MISSION STATEMENT:
SAVING LIVES, PROPERTY, AND THE ENVIRONMENT THROUGH
AGGRESSIVE ACTION, EDUCATION, EXPERIENCE, PROGRESSIVE
LEADERSHIP, AND PREVENTION; SINCE 1871.
VISION:
The major functions of the Jeffersonville Fire Department are (1) to prevent fires from starting (2) to
prevent injuries and the Toss of life or property (3) confine and extinguish a fire to the place of origin
(4) to train, plan and prepare for natural and manmade disasters (5) to extinguish unwanted fires.
From the point of view of the City Government, this involves the services of fire prevention,
firefighting, determining cause and origin, and efficient emergency management.
To achieve true success, the Department must win and retain the confidence and respect of the
public, which it serves. This can be accomplished only by a constant and earnest endeavor on the
part of all members and employees of the Department to perform their duties in an efficient, honest,
businesslike, and a professional manner, by exemplary conduct, and showing in the public mind that
the Fire Department is a most vital requisite to public well- being.
ABOUT THE SOP'S
The rules and regulations herein set forth are compiled, adopted, and published by the Chief
of the Fire Department for the information, guidance, government, discipline, and
administration of the Fire Department of the City of Jeffersonville, Indiana, and the members
and employees of the Department as to obligations required of them in the proper
performance of their duties. Any violation of these regulations shall be made the subject of
disciplinary actions against all persons responsible for such violations, unless otherwise
directed by the Fire Chief.
These rules and regulations cannot, nor are they expected to, provide a solution to every
question or problem that may arise in an organization designed and established to render
emergency service. It is expected, however, that they will be sufficiently comprehensive, and
provide the members and employees of the Jeffersonville Fire Department guidance as to
their obligations and duties.
They are not designed nor intended to limit any member or employee in the exercise of his
judgment or initiative in taking reasonable action in extraordinary situations. By necessity much
must be left to the loyalty, integrity and discretion of the members and employees. The degree to
which individual members and employees demonstrate these qualities in the discharge of their duty,
the Department will measure up to the highest standard required and expected by the citizens.
All members and employees of the Fire Department are bound by these rules and
regulations, regardless of the duties that may be assigned to them.

100.01 PROBATIONARY PERIOD
Newly hired firefighters of the City shall be required to complete a three hundred and sixty (365)
calendar -day probationary period. Such employees will be evaluated in writing on the or about his or
her 6 -month period and again at the on or around their completion of the three hundred and sixty -
five (365) calendar day probationary period. The evaluation will be discussed with the employees
who will be requested to acknowledge their review in writing.
The Probationary period allows management the opportunity to closely observe and evaluate their
fitness and suitability for the position to which they have been appointed. Only those employees
who demonstrate an acceptable standard of conduct and performance during this period shall be
retained in their positions.
If the service of a newly hired probationary employee is unsatisfactory, he /she may be removed or
reduced at any time during his /her probationary period. Time spent on inactive pay status or non -
paid leave of absence shall not be counted toward the completion of the probationary period.
100.02 EMPLOYMENT ORIENTATION
An orientation program will be conducted for all newly hired employees of the City. The primary
purpose of the orientation program is to acquaint new employees with City policies and
departmental rules and procedures, the organization's structure, their position description, and to
familiarize such new employees with facilities, equipment, and introduce them to department
personnel and supervisors.
This orientation program may include but not limited to such areas as:
• Department Head Responsibilities
• Introduction to Immediate Supervisor
• City philosophy
• Importance of attitude
• Employee dress code
• Reporting to work (time, place, and daily and weekly work hours)
• Employee parking area
• Where to store your personal belongings while working
• Communications etiquette
• Where to pick up your payroll check
• Who to see if there is a question /mistake on your check
• Job description and training for your new job
• Probationary period
• Overtime /Compensatory time

