JEFFERSONVILLE PLAN COMMISSION
November 27, 2018
Call to Order
Chairperson, Mike McCutcheon, called the meeting of the Jeffersonville Plan Commission to order at 6:04 pm in
the City Council Chambers,Jeffersonville City Hall, 500 Quartermaster Court,Jeffersonville, Indiana.
Roll Call
Members present were: Duard Avery, Kathy Bupp, Lisa Gill, Dustin White, Ed Zastawny and Mike McCutcheon.
Those members not present: Rita Fleming. Also present were Nathan Pruitt, Planning & Zoning Director, Les
Merkley, Planning & Zoning Attorney, Ashley Woolsey, Planning & Zoning Coordinator and Peggy Hardaway,
Secretary.
(Secretary's Note: All plat maps, photos, etc. presented before the Plan Commission on this date can be found in
the office of Planning and Development.)
Approval of Minutes
Motion made by Mr. Zastawny to approve the October 30, 2018 Minutes, seconded by Mr. White and motion
passes 6-0.
Approval of Docket
Ms. Gill made the motion to approve the docket, seconded by Mr.Zastawny and motion passes 6-0.

New Business
PC-18-73
DF Development LLC filed a final plat application for properties located at Highway 62 and Gottbrath
Parkway. The property is zoned C2-PD which is a planned development — Bridgepoint Commons. The final plat
boundaries have changed slightly from the preliminary plat and a final plat was previously approved. Due to this
change, the plat is not approvable by Planning Staff and needs Plan Commission approval.

• Re-plat of the revised final plat of Bridgepoint Commons Section 1 based on sale of part of property
Board questions: Mr. Zastawny— is there a building being built on one of these? Mr. Blankenkeker—yes on
lot 3 and lot 4, I don't believe they have announced yet. Ms. Bupp — this is only to amend previous final plat
approval? Mr. Blankenbeker—yes. Mr. Pruitt—lot 2 subdivided into 4 parcels; notch carved out—fixing small piece
that was not correct.
Public comment: support—none; against: none; close public comment.
Letters/calls? no
Ms. Gill made the motion to approve revised final plat PC-18-73, second by Mr. Zastawny and motion
passes 6-0.

Greg Lander& David Miller filed a rezoning application for approximately 25 acres of property located in the
4600 block of Charlestown Pike (Parcel#10-42-03-600-278.000-039).The current zoning is Al (Agriculture).The
proposed zoning is R3 which is single family residential.
Representation: Alan Applegate, Applegate Fifer Pulliam 428 Meigs Avenue Jeffersonville on behalf of Land-
Mill Developers which is a corporation owned by Mr. Lander and Mr. Miller, who are also present tonight along with
Mr. Blankenbeker as the surveyor on this project.
• Under contract with SGL Properties to purchase the land
• Developers of Creek Stone Ridge, Whispering Oaks, Raintree Ridge—local builders
• homes 1300-1500 square foot (4 homes per acre) affordable housing
• R3 Old City Residential intended to provide a land use category for small lots and small single
family detached homes (R3 allows 8 per acre)
Mr. Avery—better use of land and I would not be opposed to additional lots per acre.
Mr. Pruitt—in letter of intent this not only includes the 100 lots within 25 acre, but allows for more
setup help.
Mr.Applegate—yes, the R3 will allow us to avoid going to the BZA to ask for 7-8 different variances with side,
front and back setbacks.
Mr. White—I'm in favor passing as presented.

Ms. Bupp —are we using the R3 because there is not a better code? Mr. Pruitt—yes—this gets them much
closer to the target. This is not uncommon.
Mr. Zastawny made the motion for a favorable recommendation for the rezoning with the limitation of 4 lots
per acre, second by Ms. Gill. Mr. White questioned if limiting the number of houses - does that increasing the price
of the house? Mr. Applegate—not in my client's opinion; and motion passes 5-1 (White).
PC-18-75
Joe Wolfe filed an application on behalf of Koetter Construction for a development plan approval for a
property at 7801 Highway 62. The property is zoned C2 which is medium to large scale general commercial. The
previously approved development was an approximate 5,035-square-foot convenient store with gasoline pumps.
The proposed development is the same use with slight alterations to the site design. The drive area on the on South
portion of the plan along Samuel Drive has been widened. Due to this widening, the landscape plan was altered and
requires an additional landscape waiver for the perimeter trees.
Jennifer Kern with Accurus Engineering — requesting a revised plan for this sight to encroach 20' (73.5 lot
coverage). Moving the location of the trees on the property and will still need an in lieu fee.

Ms. Gill made the motion to approve the amended development plan for PC-18-75 with the approval of
waivers, seconded by Ms. Bupp, and motion passes 6-0.
PC-18-76
Chris Nolan filed a development plan application on behalf of Pinnacle Properties Development Group for
property at 3017 Middle Road. The proposed development is a 4,322 square-foot multifamily development with a
total of 8 units.The applicant also filed a Development Standard Variance application.

• .524 parcel acre in front of existing apartment complex (Amanda Place Apartments)
• Development plan was rezoned September 6, 2016 to allow this property to be developed as
apartments, at the time of the request we tendered a drawing substantially similar to this and was
approved to allow in essence this building.
• Minimum side setback—rear of the building is 21' from property line
• Off-Street Parking—encroach into front, rear and side setbacks
Ms. Gill—I noticed there has been clearing; is the retention basin being constructed before the building?
David Blankenbeker—the project is on a slow schedule and because the State Permit was going to expire if
we did not start, so that is the reason we stripped the sod and started a temporary drive and a silt fence.

— I live out in the neighborhood and go by this property frequently. I share some concern of the retention pond.
There is a lot of trash coming up from the corner — I picked up myself. There is a car wash next door that is not
doing any business right now but when open the trash does increase sufficiently and I would hate to see something
this close to the street when we are trying to raise the profile of that area there just become a trash pit. I have
walked through that parking lot several times, nice to have the buffer from the apartment and I have not been
overly impressed with the maintenance of landscape and grass cutting on that property. It is a concern — I wish
there was another way to locate the pond where there is not such a high profile. Thank you

Mr. Zastawny — I remember when we rezoned this property and would like to know will this new building
look like the original buildings—size and architecture? Mr. Blankenbeker—the brick is no longer available, but it will
be an 8 unit building to look like the existing buildings. I would also like to answer the concern over the detention
pond - because this is the low point of the property and has to go in that location. This has been to the Drainage
Board and approved. It will be a low lying grass area and the only time it will have water in it will be just for a few
hours immediately after a heavy rain. So it should not be an issue with collection of debris or anything the regular
maintenance crew will take care of it. I expect it will be well taken care of.
Ms. Gill made the motion to pass the development plan of PC-18-76, seconded by Mr. Avery, and motion
passes 6-0.
Reports from Director and Staff
• There will not be a December meeting
• GCCS will be presenting development plans for the new downtown school probably in January

There being no further business to come before the Plan Commission the meeting was adjourned
at 6:39 pm.
