March 7, 2019
CALL TO ORDER: The meeting for March 7, 2019 Fire Merit Commission was called to order by
Commissioner Spalding at6:00 P.M.
ROLL CALL:The roll call conducted and those present were Commissioner Spalding, Commissioner
Smith, Commissioner Futz Brown, Commissioner Dyson, and Commissioner McCormick.

MINUTES: Minutes for the January 3, 2019 and February 7, 2019 Regular Proceedings,January 10, 2019
Special Meeting presented. Commissioner Smith made the motion to APPROVE the minutes, seconded
by Commissioner Dyson.
APPROVAL OF AGENDA: A motion to ACCEPT Agenda as present by Commissioner Smith, seconded by
Commissioner McCormick.
UNFINISHED BUSINESS:
1. ELECTION OF OFFICERS:
PRESIDENT-Commissioner Smith NOMINATED Commissioner Spalding for President, seconded by
Commissioner Brown, passed on a vote of 5-0.
VICE-PRESIDENT—President Spalding NOMINATED Commissioner Brown for Vice-President,
seconded by Commissioner Smith, passing on a vote of 5-0.
TREASURER—President Spalding NOMINATED Commissioner Smith for Treasurer, seconded by
Commissioner Brown passing on a vote of 5-0.
NEW BUSINESS:
1. PROPOSED MERIT CHANGE TO PROMOTION CRITERIA: Fire Union President Hurt presented the
proposed changes reporting the change to be voted on by the Union March 17, 2019 and has been
posted by the Union the Merit Commission Attorney has posted Notice for the Public Hearing and to
discuss the adoption of changed to the Internal Rules and Procedures of the Merit Commission.

Mr. Stewart,Attorney for the Commission, stated the proposed changes for each calendar year of
service in the JFD,the candidate for promotion shall receive credit towards the maximum twenty
percent (20%) possible credit in the twenty percent(20%) seniority composite score. Candidates testing
for Sergeant shall receive one percent (1%) credit per year of service. Candidates testing for Lieutenant
shall receive three-quarters percent (0.75%) credit per year of services. Candidates testing for Captain
and Battalion Chief shall receive one-half percent (0.5%) credit per year of service. President Spalding
Open the Public Hearing at 6:13 P.M., Closed the Public Hearing at 6:14 P.M., with no one speaking in
favor or unfavorable of the proposed change. Commissioner Smith made the Motion to ADOPT the
new Proposed Ruled, seconded by President Spalding passing on a vote of 5-0.
2. REPORT FROM ADMINISTRATION CHIEF HEDRICK: Chief Hedrick welcomed Commission McCormick
to the Merit Commission. Chief Hedrick stated on March 15, 2019 Joey Jones will be retiring and will
have a vacancy but as mentioned at last meeting will not fill this vacancy or ask the Fire Merit
Commission to fill at this time. The way this process goes the vacancy to be fill will contact off the hiring
list established by the Fire Merit Commission, one of the major requirements provided a CPAT card. Not
going to request for the one person due to training but will be requesting seven, six new hires and the
one vacancy from retiree, Chief will be working together with Mr. Stewart in approximately three (3)
months. President Spalding asked if any of the new hires will be due to promotion, Chief Hedrick
replied no.
3.ADJOURNMENT: With no further business required from the Commission, Commission Smith made
the motion to ADJOURN, seconded by Commissioner Dyson meeting adjourned at 6:30 P.M.