100.04 CONDUCT
PURPOSE: To promote the safe, efficient, and effective operation of all Fire Stations.
OBJECTIVE: To provide policy and guidelines for safe, efficient, and effective Fire Station
Operations.
SCOPE: All members shall abide by the guidelines contained within this policy.
The Fire Station, in this policy, includes the building, while the property includes the parking lot and
all City property around the Fire Station.
RESPONSIBILITY: The Station Captain at each station shall be in charge of, and responsible for,
the Fire Station which houses their respective companies.
POLICY: Each Fire Station shall be maintained and operated in a manner, which promotes
efficiency, good appearance, and safety to the members assigned there and to the public. The
following Policy will hopefully achieve that goal:
I. SECURITY:
A. The Station Captains and the Company Officers at all stations shall be responsible for
overall Fire Station security.
B. All members shall be mindful of Station security and abide by all the policies, which
concern the same.
C. When the fire station is not occupied it shall be secured, with doors and windows
locked.
D. When responding to an emergency and the station is left unattended bay doors shall
be closed. In cold weather when bay heaters are in use all doors are to be closed
when responding.
E. If it is discovered that any part of a Fire Station, its contents, or grounds have been
damaged, stolen, or vandalized, the Station Captain shall be notified immediately.
F. The Station Captain shall notify the Battalion Chief and shall submit a written report
whenever damage, vandalism, or theft has taken place at a Fire Station. The Battalion
Chief shall then notify the Deputy Chief and shall coordinate with the Police
Department, as necessary.
11. SAFETY
A. The Station Captain or acting Captain shall be responsible for the overall safe
operation of the Fire Station under his charge.
B. All members shall immediately correct and /or report to the Station Captain or acting
Captain, any safety problems that they may observe in the Fire Station.
C. Members shall use care and all available safeguards when using power equipment,
tools, and electrical equipment in Fire Stations.

V. SLEEPING
Members may retire to their bedrooms at 1300 hours on weekdays and after 1000 hours on
weekends and holidays, provided that all assigned duties and functions have been completed
and officer approval has been granted. No off -duty personnel shall be allowed use of the
sleeping quarters without permission of a Deputy Chief or the Fire Chief.
VI. BEDDING
Members are responsible for the cleaning and maintenance of their personal bedding. Any
bed frame, box spring, mattress, bedspread that require replacement shall be reported to the
house Captain.
VII. COOKING AND MEAL
A. Meal preparations shall be handled by a mutually agreeable system among crew -
members.
B. When a trip to the grocery is required, the entire truck must go. (No runners)
C. Meal clean up procedures shall be handled by a mutually agreeable system among
the crew- members. Said system shall insure, however, that dirty dishes, cooking
implements, kitchen facilities, outside grill areas and dining areas are promptly
cleaned up after each meal and returned to a sanitary condition. (This is the
responsibility of the Station Captain)
VIII. MAINTENANCE SUPPLIES AND INVENTORY
All station and grounds maintenance activities, supplies, and inventory shall be handled
according to Departmental policy. Purchasing of supplies shall be approved in advance by
the Battalion Chief or Deputy Chief.
IX. PARKING
A. All vehicles must be parked in designated parking spaces. If spaces are not available,
vehicles must be moved as soon as possible after shift change. Member Parking is
not permitted in the handicap or visitor designated spots.
B. Parking shall not be permitted at any time in front of any apparatus exit ramps
C. Abandon Vehicles, boats, trailers, campers, etc. may not be parked on Fire
Department property for more than 24 -hours without the permission of the Battalion
Chief or Deputy Chief.
D. Vehicles may only be parked inside the station bay area with the permission from the
acting Station Captain. If vehicles are permitted to park in the bay:
1. The firefighter shall not leave debris (i.e. ice, mud, etc) where they had parked
2. The vehicle shall be left with the keys in the ignition

