PUBLIC ARTS COMMISSION MEETING MINUTES
June 13, 2016
COMMITTEE: Present: Nathan Samuel, Dawn Spyker—JPAA, Paul Northam, Jay Ellis, Melissa Goforth,

Meeting was called to order at 5:31pm
1. Approval of minutes from May 09, 2016:
• Melissa Goforth made a motion to approve the minutes
• Jay Ellis second the motion to approve the minutes 4-0
2. New Business:
• RFP Review for upcoming Floodwall Mural Call to Artist.
■ The review will be updated to an RFQ— Request for Qualifications—this call is
requesting artists to submit qualifications by way of a resume' and imagery to the
Jeffersonville Art Commission.
• This call DOES NOT ask the artist to create a concept for the panel ahead of
time as that will be decided by the community.
■ The wall will be primed and the artist will be asked to supply their own paint
■ The project is open to all professional artists 18 and older. Artists must be willing and
capable of working within the project timeline
• Qualification Submissions Due— Friday, July 152016
• The stipend for the artist award for the contract will be$10,000.00
■ The City of Jeffersonville's Public Art Administrator and Commission will manage the
selection process and the artist will be notified August 12, 2016
■ Painting of the wall to commence August 24, 2016 to be completed October 7, 2016
• Motion made by Melissa Wood to approve updating the stipend for the artist
contract from $9500 1:0 $10,000
• Jay Ellis second the motion to approve the stipend update, all in favor 4-0
• Chalk Walk (Steamboat Days) & progress updates on the other art related SBD activities
• September 2nd-4t"
• 22 accepted artists
• Sand sculpting under the pavilion
■ Puppet show on the grounds
■ Chalk walk for community involvement
• Dawn shared a little bit about the expenses and the draw string bags for the
chalk walk, she will post some Mandala examples on the website during the
promotion timeframe so the community will be able to get their ideas for the
Mandala chalk walk.
• Sugar Skull Shake, Shake update:
• Dawn created the sugar skull shake shake website —it is not live yet.
■ Dawn will send the information to have put on the big screen during movie/concert
nights on the river.
3. Report:
• Press release was sent out this morning for the Illuminate Dedication — Dawn has asked the
committee to share the information on FB.
• Public Art Master Plan — Paul Northam —chapters 1-5 have been reviewed and returned to
Nathan and the changes will be updated and back to Paul. Chapter 4 Dawn will be making
some changes and send to Nathan. Once the next 2 chapters are received they will be
reviewed within the next month or so.
• Arts & Cultural District Meeting with a number of Representatives from the State, including
Sen. Ron Grooms— Nathan Samuel— Dawn and Nathan attended the meeting. A
recommendation was made to shut down the streets behind Kentucky St. for pedestrian
walking, put a fence outside of Duke Energy's fence area. The Place Making Project for
Indiana—would like to spotlight Jeffersonville.
• River Front Sculpture Meeting with Redevelopment— Nathan Samuel—Dawn and Nathan
met with redevelopment—to discuss the art project down by the river. Redevelopment voted
to have us do the RFP process.
• Bicentennial Puppet Project—last element to fulfill the grant requirements will be in July.
• Harmony Green Park—the painting is done, they are clearing out old sidewalk and fixing that,
tearing out the overgrown sections and replacing it. In the green space there are 3 outdoor
music instruments, lights have been wired and trees will be planted. Bose speakers installed
outside. Dedication July 9"?
• JEFF Fest Jam—dragonflies were done, they still need a little more work and displayed on
Allison Brooke Park. (information will be forthcoming on the website)
4. Inform:
• 6/20/2016 the maintenance of Swing Sculpture will be ready, the floodwall on north side.
