JEFFERSONVILLE PLAN COMMISSION
October 29,2019
Call to Order
Chairperson, Mr. McCutcheon,called the meeting of the Jeffersonville Plan Commission to order at
6:01 p.m. in the City Council Chambers,Jeffersonville City Hall,500 Quartermaster Court,Jeffersonville, Indiana.
Roll Call
Members present were: Duard Avery,Chris Bottorff,Scott Maples, Mike McCutcheon and Dustin White.
Those members not present: Kathy Bupp and Ed Zastawny. Also present were Nathan Pruitt-Planning&Zoning
Director, Les Merkley- Planning&Zoning Attorney, Chad Reischl- Planning&Zoning Coordinator and Peggy
Hardaway-Secretary.
(Secretary's Note: All plat maps, photos,etc. presented before the Plan Commission on this date can be found in
the office of Planning and Development.)
Approval of Minutes: Mr.White made a motion to approve the minutes of July 30, 2019,August 27, 2019 and
September 24, 2019, seconded by Mr. Bottorff and motion passes 5-0.
Approval of Docket: Mr. Maples made a motion to approve the docket,seconded by Mr. Bottorff and motion
passes 5-0.

New Business:
PC-19-59 Rezoning
PB Real Estate LLC filed a request for rezoning application for property at 416 Meigs Avenue. The current
zoning is R3 old city residential,the proposed zoning is DC downtown commercial.
Representation: Ken Pierce on behalf of PB Real Estate
• Currently at 705 Meigs—need more space
• Will invest$50-100,000 renovations
• And in future if we ever want to sell
Board questions: Mr.White—do you have a parking plan? Mr. Piece—we have street parking and we plan
to pave the area of the garage which would give us 3-4 spaces; and we talked with Blankenbeker and Title Company
and will be allowed to park behind their pole barn.
Public Comment: support—Dan Christenson 419 Meigs Avenue-we welcome this new small business.
Alan Applegate 428 Meigs Avenue—we welcome this new business and will work out the parking.

Mr. Maples made the motion to send a favorable recommendation to the City Council, seconded by
Mr.Avery and motion passes 5-0.

PC-19-60 Development Plan
Hollenbach-Oakley LLC filed a development plan application for property at River Ridge Parkway and
Corporate Drive. The current zoning is IR Indiana Army Ammunition Plant Redevelopment;the proposed
development is an office complex.
Representation: Mark Hildenbrand HWC Engineering 303 Scribner Drive New Albany(consultant)
• First phase of gateway office park in River Ridge—3 office building @ 45,000 sf each
• Minimum rear setback—25'
• Signage 5%surface facing the street
• 3 monument signs(for each building) 6' high and 48 sf
• Extensive plan for landscaping that is above requirements of Jeffersonville
Board questions: Mr.White—will you own the company? Greg Oakley, Partner—potentially each of these
building being multi-tenants;our goal is to own 125,000 feet.

Mr. Bottorff made the motion to approve the development plan,seconded by Mr. Maples, motion
passes 5-0.
PC-19-61 Rezoning Request
Weis Properties LLC filed a rezoning application for property at 300 West Maple Street. The current zoning
is M1 low density multi-family residential. The proposed zoning request is for DC downtown commercial.
Representation: Scott Weis(did not sign in)
• 4,500 sq ft biker theme restaurant/bar,contract to purchase pending zoning approval
Board questions: none
Public comment: Jason Sams 301 West Maple Street with ARC-entity that owns Town Place Suites and
Colston Park. We want to make sure that the design compliments the area and comes back to the plan commission
with details later and we get proper notification that it is a good looking development next to ours.

Board comments: Mr.Avery—this property has been vacant fora long time.
Mr.White made the motion for a favorable recommendation to send to the City Council, seconded by
Mr.Avery and motion pass 5-0.
Mr.White, as Councilman for this District, I welcome you to the area.
PC-19-62 Development Plan Request
KJ Development Inc filed a development plan application for property 715 West Riverside Drive. The current
zoning is M2 medium density family residential. The proposed development is a 32 unit townhome style apartment
building.
Representation: Alan Applegate 428 Meigs Avenue,Applegate, Fifer, Pulliam, Benson—representing
Rocky's Realty and KJ Development(presentation combined with PC-19-63)
• 32 unit multi-structure townhome style apartments on south side of Riverside
• minimum side setbacks—variance 15'on east end
• perimeter landscaping 16 on public street; 0 on side/rear property lines
• signage 0 feet from ROW
Mr.Avery—basically this is specific to the building being placed there and minor changes. Mr.Applegate-
yes,these plans are going to show that we meet most of the landscape, lighting,etc development standards within
the classification. Mr.Avery—the infill project is fantastic,very sufficient development for the location with the
buffer to the bridge, middle class housing.