3. The vehicle shall not prohibit any driving path of a fire apparatus

N. All members shall report to duty on time and while on -duty will be clean- shaven and
neatly dressed in a proper and well- maintained uniform per departmental policy
100.15).
O. All members shall insure the cleanliness of their assigned apparatus and station areas
daily per department (policy 100.26)
P. All members are to communicate with one another as to the activities, problems, and
status of their respective apparatus, equipment and station facilities.
Q. Members shall not engage in any type of sexual activity while on duty.
R. Every member of the fire department is a firefighter. All members shall keep
themselves physically fit to adequately perform the job functions of a firefighter.
Members may be asked to perform an annual Essentials Job Function Test (See
Appendix B)
S. Members shall not abuse any of their leave privileges
T. Members will not knowingly falsify any Fire Department record or document.
U. No member shall remove, damage, or tamper with another member's personal
property or the property of the City of Jeffersonville.
V. No member shall display discriminatory or abusive behavior pertaining to politics, sex,
religion, age, sexual preference, diversity, or ethnicity while on duty or on JFD
property.
W. The carrying or possessing of a firearm on or within Fire Department property,
facilities, or equipment, at any time is prohibited. (Police officers are exempt)
X. All members and their passengers, when driving or riding and responding in a Fire
Department vehicle, will wear seat belts. Any member not wearing a seat belt is
subject to immediate discipline action, to include a (1) day suspension without pay
Y. When operating a fire apparatus in reverse, the use of a directional spotter must be
used. Any officer in- charge and /or driver noticed not using a spotter when backing
their apparatus is subject to immediate discipline action of (1) day suspension without
pay.
BEHAVIOR
Fighting, immoral acts, threats, intimidation, or similar behavior aimed at the public or other
employees, administration, or elected officials will not be tolerated. While not everything can be
listed, you should remember that your behavior should reflect the fact that you work for the public
and that your behavior could negatively affect the people you meet.

100.08 RETIREMENT
PURPOSE: In the event of separation from the Department for reason of retirement, long -term
disability, extended leaves of absence, termination (voluntary/involuntary), etc., the following
procedure has been established.
Employees separating from the Jeffersonville Fire Department shall:
• Investigate retirement planning timeline by contacting INPRS (Indiana Public Retirement System)
• Notify the Fire Chief of their anticipated separation, in writing.
• The Deputy Chief of Administration will schedule an exit interview and provide them with
information on the separation process.
• Notification shall be made at 30 days prior to anticipated separation.
• Schedule a meeting with Human Resources Director
100.09 DRUG AND ALCOHOL FREE WORKPLACE
It is the intent and obligation of the City of Jeffersonville to provide the employees with an Alcohol
and Drug Free Workplace. The Jeffersonville Fire Department will adhere to the Jeffersonville City
Drug and Alcohol Policy (See City Handbook)
100.10 PERSONNEL FILE
PURPOSE: It is the policy of the Jeffersonville Fire Department to maintain records and information
for each applicant, employee and past employee. Personnel records are to contain information
which is needed by the fire department to conduct its business or which is required by federal, state
or local law. There will be (2) files maintained on each member, an in -house file and a formal
personnel file that is maintained in the HR Office.
POLICY: Employees have the responsibility to keep their personnel records up to date and are to
notify Deputy Chief of Administration in writing of any changes in the following: Name, Address,
Telephone number, Marital status, Number of dependents, emergency contact.
• Employees are permitted to inspect their own personnel records. A written request to do so
should be directed to the Chief of the Department, who will then schedule a time for the
inspection.
• During the inspection of the records, a Chief Officer, or the Human Resources Director, will
be present to issue that the file remains intact and is returned to its proper place. Employees
are prohibited from inspecting any personnel file except their own unless they have a
legitimate management need to have information in another file. Any access to personnel file
will be recorded and kept as a permanent part of file. Whenever you assess your file, you will
need to sign and date the file cover packet.

AUTHORITY AND RESPONSIBILITY
• The Fire Chief shall have the authority to establish or change uniform standards and policies.
• All members are responsible for maintaining a neat and professional appearance within the
guidelines of this policy.
• All officers are responsible to insure that their members comply with uniform standards.
• Uniforms shall be clean and free of rips, tears, and holes and shall not be missing any
required parts such as buttons, patches, and accessories.
• Only those uniforms listed within this policy are approved to be worn.
• When reporting for duty, personnel shall wear a clean regulation uniform.
• Necessary exceptions may be made by the Battalion Chief as the situation dictates.
• At any given time, all members of an apparatus shall be in the same uniform.
• All uniforms shall conform to the standards established in this policy by the Fire Chief.
• A Class "B" uniform shall be kept at a member's assigned station and will be available for
inspection when requested.
• Members may change into civilian clothes if they are leaving their normal tour of duty.
• No civilian clothing will be worn over top of any Fire Department uniform at any time or Fire
Department clothing over civilian clothing while on duty.
TRANSFERS AND HELMET SHIELDS
• When a member is transferred to a different station, they shall trade fire helmet shields with
other firefighters of equal rank that are no longer assigned to that station.
PROMOTION: Upon a promotion: The promoted member shall be presented with: a new fire
helmet shield, two (2) uniform shirt badges, one (1) Class A hat badge, and two (2) sets of uniform
insignias (1 large for Dress jacket 1 small for dress shirt).
CLASS "A" DRESS UNIFORM
The dress (Class A) uniform may be worn by all personnel when attending formal meetings, funerals
or dealing with the media, and such other times as the Fire Chief may direct. The following items
comprise the Class A dress uniform:
• Dark Navy Blue polyester dress slacks with % stripe from bottom of pocket to hem
Private and Sergeants -Red Stripe Officers - Gold Stripe
• White polyester uniform shirt with "Steamboat" patch on both sleeves
• 1 3/ " garrison black smooth belt buckle.
• Dark Navy blue dress coat with "1871 Steamboat" patch on both sleeves Stripes on Dress
Coat Lieutenant -1 Gold Sleeve Stripe Captain - 2 Gold Sleeve Stripes
Battalion Chief - 3 Gold Sleeve Stripes Deputy Chief - 4 Gold Sleeve Stripes
Chief - 5 Gold Sleeve Stripes
• Black socks (No white socks), Black shoes /boots plain toe/ Polished (No tennis shoes)

