Motion passed. [I.New Business Introductions I Signing of Public Art Commission Appointment Agreements NS has been part of the commission since it started;he is also the CEO of Childplace. JM is an art educator,a ceramic sculpture,and part of the Jeff Art Alliance.SH is an art educator,she works with KY GSA(Governor's School for the Arts)&JCPS,she also owns Brookstreet Gallery NA.PN is the director of the City of Jeff Parks Dept and has been on the commission for one year.DF is a graphic designer&and owns[nsty-Prints.DF also created the Winds of Change art piece by the railroad tracks behind Kitchen Compact. MG has been on the committee since its inception,she is a writer&marketer. DH lives in Jeff and feels she was chosen to be a commissioner because of her arts focus in her'Proud to be a Local'piece. MG was raised in Jeff and is a former student of DS. MG attended IUPUI&then continued his college back home. MG is a member of the Louisville Police Department.DS is the JPAC Administrator and an art educator previously. CB is the Stenographer;she works for the City of Jeff and also has a background in Theater with an emphasis in Tech. History of JPAC(Jeffersonville Public Arts Commission) August 2012 was the first exploratory meeting for JPAC,with the Jeff City Council's blessing. At that time the focus(or charge)was to study the concept and scope of Public Art,identify current art in Jeff,assess community support,identify organizations to help us with art,and identify what types of art we needed and where to put it. It was quickly realized that there was a bit of public art already but not as public as we would have liked(i.e.on private property). A report was assembled by the end of the year in 2012 and in February 2013 the City Council created the Public Art Committee and first meeting was in February 2013. Since then we have focused on and created'low hanging fruit'such as utility boxes at red lights. The low hanging fruit created much discussion and snowballed from utility boxes to identifying Big 4 Bridge as entrance point for new viewers of art and thus the bike racks and creative crosswalks projects were put into motion. The current focus is on larger art pieces as well as moving out to all areas of Jeff with art. This year's moveable art concept will go out to all areas of Jeff. A new ordinance (which has changed from the initial ordinance charge)says that JPAC is in charge of approving all art in city. Generally,in other communities,arts entities are 501 C3 and not connected to government at all so JPAC is unique in that way. For now JPAC operates under the auspices of City of Jeff. Binder Review:MissionlVision,Public Art Application,2017 Program,Strategic Vision The binders were created to bring all new Commissioners to the same page and allow for more information to be assembled over the Commissioner's term on the Commission. Tab One-mission&vision statements which correspond to the website jeffersonvilleart.com. The role of commission was brainstormed and goals are outlined in your binder. JPAC was not just here to put out sculptures and murals but also to connect with experiential art. The vision is also laid out in the binder and encompasses many facets of art. The 4 points JPAC is trying to achieve are to create art,create knowledge,involve the community&adopt a master plan for pub art. An application for artists is in the binder because as a commissioner people will seek you out to submit public art proposals. Any art located on public property has to go through the application process. Submitted applications could be approved in one meeting or multiple meetings(if more details are required for final approval).The application is simple on purpose. Applicants should provide 10 copies of an application complete with a written narrative. The application includes sample drawings,timelines,budgets,letters of support from area where art will be installed,a maintenance plan,a location map(gps areal),material and color samples,and other needed support documents. There is a lot of details in the`Call for Artists'but we have tried to be conversational. Submitted proposals are judged with rubric(grading scale)by commission. Also,we ask for input from the community on art which would be installed in their area. If art is going into a certain neighborhood we have representatives from that neighborhood to help select the proposal which will be completed. There was a situation with Earthship bench where community it was originally slated to be in did not want the project in their community,mostly due to misinformation. JPAC choose to move it somewhere else to accommodate the concerns of the neighborhood. JPAC has learned to be inclusive of neighborhoods associations early in the process. The Claysburg Art Instillation was open to everyone in online voting. Generally large scale art projects will include a survey of residents. It is time consuming to create forum for every public art piece so we do it for larger art pieces. Relationships between JPAC and artists are very good(we are helpful and good to work with). We also have a FB page so please share it out. The program plan for 2017 is Kaleidoscope. The plan includes Sculptural Sidewalk and Sculptural Drinking fountains. The 3rd round of utility boxes art will also be this year. We will need to assemble locations for new boxes as a committee. The next floodwall panel will be completed. In 2016 we completed the panel for Nachand Fieldhouse. The new panel will be featuring Heuser Hardware. Another project will be working with the Urban Enterprise Zone and Planning and Zoning to create murals for the tree walk(planting trees in the tree curb in a walkable circuit in downtown Jeff). The murals will be where the walk passes through flood wall and the call for artists will be put out in the fall of 2017. JPAC will be working in conjunction with the Parks Department on Steamboat Nights. We will have another