FIRE MERIT COMMISSION
The Jeffersonville Fire Merit Commission held a Regular Meeting on Thursday, March
2, 2017 in the first floor Council Chambers, 500 Quartermaster Court, Jeffersonville, IN.

CALL TO ORDER:
Mr. Monohan the meeting to order at 6:OOPM. All commissioners were present. Mr.
Frey made a motion to accept the minutes of the February 2, 2017 meeting, Mr.
Kepfhammer seconded - the minutes were unanimously approved.
NEW BUSINESS:
- A discussion was had regarding the Chief's email of 2/27/2017 regarding the
upcoming JFD promotions that are needed due to upcoming retirements. Captain D.
Frantz and Battalion Chief Phil Lovan will be retiring effective 3/31/2017. The
promotions would be effective 4/1/2017.
- The discussion continued regarding J. Smart and why he was passing on the
promotion. The Chief had already relayed to Mr. Smart that if he passed he would
go to the bottom of the promotion list. Mr. Hurt added that the Union would not
support Mr. Smart one way or the other. A motion to approve the promotion list was
made by Mr. Frey; Mr. Kepfhammer seconded—it was unanimously approved. Mr.
A. Decker—Battalion Chief; Mr. J. Kempf and Mr. Kiesler—Captain; Mr. C. Ogden
and Mr. M. Terry—Lieutenant and Mr. J. Thompson and Mr. Emerson to Sergeant.
- Mr. Smart arrived late and thanked the commissioners for their time and
professionalism in doing the promotional interviews and testing. He noted that he
was experiencing some unforeseen events in his personal life and did not feel that
this was the time to take on a new position.
- Any changes that the Fire Fighters/Union would like to make to the rules should be
submitted to the commission by the May meeting.
Adjournment:
Mr. Kepfhammer mad a motion to adjourn; Ms. Barrow seconded. The meeting was
adjourned at 6:35.

Subject: JFD Promotions needed due to upcoming retirements
Commissioners, Meeting on March 2, 2017
I request that the Merit Commission provided me with the next (3) members for promotion for the ranks of:
Battalion Chief
Captain
Lieutenant
Sergeant
These promotions are a result of a retirement of a Captain (Frantz) & Battalion Chief(P. Lovan) from JFD. Because of
these (2) retirements we will need to make promotions to the following ranks of
(1) BC, (2) Cpts, (2) LTs, and (2) SGts.
The promotions will affective beginning the April 1st, 2017 pay period. Upon Merit Commission approval the
JFD Admin will submit the appropriate HR forms to adjust compensation for the April 1st pay cycle.
Upon receiving the list from the Merit Commission I will respond via email giving my recommendations, per Merit
Commission guidelines the Merit Commission will then be required to vote on the final appointment to each rank. If there
has not been a change from the previous distributed current promotion list: My recommendations are:
Battalion Chief(1): Anthony Decker
Captain (2): Joshua Kempf, Thomas Kiesler
Lieutenant (2): Chad Ogden, Michael Terry
Sergeant (2): Joshua Thompson, Bryan Emerson
* Lt candidate Joshua Smart has advised me that he does not want the promotion, and has selected to pass on the
promotion.