WORKOUT UNIFORMS
• Work out uniform may only be worn during workout sessions, sweat pants, and shoes will not be
worn as a daily uniform.
o (Exception) Dress down to sweat pants or gym shorts may be worn after 5:00 pm for
casual attire; however, if there is a public tour scheduled in the building the Class C or
Class B uniform shall be worn.
• Navy blue cotton gym shorts or dry-fit with JFD emblem
• Navy blue sweat pants with JFD emblem
• Navy blue JFD shirt
• Tennis /Running Shoes
100.13 IMAGE AND APPERANCE
PURPOSE: This regulation provides standards for our safety and professional public image.
Members should bear in mind that their personal appearance reflects on the Department and the
City as a whole. It is essential that we comply with the following rules to support a sense of pride
held by all members of our organization.
POLICY: Supervisors are responsible for insuring that members under their supervision maintain a
positive public image through compliance with this policy. All supervisors have an obligation to
enforce this policy.
HAIR: All members shall keep their hair clean and well groomed to present a professional
appearance under all reasonable conditions. It should not have an unruly or un -kept appearance.
For uniformed members the length of the hair as it is worn shall not extend below the top of the
letters of the uniform T -shirt or polo shirt while in the normal standing position. Hair must be kept
groomed in such a way that it does not pose any occupational hazard at any time. Hair must not at
any time interfere with the donning of any protective clothing, interfere with the SCBA face piece
seal, or be exposed at any time when protective clothing is being worn.
FACIAL HAIR/SIDEBURNS: All facial hair shall be neatly trimmed and kept clean.
Sideburns shall not extend below the earlobe and must be neatly trimmed.
Any Hair (Full Growth or Hair Stubble) underneath any part of the SCBA face piece rubber seal
shall not interfere with the seal of the SCBA mask.
• Beards and Goatees are prohibited
• Mustaches shall not extend into the SCBA face piece rubber seal area
JEWELRY: Jewelry that is considered a safety hazard, radical, or distracts from the appearance of
the uniform, shall not be worn. No facial jewelry shall be permitted. For uniformed members, rings
and other jewelry should not be so large as to interfere with the wearing of any uniform or protective
equipment, or present a safety hazard.