performance from Kentucky Shakespeare Festival at the pavilion in Big 4 Park. This year's evening performance will be Julius Caesar and the Jeff High Jazz Band has tentatively agreed to play again this year. To round out the program for 2017 we will have a PEP(public engagement projects)session for the community,School Connect,we will be working on the new Arts and Culture District(pending grant approval)as well as the 1 st Marina sculpture(call for artists will be live this summer after details are worked out to meet the memorandum of agreement and Army Corps of Engineer regulations)and we will create an Abbey Road on the River art project with the help of the public on Memorial Day Weekend. On the calendar key dates of the call to artist and press release are in green. As commissioners you are asked to please share these. Teal indicates when the calls to artists are due and red are the projected install dates for approved proposals. The strategic vision in the back is the bones of the proposed Arts and Cultural District. The footprint is around the old Grey and Wells buildings. The idea is to transform all of the areas from green spaces to concrete dead zones to old buildings. This will create a new area to draw tourists and community members alike,just like the historic district and Riverstage already have. The details of the proposed Arts and Cultural District are laid out from how land will be used to project costs. Because this project is a new area for us we will have field trips to one of 7 or 8 existing cultural districts in Indiana to see how others have handled the projects as well as work on getting other help from the state. To link the Arts and Cultural District with the existing amenities(Riverstage,Big 4 Bridge and historic downtown)a glow in the dark medium will be used in sidewalks leading the curious to Arts and Cultural District. A company from Texas will come here to create the sidewalks if we get funding. The sidewalks have a visual high impact. The Arts and Cultural District will have a cultural activity center,restaurants and green space which connect with Jeff's Railcar history. We know of an artist who can recreate rail cars(for restaurants or what not). Greenspace will be performance space. We have an agreement with Indiana American Water to put a mural on the water tank and are still talking to them about eventually,when the tank is decommissioned,leasing or buying the tank to transform into a useable space(planetarium?). Wilfred Sig will create the mural on the outside of the tank. Contact info for each member of the commission is at the back of the binder. NS asked if there were any changes to contact sheet for any commissioners? There were no changes for those in attendance. Also,there is a handout in front of binder to take anywhere you might need an aid to help introduce the JPAC to others. Please bring binders to each meeting so you can add new minutes and agenda each time. The binders can then be used to reference what has been done before. The term length of commissioners are different(in this term)in order to staggered terms from here out so that when new commissioners join some current members will stay and keep collective memory of group intact. After this first staggering adjustment all terms will be 3 years. Does JPAC approve art on private property? Art on private property only has to comply with Planning&Zoning rules. The art JPAC has installed is on property owned by the City of Jeff,the Parks Department,and Redevelopment. Other cities have developed policies for art on public property. Mom's music leased property to the City of Jeff so that city was enabled to create art there in Harmony Park. Harmony Park is the first'pocket park' in Jeff and is located at Mom's Music. Website Review I Headshot&Bio From the JPAC homepage(www jef ersonvilleart.com)you can access the 2017 Art Plan. The about tab has headshots and bio's. Eventually the JPAC website will be linked to City of Jeff website. The ordinance(establishing JPAC)is on the website. The current Call for Artists are on the website under For Artists. We would like for the Art In Jeff area of the website to be interactive and are currently working with IT to do so. The current list of Art in Jeff is color coded by permanent or temporary art as well as the type of art. This area of the website is meant to be a visual inventory. Report on Sculpture Sidewalk RFP I Sculptural Drinking Fountain Sidewalk sculpture trail(at Allison Lane&Middle Road)project will be done this year. The call for artists is live now for 4 sculptures. The current call for artists has responses from St Louis and Florida so our call for artists are going out everywhere all over the US. The sculptures are moveable art. Four extra concrete pads have been poured containing a pedestal(mimicking the form of those which support big 4 bridge)and bench. The sculptures will be tall skinny sculpture(totemic)and they will be able to move to any other pad with a bollard mount. Sculptural drinking fountain(sponsored by the Rotary Club)will be placed in Big 4 Park. The call for artists will be live in 3 days. The Rotary Club is providing the sub-structure(internal unit)for the fountain and artist will adapt to create art around the base. Revised Planting AgendalInvoice for Sculpture Berm PN reviewed the landscaping plan for the red Running Man berm which was brought before the commission last month.The landscaping is a mix of grasses and arborvitae. The original quote was$9,700 but is now$8,115.30 after the removal of mulch work which will now be done in house by the Parks Department. The plan is to mulch around,in front and behind art pieces to reduce grass trimming and maintenance time. PN asks if the mulch around the art pieces will change the look of the art? DS questioned if the much will even been seen? NS commented that the berm often looks dry and mulch will be in same color scheme. Michael Wimmer (the