HomeMy WebLinkAboutPC OCTOBER 30, 2018 MINUTES OF THE JEFFERSONVILLE PLAN COMMISSION October 30, 2018 Call to Order Chairperson, Mike McCutcheon, called the meeting of the Jeffersonville Plan Commission to order at 6:20 pm in the City Council Chambers,Jeffersonville City Hall, 500 Quartermaster Court,Jeffersonville, Indiana. Roll Call Members present were: Duard Avery, Rita Fleming, Dustin White and Mike McCutcheon. Those members not present: Kathy Bupp, Lisa Gill, and Ed Zastawny. Also present were Nathan Pruitt, Planning & Zoning Director, Les Merkley, Planning & Zoning Attorney, Ashley Woolsey, Planning & Zoning Coordinator and Peggy Hardaway, Secretary. (Secretary's Note: All plat maps, photos, etc. presented before the Plan Commission on this date can be found in the office of Planning and Development.) Approval of Minutes Motion made by Dr. Fleming to approve the September 25, 2018 Minutes, seconded by Mr. White and motion passes 4-0. Approval of Docket Mr. White made the motion to approve the docket, seconded by Dr. Fleming and motion passes 4-0. Approval of Findings of Fact None Staff Presentation Mr. Pruitt presented "Planning for Growth" • 455 acres of new commercial build • 4700 new housing unites needed in the next 5 years • Only 2100 unites approved since 2017 (few built to date) • Remove barriers to multifamily housing—reform local codes (affordability and availability) Old Business PC-18-65 Brandon Denton with Denton Floyd Real Estate Group filed a rezoning application and a development plan application for property at 4406 Helen Road. The property is zoned R1, single family residential; the proposed zoning is M3 which is multi-family residential. The proposed development is a multi-family housing; PC-18-64 and PC-18-65. Note: Mr. Pruitt indicated that there was an oversight to update the public notice; the zoning application went before the City Council and it did pass (PC-18-64). John Campbell with Heritage Engineering representing with Branden Denton of Denton Floyd Real Estate Group. Returning from last month to address a couple of outstanding items: • Changed access to secondary entrance for safety concerns • Minimum front setback—20' with landscape bugger overlapped • Minimum side setbacks—20' setback and landscape buffer overlapped Page 1 of 3 Jeffersonville Plan Commission Meeting—October 30, 2018 • Off-street parking—20' • Buffer yard requirements—provided 20' setback and landscape buffer overlapped Dr. Fleming asked Mr. Campbell to review the parking requirements. Mr. Campbell indicated that we are at 1.6 spaces per unit; research and comparison to other plans in Jeffersonville that this is within an acceptable range. National levels show parking requirements are seeing a downward trend. Dr. Fleming—what about a bus stop? Mr. Campbell — I don't think we would be opposed, something to work out with TARC. Mr. Pruitt — it would be nice to get 2-3 developers to work with TARC to plan for bus needs. Mr. Campbell — not all high end complexes have covered parking, and the Denton Floyd Group wants to use those additional funds for residential amenities. Public comment: Bob Miller — 4410 Herb Lewis Road. Following last month's meeting I measured Herb Lewis Road — it is 16' wide; Helen Road is 24' wide. Improvements will take a couple of years and we have been dealing with this for a year and a half already. New vehicles — 2200 will be using this area, this will be very congested. I would suggest adding ingress/egress to ease the traffic in this area off 10th Street. I would like a fence barrier, not trees,to separate this property and surrounding private properties. Mr. Pruitt—it is very likely there will be no ability to create another signaled intersection. Mr. Campbell — hopefully with the development of nearby property the road will be addressed and improved to City standards; and currently there is the access road with other signal intersections to 10th Street to help with traffic issues. Denton Floyd will work with neighbors regarding some type of fencing. Mr. Pruitt—an item not in the staff report: add southern boundary with a minimum setback— 10' waiver- compatible use with multi-family. A motion was made by Mr. White to approve PC-18-65, seconded by Dr. Fleming and motion passes 4-0. New Business PC-18-69 Jason Sams on behalf of ARC Properties filed a development plan application for properties located on the 300 block of Mulberry Street. The property is zoned DC which is downtown commercial. The proposed development is an amended development plan for a previously approved condominium development. Jason Sams with ARC—1517 Fabricon Boulevard Jeffersonville • Colston Park project on Mulberry; November of 2017 approved 24 units with our office space • Amend plan to add 6 more condos where the office space would have been; the original covered parking area is no longer covered because we are extending canopy adjacent to the building to provide covered parking (total of 30 one/two bedroom units) Board questions: Mr. White—are you moving your office out of Jeffersonville? Mr. Sams- no. Dr. Fleming— size of units? 1350-1450 sq ft in the $200-300,000 price range. Public comment: support — Case Kiper, 322 W Market Street; active member of Rose Hill Neighbor Association. We are very much in support of these units now that we learned these will be owner occupied. Against: none; close public comment. Mr. White made the motion to approve PC-18-69, second by Dr. Fleming and motion passes 4-0. PC-18-70; PC-18-71; and PC-18-72 Mike Leonard on behalf of Hogan Real Estate filed three development plan applications on part of 600 West 9th Street/lot 1; and part of 927 Indiana Avenue/lot 2 and 4. The properties are zoned HC — highway commercial and Cl small/medium commercial. The proposed developments are two restaurants and a coffee shop with a drive through. Representation: Alan Applegate, Applegate Fifer Pulliam 428 Meigs Avenue Jeffersonville • Several waivers are needed (see Staff reports) Mr. Pruitt—public/private partnership (city owned property); landscape in lieu fee—Mr. Applegate yes. Mr. McCutcheon — are you comfortable that they meet the needs, and that they are not issues for us to consider. Mr. Pruitt — yes, I believe these waivers are needed to achieve what they are planning. Mr. Mike Leonard, Hogan Real Estate 9300 Shelbyville Road—we will commit to the lighting requirements and submit as part of the building plans. Public Comments (PC-18-70; PC-18-71 and PC-18-72) against—none, support—none PC-18-70 Mr. White made the motion to approve, second by Mr. Avery, and motion passes 4-0. Reports from Director and Staff Mr. Pruitt — commended Dr. Fleming on reading the High Cost of Free Parking and offered to have a copy available to any member wishing to read a copy.