DOCUMENTATION: (REQUIRED TO BE COMPLETED WITHIN 24 HOURS OF INCIDENT)
• Regardless if treatment is provided or not, ALL INJURIES THAT OCCUR WHILE
ON DUTY MUST HAVE A "FIRST REPORT OF EMPLOYEE INJURY" STATE
FORM 34401 FILLED OUT. (Example copy attached as Appendix D)
o For those injuries occurring at or en -route to an incident, THE COMPANY OFFICER
shall complete the section titled "Fire Service Casualty" under the Additional
Reports tab in the Firehouse Incident Record. This type of injury will require that
the Deputy Chief of Administration be notified by e -mail and phone that there was an
injury and that the details were entered in Firehouse.
INJURIES NOT REQUIRING IMMEDIATE TREATMENT:
• IF A MEMBER EXPERIENCES A MINOR ON THE JOB ILLNESS OR INJURY, AND
DOES NOT FEEL IT REQUIRES MEDICAL ATTENTION, THAT MEMBER SHALL
NOTIFY THE BATTALION CHIEF AND THE DEPUTY CHIEF OF ADMINISTRATION.
(A FIRST REPORT OF INJURY IS STILL REQUIRED)
• Be specific when describing the possible illness or injury. (Who, what, when, where,
and how)
• If it was witnessed, include names.
• If at any time a member feels that they must seek medical attention, they shall notify
their Officer and Battalion Chief to open a claim. If medical care is required, the online
NFIRS Fire Service Casualty Report Form, the section of the First Report of Injury will
need to be updated with the treatment information.
(ALL FORMS NEED TO BE COMPLETED THOROUGHLY WITH DATES & SIGNATURES)
CHANGE IN WORK STATUS
Release from Duty, Light Duty and Return to Full Duty
PROCEDURE:
• For an employee to be released from active duty, a physician examination is required.
• Any therapy requires a script from the physician.
• Return to light duty or full duty can only be done with a release from the treating
physician.
• A return to full duty may require a work capacity test, as determined by the Deputy
Chief of Administration.
• When a physician releases a member for light duty or full duty, the member must
notify the Deputy Chief of Administration and turn in physician release to on -duty BC
on the same calendar day. The chief determines the availability for assignment of light
duty.
• Members must submit return to work status documentation from the attending
physician prior to returning to either light or full duty. All physician releases must be
turned into the acting BC, so that he may document the change in status in log book
and computer.

1 INFORMATION REQUESTS
PURPOSE: To provide a standard procedure for all personnel concerning the release of information
regarding any Fire Department matter and /or requests for information concerning Fire Department
employees.
GUIDELINES:
• If information is requested by the News Media (Includes radio, television, newspapers), refer them
to the acting Battalion Chief or a member of the administration (Chief, Deputy Chief, or Fire
Marshal).
• For a prolonged or serious incident a Public Information Officer (P10) will be designated.
• Any insurance company or insurance adjuster who requests information concerning fires or
rescue calls, must make the request in writing, on company letterhead, or appear in person with
proper identification. They may be referred to the Fire Marshal.
• All requests for fire incident information by citizens shall be referred to the Fire Marshal's office.
• Attorneys - No Fire Department member shall make any statements or release any information to
an attorney without prior approval from the Fire Chief or a Deputy Chief
• Personnel issues - All inquiries regarding "credit checks" or another such items are to be referred
to the Human Resources Department of the City of Jeffersonville. Do not release either the
telephone number or address of any employee without his /her permission.
1 PHOTO IMAGING AND VIDEO
PURPOSE
• To manage photographs and electronic images taken by JFD employees.
• To guarantee professionalism and the privacy rights of department personnel, patients, fire
victims, and the public that we serve.
PROCEDURE
• All photographs containing individually identifiable patient information are covered by HIPAA
4 privacy laws and must be protected in the same manner as patient care reports and
documentation.
• Any on -scene images and or any other images taken by an employee in the course and scope
of their employment are the sole property and under the control of the Jeffersonville Fire Dept.
This includes any images taken inadvertently with a member's personally owned camera, cell
phone camera, or any other digital imaging device.
• No images taken by an employee in the course and scope of their employment may be used,
printed, copied, scanned, e- mailed, posted, shared, reproduced or distributed without proper
authority from the Fire Chief and the City legal department. This prohibition includes the
posting of any Jeffersonville Fire Department photographs on personal Web sites such as, but
not restricted to; Face Book, MySpace, YouTube, other public safety agency Websites, or e-
mailing to friends, relatives or colleagues.
• All Jeffersonville Fire Department digital images will be downloaded as soon as possible, and
will be cataloged and stored in a secure database with controlled access. After being
downloaded, images on memory cards will be erased.
• Violation of this policy or failure to permit inspection of any device covered in this policy may
result in disciplinary action.

