FIRE MERIT COMMISSION
The Jeffersonville Fire Merit Commission held a Regular Meeting on Thursday,
December 6, 2018 in the 2nd floor Conference Room, 500 Quartermaster Court,
Jeffersonville, IN.

CALL TO ORDER:
Ms. Barrow called the meeting to order at 6:05PM. Mr. Smith was absent.
Mr. Horvath made a motion to approve the minutes of the November 1, 2018 meeting;
Mr. Spalding seconded—it was passed unanimously.
BUSINESS:
- Mr. Hurt noted that he felt that"historically"the promotion list that the Chief
requested would be approved at the time of the request. Mr. Masingo noted that
the rules state that a promotion would not be approved until a vacancy occurs and
that while the Commission has up to 6 months to answer that request—they
normally do not take that much time.
- The question of why Mr. Frey was removed from the board came up. Mr. Hurt
answered that he had been asked about making a change to the board and just felt
that if a change was going to happen, this would be a good time since promotional
and new hire testing had been completed.
- Mr. Hurt questioned as to what Promotional List would be used—the original one
or the amended(changes made by the Chief) would be used; the original one will
be used.
- Mr. Hurt brought up the subject of using"time in Rank" for the next promotional
process. This would change the percentage for Seniority from a straight 20%to
20 years = 1%per year; 30 years - .6667%per year and 40 years - .5%per year.
(see attachment). The Commissioners will look into this for the next promotional
testing time.
- This is Mr. Masingo's last meeting. He has been a
- Mr. Hurt reminded all that there will be a Christmas Party at the Union Hall on
12/7/2018 and all are invited. Ms. Barrow had an incident in her neighborhood
and the Fire Department was called and did a great job.
Adjournment:
- Mr. Spalding made a motion to adjourn; Mr. Dyson seconded. The meeting was
adjourned at 6:20 PM.