artist)thinks mulch won't be seen much. DS noted that the planting will screen dumpster storage area. PN inquired if money for the landscaping can be taken from Cum Cap Development? NS said we could raise the money needed with fundraisers,matching grants,or EDIT(Economic Development)money. NS explained that JPAC gets small percent-about 100K per year-of EDIT money. JPAC has not spent all of the money that comes in so that we can use that money to match larger dollars down the road. A question was asked about a maintenance budget for the sculpture and it was explained JPAC is currently getting a handle on new budget items which will include things such as that. JPAC seed money started with a partnership of UEZ,Redevelopment and the City of Jeff. Paul Northam has helped JPAC supplement here and there with the Parks Department man power. Arts bring everyone together. Other communities have come to JPAC to find out how we are making JPAC happen which is through a unique cooperation of multiple parties. Even the Nashville art community was intrigued by JPAC setup. Because of this successful and fruitful relationship commissioner positions are coveted. People want to participate. Motion to move forward with the recommendation for planting and mulch in the red Running Man area was made by Melissa Goforth,motion was seconded by John McCarthy seconded the motion. All in attendance were in favor of the motion. Motion passed. Creative Crosswalks The Taste of Jeff was supposed to ask permission for location of their sponsored Creative Crosswalk but they never did. DS has the Taste of Jeff design which has now been approved by Redevelopment for install in the area between Adrienne's and WesBanco across Pearl Street only,not all 4 directions. The Taste of Jeff will pay for the project. Taste of Jeff had wanted their logo on the stencil and because they are a local organization and the logo will be small it has been allowed. Generally no corporate logos are allowed in art projects. Mom's Music wasn't allowed to have their logo in the murals at Harmony Park. A commissioner suggested the Taste of Jeff crosswalk could be placed all 4 directions at the intersection of Pearl and Maple. NS suggested doing a single strip now,across Pearl St,between Adrienne's and WesBanco and later pitching the idea of the other intersection as an alternate location? Nate from Line King will create template stencil-DS will get cost for that. DS would like to have the other 3(the original were too flimsy)templates remade. Stencil templates allow the Street Department to put down stencil and repaint with acetone paint. Lots of methods were tried previously to get proper paint application. Now a solid black coat is painted first and then new yellow and white shapes are painted with the stencil template. DS explained that DuraTherm was another method for painting on the roads but it is cost prohibitive. There is a project planned to create neighborhood medallions around Big 4 Park with DuraTherm which is embedded in asphalt vs acetone paint that sprayed on top of asphalt. A motion on placing the Creative Crosswalk the location in the area between Adrienne's and WesBanco across Pearl Street only,not all 4 directions initially,reserving further discussion of future placement at the intersection of Pearl and Maple,was made by John McCarthy. A second was made by Deb Henderson. All in attendance were in favor of the motion. Motion passed. Art Fundraiser The Jeff Arts Alliance,a volunteer group,which has over the years partnered with JPAC is having a fundraiser`Passport to the Arts'. John McCarthy is the President of the Alliance. Members of the Alliance are from all over(Louisville,New Albany,and Georgetown)but most are Jeff based. The Alliance is a Not for Profit. The fundraiser will be on Saturday February 25th from 5PM to 8PM at the former Grey and Wells building. Tickets are$35 each which includes 2 drink tickets and hors d'oeuvres from orange clover. There will be a raffle of original artwork and silent auction as well as a surprise auction with Lincoln Crum auctioneer. There will be a JAM session during fundraiser. Tickets can be purchased at Jeffarts.org.Because of the fundraiser advertising a business sponsor has stepped up to fund the JAM session. I1I.Roundtable NS asked for closing questions,there were none. DS explained that we will typically meet in Mayor's conference room. NS directed attention to Richard Eckland who attends more meeting in the city then anybody and Michael Wimmer a local artist who also regularly attends as a guest. Michael Wimmer has an artist shop now in the city. NS asked for commissioners names across the top of next agenda please. DS reminded everyone to do bio and submit a picture this week. NS would appreciate if you do your best to attend and if you are not going to be here let DS and NS know ahead of time via email so we don't hold up meetings. A question was asked if there were any break in monthly meetings? NS explained that JPAC may consider changing meeting if there was a ton of scheduling conflicts with commissioners but meeting are monthly. NS inquired about the recently donated 10 foot boat? PN says it was donated from Howard Steamboat Museum,it had been stored in the carriage house and a local saved it from destruction and then donated it to us. The piece needs restoring and the Parks Department can partner financially with JPAC to restore the boat and would like to use it for Steamboat Nights. JPAC may commission direct with an identified artist to recommission by getting pricing then bring back commission to discuss where funding will come from. Michael Wimmer says the boat was made for old yule as a front yard to display for Christmas. It is not a replica of a real boat. It is not historical and has no historic precedent for colors in restoration. The boat is called the Yule Tide. PN will contact the steamboat museum to get details on the age of the boat.