100.19 DISCIPLINARY PROCEDURES
Purpose: Jeffersonville Fire Department members are required to conduct themselves in a highly
self - disciplined manner, obeying the City of Jeffersonville Personnel Handbook, the Standard
Operating Procedures, Collective Bargaining Agreement and the Merit Commission Guidelines.
While the CONDUCT Sections (100.07 and 100.08) of this SOP reference most of the activities of
the parties involved, members may be disciplined for violating any portion of the established SOPs.
This section will guide the supervisors in dealing with the disciplinary problems they may encounter.
If supervisors have any questions concerning employee discipline, they should contact the Battalion
Chief, Fire Chief or the Deputy Chief of Administration.
It is the policy of the Fire Department that supervisors administer discipline in a corrective,
progressive, and lawful manner. Disciplinary forms will be made available at each Station, if supply
of forms is depleted advise the Battalion Chief for additional forms.
If a violation is observed by a member, the below procedure for reporting is to be followed:
* Thoroughly complete and sign a "Report of Incident Form" (See Appendix A for example),
include as many details as possible. (Times, Photos, witnesses, etc.)
* Notify your Battalion Chief of the incident and turn in the completed, signed Report of
Incident Form to your Battalion Chief.
* The involved Battalion Chiefs (If different crews are involved) will determine what action is
appropriate to resolve the situation per the guidelines in this section. Deputy Chief of
Administration will receive notification of the incident from the Battalion Chief of the involved
parties. On more serious incidents the Fire Chief may be directly be involved in the
disciplinary action.
Corrective in the sense that the supervisor and member come to an understanding about the
causes and /or reasons for a member's deficiencies, correct those deficiencies, and restore the
member to a productive and positive employment status.
Progressive in that discipline will normally begin with a verbal reprimand or warning and, when
circumstances of separate or related incidents warrant, proceed to written reprimand(s), suspension
without pay, demotion, and finally to dismissal. An incident of misconduct may require any of these
forms of disciplinary action whether or not a lesser form has preceded the action. This would
depend upon the severity of the offense.
Lawful in that discipline and the procedure by which it is administered does not violate City
Personnel Rules or Administrative Regulations, Departmental Rules of Conduct, the Memorandum
of Understanding between the City and the Union, Departmental Standard Operating Procedures, or
the member's constitutional rights.

Where combinations of offenses have occurred, whether at the same or different levels of offense,
the department may combine the penalties in a cumulative manner, as its judgment, is warranted. In
addition to the guidelines for disciplinary action and the offenses contained therein, the department
retains the right to affect discipline based on other rules and regulations and codes of conduct.
Specifically, the City of Jeffersonville Personnel Policy Manual and other pertinent rules and /or
policies may also serve as the basis for disciplinary action.
Any supervisor shall have the authority to immediately relieve from duty, an employee in
his /her unit, where said employee is alleged to have committed or engaged in a major
infraction of conduct or performance where the continued attendance of said employee at
that time shall be offensive to the public or fellow employees. Such infraction may include
fighting, immoral conduct, unauthorized possession of firearms, insubordination, use of
alcohol or drugs, or similar activities or conduct. In such instances, it shall be the
responsibility of the supervisor to fully document the reasons for such action and to
recommend appropriate formal action.

LEVEL 1:
• Disregarding or Neglecting defined daily job duties
• Creating or contributing to unsanitary conditions or poor housekeeping.
LEVEL 2:
• Discourtesy and unprofessionalism to persons while in the performance of duties
• Willful violation of written rules, regulations, procedures or policies
• Violating a safety rule where the violation does not endanger the life of others or property.
• Mistake(s) due to carelessness where the mistake(s) do not endanger life, property or equipment
• Officers or acting officers who knowingly fail to take official cognizance of violations
• Productivity, workmanship or efficiency not up to required standards of performance, displaying sub-
standard performance.
LEVEL 3:
• Malingering or feigning illness or disability in order to evade the performance of duty.
• Operating, using or possessing a department vehicle or equipment that has not been assigned.
• Violating a safety rule where the violation endangers the life of others, property or equipment.
• Failure to report an accident or personal injury in which the member was involved while on the job,
on the day the accident or personal injury occurred.
• Mistakes due to carelessness that affects the safety of department personnel or the public,
equipment, tools or property. May include reported (written complaint) careless driving of an
emergency vehicle.
• Threatening, intimidating, coercing or interfering with fellow employees or supervisors at any time,
including abusive language.
• Failure to maintain First Responder Level Certification
• Leaving work post during regular work assignment without being properly relieved by supervisor or
relieving employee where operations are not continuous.
• The unauthorized use of department equipment, apparatus, or property.
• Insubordination by refusal to perform work assigned or comply with written or verbal instructions
• Provoking or instigating a fight or fighting at any time with a fellow employee while on duty.
• Unauthorized possession of firearms, knives, explosives or weapons on department property.
• Being under the influence of alcohol or drugs while on duty.
LEVEL 4:
• Deliberately misusing, destroying or damaging any property of the City, employee, or the public.
• Knowingly falsifying personal or department records, including employment applications, accident or
medical records, purchase orders, time sheets or any other report, record or application.
• Theft or removal from department locations without proper authorization of any department property
or the property of any department employees.
• The use and /or sale of illegal drugs, alcoholic beverages and /or narcotics while on duty.
• Failure to return from an authorized leave of absence.
• Conviction of a felony or a misdemeanor of the first degree as defined in Indiana Statutes
• Knowingly harboring a lethal communicable disease, which may endanger other department
employees or the public without taking appropriate preventive measures and /or treatment.
• Reporting to work while under the influence of alcohol or drugs
• Unlawfully obtaining money or other valuable consideration by use of position

