were also issued to all Sill's as required by state regulations. We will continue to work with all industries to ensure compliance with their industrial discharge permit limits. ~- JEFFERSONVILLE, IN r f I 3.0 PREVENTIVE AND UNSCHEDULED MAINTENANCE Preventive maintenance was performed on all equipment as scheduled in January. There were 16 unscheduled maintenance tasks performed. All were minor repairs except for: ~ Replaced turnbuckles on NO.2 final clarifier. ~ Repaired NO.4 pump check valve at 10th St. lift station. ~ Replaced all three air release valves on the force main between Utica 1 and Riverport 2 lift stations. ~ Electrical contractor investigated electrical problem to No.1 pump at Crums Lane 1 lift station. ~ Replaced electrical contacts and motor starter at Cedarview lift station. ~ Replaced main electrical control breaker to the No.3 pump at Spring St. lift station. A list of unscheduled maintenance work orders is included as Attachment. C. Maintenance and repair expenditures for the month of January are detailed in Attachment D. Table 3.1 represents the total amount expended in January, and for the year. Table 3.2 includes the same information for repair and replacement expenditures. Attachment E contains a detail of repair and replacement expenditures for the year. IN 4.0 FACILITY SAFETY & TRAINING Safety inspections were conducted on January 20,1997. The rating was 97%. The deficiencies reported were: ~ We have openings at the grit landing area that need covered. ~ We have combustible materials that are not properly stored. A copy of the Safety Inspection report is included as Attachment G. Also, Mike Arms, JI. received his CDL license in January. 5.0 SEWER COLLECTION SYSTEM During the month there were 44 sewer calls. The calls were related to the following: [ ~ Twenty-eight were related to blockages within the resident's line. ~ Five reported sewer backup's. ~ Five were due to blockages within the City's main line. ~ Four were related to catchbasin drainage. ~ One was caused by storm related back-ups. ~ One was due to odor complaints. D [ Collection systems personnel are conducting investigative methods, trying to locate Infiltration/Inflow (1&1) problems at the Middle School Lift Station area. All manholes in the Foxboro subdivision have been sealed and repaired. . Sump pump inspection on all houses in Foxboro has been scheduled for February, along with the continuation of televising sewer lines for possible 1&1 problems.