Mr. McCutcheon does staff have any guidance? Mr. Pruitt—three minor issues to clean up, plan is
consistent with what was presented last time but in detail of landscaping.

Board questions/comments: Mr.White—what are the expected rents?
Mr.Wes Johnson 106 Bauer Avenue Louisville—with Rocky's and KJ Development. The goal is to be
competitive in the market and we feel that the location is such a valuable amenity that we'll be in the higher end of
the market rent. We are designing the unit to be of a size that will allow for smaller one bedroom or studios to be as
affordable as they can be. Market studies reflect that this will be a highly sought after location at those market
rents.
Mr.Avery made the motion to approve the development plan as presented with the three changes,
seconded by Mr.White and motion passes 5-0.
PC-19-63 Development Plan Request
KJ Development Inc filed a development plan application for property 1000 block of West Market Street,
with frontage on West Riverside Drive. The current zoning is DC downtown commercial.
Representation: Alan Applegate 428 Meigs Avenue,Applegate, Fifer, Pulliam, Benson—representing Rocky's
Realty and KJ Development(combined with PC-19-62)
• 106 unit building over the floodwall on the Market Street parking lot
• Minimum landscaping—0 for all trees
• Building meets standards for foundation plantings—doubles as landscape screening for parking
• Perimeter landscaping—public street 19 trees and 3 trees via fee-in-lieu; rear property lines 0 trees
6 trees via fee-in-lieu
• Signage—3 monument signs (one per building)with 6'height and mas 48sf per side
• Parking lot landscape—waiver for rear
• Signage total—540 sf of signage
• Signage wall—220 sf blade sign

Mr.White made the motion to approve the development plan, seconded by Mr.Avery and motion
passes 5-0.
PC-19-64 Final Plat Approval
Jeffery Corbett of Ellings Property Development LLC filed a final plat application for Phase 2A of the
Ellingsworth Common Subdivision. The final plat has minor changes from the preliminary plat and must be
approved by the Plan Commission. The current zoning is PD planned development;the proposed development is
single family residential.
Representation: David Blankenbeker 618 East Court Avenue Jeffersonville on behalf of Mr.Corbett
• Location of gas line easement which shifted on some lots
• Trail through commons area
Mr. Bottorff made the motion to approve the final plat, seconded by Mr.White and motion passes 5-0.
PC-19-65 Final Plat Approval
Jeffery Corbett of Ellings Property Development LLC filed a final plat application for Phase 2B of the
Ellingsworth Common Subdivision. The final plat has minor changes from the preliminary plat and must be
approved by the Plan Commission. The current zoning is PD planned development;the proposed development is
single family residential.
Representation: David Blankenbeker 618 East Court Avenue Jeffersonville on behalf of Mr.Corbett
• One lot was removed and one lot reconfigured for drainage basin

Mr. Bottorff made the motion to approve the application,seconded by Mr.Avery and motion passes 5-0.
PC-19-66 Final Plat Approval
William Sprigler filed a final plat application for section 1 of the Waterford Point Subdivision. The final plat
has minor changes from the preliminary plat and must be approved by the Planning Commission. The current
zoning is PD plan development. The proposed development is single family residential
Representation: David Blankenbeker 618 East Court Avenue Jeffersonville on behalf of Mr.Sprigler
(landowner) and Mr.Cline(developer/builder)
• Created new lot when "future development"was defined in common area
• Created second lot near Radiance Way(Commons area C)
• the same as the preliminary plat but divided off differently

Mr.White made the motion to approve the application, seconded by Mr. Bottorff and motion passes 5-0.
BOARD COMMENTS:
Reports from Director and Staff: Mr. Pruitt—reviewed with Board if anyone was traveling around the November
meeting; next meeting will be as scheduled November 26; no meeting in December.

There being no further business to come before the Plan Commission the meeting was adjourned
at 6.42 p.m.