• Personnel that are suspended due to disciplinary action will not be called, nor will they be
allowed to work overtime, until they have physically worked a regularly scheduled shift with
their assigned crew.
• Personnel called for overtime will be required to work in the position they are called for
(driver, officer, etc). If possible, personnel should be advised what position they will be filing
and what station they are to report to.
o If a firefighter is called in for overtime and is assigned to a station to which he /she
holds a equal rank than the firefighters assigned to that station; then,
• The firefighter who is on his /her assigned crew day shall have the superiority to
"ride up" in the officer's position since it is their crew.
• An Officer will not be bumped from his or her regular riding assignment (i.e. The
assigned crew's Lt. will not be bumped out of the T -1 officer seat)
o If a firefighter is called in for overtime and is assigned to a station to which he /she
holds a higher rank than the firefighters assigned to that station; then,
• The firefighter who holds the higher rank will "ride up" in the officer's position.
• The crew that is on day one (1) through day three (3) of their scheduled four day off period,
will be defined as the "Kelly" crew.
• The crew that is on "Kelly" will be offered overtime first, followed by the next crew due for
Kelly
• Overtime call -in shall not be initiated prior to 24 hours before additional personnel are needed
• If a Battalion that is due for overtime is scheduled to be on shift during the 24 -hour call -in
window, then the Battalion Chief from that crew will follow the overtime procedure with their
crew their next shift while on duty.
SEVERE WEATHER PROCEDURE
• If there is a forecasted severe weather event:
o Through communication between the Battalion Chief and Administration, it shall be
decided if an additional apparatus may be needed.
o Firefighters called, according to this policy, will be asked to accept a standby position
guaranteeing that they are able to respond, while obeying all traffic laws, and staff an
apparatus if required.
o The Battalion Chief shall make a primary list of three (3) and a backup list of three (3)
• The firefighter will only be paid if the Battalion Chief, or the Deputy Chief of Operations,
officially calls to staff the additional apparatus.
• When the determination is made that the additional apparatus is needed, the Battalion Chief
or Deputy Chief will contact the primary, then if needed, the secondary contact from each
pre- determined list.

100.22 BORROWED / LENDED VACATION TIME
PURPOSE: To provide a policy governing borrowed or lending vacation time
POLICY
• Borrowed or lending time shall conform to FLSA standards
• An employee's time trading privilege may be suspended or revoked if these procedures are
violated.
• Supervisors are responsible for closely monitoring borrowed time.
• Specific borrowed time regulations include:
o Vacation time exchanges must have approval from both member's Battalion Chief's
o Allotted time shall be used before any borrowed time may be used
o Borrowed time carries no seniority rights
o Borrowed time may only be used within the same calendar year it was received. It
may not carry to the following calendar year
o All time usage must be entered into vacation log, AND computer, and identified as to
whose time was used and the person that is utilizing it
o Payment of any kind, including money, for one member to work for another is
expressly prohibited.
o All members time trading shall conform to all other department policies and
procedures regarding leave. Individuals are responsible for insuring their own ability to
safely work a time trade.
If an individual fails to show up for a time trade, that person will be considered AWOL and will be
docked vacation hours or sick leave and may be subject to disciplinary action.
